HomeMy WebLinkAboutMinutes-06-24-98-Mayoral Transition 109 MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING MAYORAL TRANSITION CEREMONY JUNE 24, 1998 The City Council of the City of Downey held an adjourned regular meeting at 7:05 p.m., June 24, 1998, in the Council Chamber of the Downey City Hall, Mayor Barbara J. , y y y Riley presiding. PRESENT: Council Members: Barbara J. Riley Mayor Gary P. McCaughan, M.D. Mayor Pro Tem Keith McCarthy Robert S. Brazelton Joyce L. Lawrence ALSO PRESENT: Judith McDonnell, City Clerk Other City employees were present in the audience. The Invocation was delivered by Reverend David Hall, First Presbyterian Church of y � Downey. The Flag Salute was led by Mayor Pro Tem McCaughan's children: Michael, Lindsey, Mark and Lauren. Mayor Riley welcomed everyone and recognized special guests, includin g former Mayors and Council Members; Downey Municipal Court Judges; Downey School Board Members; current President of the Downe y Chamber of Commerce and Council Members from neighboring cities. Mayor Riley delivered her final address, and gave credit to her fellow Council Members and staff for their assistance during the past year, which was ve ry productive. She commented on the projects that were brought to fruition, such as completion of the new Cornmunity /Senior Center and Gymnasium at Apollo Park and also the negotiations that are continuing on the NASA property. Special presentations were made to Mayor Riley by Connie Sziebl representing Congressman Steven Horn's office; Genelle Buchert representing State Senator Betty Karnette's office; Jonathan Krause representing State Assemblywoman Sally Havice's once; Angie Valezuela representing Los Angeles County Supervisor ' p g g y Supe sor Don Knabe's office; Council Member Louis Byrd representing the City of Lynwood; Mayor Jesse Luera representing the City of Norwalk; Mayor Garth Gardner representing the City of Pico Rivera; Mayor John Crowley representing the City of Cerritos and Contract Cities Association; Steve Allen, President of the Downey Chamber of Commerce; and June Yotsuya, Assistant to the City Manager on behalf of the Downey Sister Cities Association. City Council Minutes 6/24/98 (Adj. - Mayoral) -1- 1 0 9 3 Mayor Riley resigned as Mayor and turned the chair over to the City Clerk for the Election of a new Mayor. City Clerk McDonnell declared the Office of Mayor open and asked for nominations. It was moved by Council Member Brazelton and seconded by Council Member Lawrence to nominate Council Member Gary P. McCaughan as Mayor of the City of Downey. There being no further nominations, the City Clerk declared the nominations closed. It •-• was unanimously carried to elect Gary P. McCaughan as Mayor of the City of Downey. Mayor McCaughan declared the Office of Mayor Pro Tempore open and asked for nominations. It was moved by Council Member Lawrence and seconded by Council Member Brazelton to nominate Council Member Keith McCarthy as Mayor Pro Tempore of the City of Downey. There being no further nominations, Mayor McCaughan declared the nominations closed. It was unanimously carried to elect Council Member Keith McCarthy as Mayor Pro Tempore of the City of Downey. Mayor McCaughan presented Council Member Riley with a Certificate of Election as Mayor, a Gavel Plaque, a City Pin, and a bouquet of flowers. Assistant to the City Manager June Yotsuya presented a scrapbook of last year's accomplishments as Mayor to Council Member Riley. Mayor McCaughan cited the need to continue promoting a clean and safe community, which is a Downey standard, including the City's financial stability and economic development. He outlined various goals for each department in the City and commented on the need for more r-.. gymnasiums, community centers and after- school care for children. He encouraged the public to become involved regarding the Hospital issue and stated it will be an honor to serve his second term as Mayor. He then introduced his wife, Patti, and other family members and special guests, including board and commission members for District 3. Council Member McCarthy congratulated former Mayor Riley on her past year as Mayor and offered his support of Mayor McCaughan. He then introduced his wife, Katrin, two sons and board and commission members for District 1. Council Member Brazelton expressed his congratulations to Mayor McCaughan, who with his busy schedule is willing to take on the role as Mayor. He introduced his wife Jean and appointees to various boards and commissions for District 4. Council Member Riley recognized staff members, introduced special friends, appointees to various boards and commissions for District 2, and her husband, Tracey.
