MARCH 12, 1996
The City Council of the City of Downey held a regular meeting at 7:32 p.m., March 12,
1996, in the Council Chamber of the Downey City Hall, Mayor Gary P. McCaughan presiding.

PRESENTATIONS
Police Chief, Greg Caldwell, presented to Mayor McCaughan a mounted set of 8 of the
1996 Series Police Trading Cards.
Police Chief Caldwell, presented to each Council Member and City Manager Caton, on
behalf of the Downey Police Officer's Association and Downey Police Manager's Association,
one of the recently retired police officers' badges encased in plastic.

HEARINGS
Mayor McCaughan opened the public hearing on DOWNEY IMPROVEMENT
PROJECT NO. 734, SIDEWALK - NORTH SIDE OF CHEYENNE STREET
BETWEEN DOWNEY AVENUE AND DOLAN AVENUE.
Ms. McDonnell affirmed receipt of Affidavit of Posting and Mailing. It was so ordered by
Mayor McCaughan to receive and file.
Mr. Redmayne explained a petition was received requesting the City to complete the
remaining six sidewalks on Cheyenne Street under Chapter 27 and if Council chooses to approve
this project, the involved property owners will be notified they have 60 days to complete
construction of sidewalks or the City will have the work completed and charge the property
owners.
Mayor McCaughan inquired if the City Clerk had received any correspondence, and Ms.
McDonnell advised a letter of protest was received from Mr. Buford Hite who resides at 8343
Cheyenne Street.
It was moved by Council Member Lawrence, seconded by Council Member Boggs, and so
ordered to receive and file.
Mayor McCaughan asked if there was anyone present who wished to speak in opposition
to the proposed project and there was no response. He then asked if there was anyone present
who wished to speak in favor.
Rachel Silva of 8333 Cheyenne Street, stated she has lived at this address for 46 years.
She was speaking on behalf of her parents, Ernest and Margaret Silva, to say they feel the
addition of sidewalks will make it a safer area for their three grandsons to walk.
There being no one else wishing to speak, it was moved by Council Member Boggs,
seconded by Council Member Lawrence, and so ordered to close the public hearing.
Council Members Boggs, Lawrence and Riley expressed their comments in favor of the
project.
It was moved by Council Member Boggs, seconded by Council Member Brazelton, and
unanimously carried to authorize the Engineering Division to proceed under Chapter 27 of
the Streets and Highways Code of the State of California on Downey Improvement Project
No. 734.
Mayor McCaughan reconvened the Community Development Commission at 7:42
p.m. for a Joint Meeting with the City Council.

Mayor /Chairman McCaughan opened the joint public hearing on the AMENDMENT TO
THE AFFORDABLE HOUSING AGREEMENT FOR 11027 LE FLOSS AVENUE.
Ms. McDonnell affirmed the proof of publication.
It was moved by Council Member /Commissioner Lawrence, seconded by Council
Member /Commissioner Boggs, and so ordered to receive and file.
Mr. Rangel explained that in January 1995 the Commission and Council authorized the
City to enter into an agreement with Habitat for Humanity for this property and the purpose was
for low and moderate income housing. The house and sale are about to be completed, however,
in going over the agreement, Habitat for Humanity found several points they wish to change
regarding the sale and resale of the property. Mr. Rangel noted Mr. Weaver from Habitat for
Humanity was present in the audience to answer any questions.
Mayor /Chairman McCaughan inquired if the City will get its investment back when the
property is sold. He was informed in this case, the City would not recoup its advanced funds,
however, there are various programs available and this could be included in the agreement for any
future project.
Mayor /Chairman McCaughan inquired if the City Clerk had received any correspondence,
and the response was no.
There being no one present to speak in favor or opposition, it was moved by Council
Member /Commissioner Boggs, seconded by Council Member /Commissioner Lawrence, and so
ordered to close the hearing.
It was moved by Commissioner Boggs, seconded by Commissioner Riley, and
unanimously carried to approve the proposed changes to the affordable housing agreement
pertaining to the property located at 11027 LeFloss Avenue.
RESOLUTION NO. 5929
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING AN AMENDMENT TO THE AFFORDABLE HOUSING AGREEMENT
BETWEEN THE COMMUNITY DEVELOPMENT COMMISSION OF
THE CITY OF DOWNEY AND HABITAT FOR HUMANITY OF
SOUTHEAST LOS ANGELES COUNTY
The Resolution was read by title only. It was moved by Council Member Boggs, seconded
by Council Member Lawrence and unanimously carried to waive further reading and adopt.
The Community Development Commission recessed at 7:52 p.m.

