The City Council of the City of Downey held a regul ar meeting at

PRESENTATIONS
Pol ice Chief, Greg Cal dwel 1 , presented to the City Council the Police
Department's new badge and shoulder patch. Chief Caldwell explained the
procedures followed to initiate the changes and demonstrated photos showing the
new designs. He noted the patch change was basically a col or change from
orange to bl ue and that the new badge will be oval . To recouperate some of the
costs, it is proposed to sel 1 the old badges , encased in plastic, back to the
officers .
Council Member Boggs inquired as to what system would be establ i shed to
insure protection of the repl aced badges and Chief Caldwell explained the new
badges will not be issued until the old badge has been turned in . It wi 11 be a
one-on-one exchange and staff will closely monitor this process .

Physical Services, and commented about her prior experience in thi s field . The

CASH CONTRACT 604 - CITYWIDE TREE TR IMM IN G
Mayor McCaughan noted this is the first of an annual process for tree
trimming which involves main thoroughfares, with approximately 80% being
residential. He requested reassurance that in coming years this proportion
would average out.
Mr Redmayne, explained the intent to start with the most impacted areas
and that the proportion would balance out after these most critical areas are
taken care of.
Council Member Br azel ton inquired regarding the method of advertising and
Mr. Rednayne advised they are advertised with FW Dodge who runs a Green Sheet
and in the paper.
It was moved by C o u n c i l Member Boggs, seconded by C o u n c i l Member Lawrence,
and unanimously carried to approve plans and specifications and grant authority
to advertise on Cash Contract #604.

Mayor McCaughan advised the audience and staff that this record is
available to anyone interested in knowing the financial dealings of the City at
the end of the budget year.
Council Member Lawrence complimented staff who prepared this doc uflent .

INVESTMENT POLICY - 1996
Mayor McCaughan mentioned Do wn ey' s investment policy has always been sound
and conservative. He referenced #8 on Page 3, regarding choice of financial
institutions and asked if there are assurances that whatever financial
institution is used does not create a confl ict of interest with the Finance
Director. He was informed that the Finance Director fills out an annual
conflict of interest form.
It was moved by Council Member Boggs, seconded by Council Member Lawrence,
and unanimously carried to adopt Investment Policy - 1996.
OTHER BUSINESS - Council Members
Mayor McCaughan discussed Board and Commission expiration dates stating
the City Attorney was asked for recommendations. There are two options for
deferring appointments until after the next Municipal Election: One is by
taking no action to defer, and the other is by taking a minute action to defer.
Council Member Boggs mentioned she will be going off the Council after the
November election and it is not her intention to make any new appointments.
The new Council Member should have the option to appoint, and it is her
intention to ake no action unless one of her appointees is unable to serve

Council Member Lawrence discussed a bull etin from the Central Basin Water
Di strict regarding opposition to the MAID water rate increase and cal 1 ing on
cities to do the same. Downey has been attempting to hold the 1 in on water
rates and she questioned whether the Council should vote on this or send
individual 1 etters .
Council Member Boggs mentioned her concern about permanent residency in a
motel on the east side of Lakewood Boulevard south of Imperial Highway, which
displays for rent signs. She cited this as a growing problem in the Ci ty and
requested a report on the motel previously reported last week.

many city employees who give their services to the community outside the work

Council Member Ri 1 ey mentioned being contacted by t he Central Basin about
water rates and stated everyone is doing their best to keep the rates down .
She cited the need to conserve more and noted Downey has been mentioned as
hav ing one of the best water systems and maintenance in the county .
Mayor McCaughan noted there is a probl em at Furman Park with RV parking
and he suggested assigning an officer to patrol thi s area to make sure RV' s are
gone by the time the park i s closed .
Council Member Brazel ton mentioned the Testa urant /nightcl ub establ ishment
o n Florence at Lakewood and the recent probl en incurred with ov erc ro wd ing . He
questioned whether the zoning i s strictly for restaurant use.
Pol ice Chief Cal dwel 1 responded he has been informed the facility wi l l
close its doors. The City has a good case against the facility thanks to Chief
Irwin' s assi stance and Code Enforcement's assi stance.
Co unc il Member Ri 1 ey announced the Grand (opening and