Council Member Riley commented she was happy to see more railroad crossings being
improved in the City and thanked Mr. Redmayne.

Council Member Riley advised she received a letter this week from Mrs. Risley
commending the tree trimmers in her neighborhood and again thanked Mr. Redmayne.
Council Member Boggs advised reports have been coming in throughout the City
regarding green waste being mixed with regular waste in one truck instead of keeping them
separate.
Council Member Boggs noted she has received inquiries about school advertising signs
on athletic fields and questioned whether they conflict with the City's Sign Ordinance. She asked
Staff to look into this.
Council Member Boggs mentioned her dwindling supply of the pamphlet How Your City
Government Works, which she distributes to educate students that visit City Hall, and she asked
if staff could produce a new supply.
Council Member Boggs requested a brief report from Mr. Jarrett regarding the new
funds relative to the Trust for Public Lands for review and a possible position taken at a later
meeting.
Council Member Boggs stated her resentment of negative comments regarding trips
by Council Members and noted Council Members work for the residents of the City and receive
no salary. She further noted the trips to Washington have successfully delayed mandatory flood
insurance and saved City taxpayers over $131 million per year for the last four years.
Council Member Lawrence noted receipt of a complaint about Green Waste being
comingled with regular trash and was advised this happened to the same resident three weeks
out of four.
Council Member Lawrence asked Staff to meet with the School District for a progress
report on the at risk position in order for Council to determine the level of funding in next year's
budget.
Council Member Lawrence noted her recent trips on the Green Line and mentioned when
leaving the Green Line station northerly on the east side of Lakewood Boulevard there is no
curb cut for wheelchairs and that location ends up in dirt at Adoree Street. She was informed it is
a State Highway, but staff they would check into it.
Mayor McCaughan noted he would like to see a report on the bus bench situation come
back for discussion. He suggested some benches be removed due to graffiti and unsightliness.

Mayor McCaughan complimented the Joint Powers Communication Center Year -End
Report by the Fire Department. He referred to the concept of the GIS System that he
brought up previously regarding computerizing information and encouraged this being done in
every City Department.
OTHER BUSINESS - Staff Members
Mr. Caton advised that he and Council Member Boggs were in Washington last week
regarding the LACDA Project. He noted the City has been able to hold off mandatory flood
insurance and there is a project underway which would bring flood control back to the 100 year
protection with no mandatory flood insurance. He commented on the funds needed to complete
the project in five years but anticipated the President's budget would set aside a much lesser
amount annually that would delay completion of the project for years.
Mr. Caton advised another delegation from the City will be going to Washington next
week regarding the Rockwell property. He noted Rockwell is the largest employer in Downey,
and the City is working to retain them and make them more competitive so they can get the X -33,
the next generation of space craft, which would mean 10,000 jobs within the City. The City is
also talking to NASA about releasing some of their property for new use within the City. The
City's delegation will also attempt to get funding for the reuse of the property.
ORAL COMMUNICATIONS
Philip Riveron, 9115 Stokes Avenue, mentioned attempts made to contact Council
Member Brazelton. Mr. Brazelton asked to meet with Mr. Riveron after the meeting.

The meeting was adjourned in memory of Martha Jean Gillis, former resident of
Downey and Office Manager for the Downey Chamber of Commerce for 29 years, to 6:30
p.m., March 26, 1996, in the Council Chamber of Downey City Hall.
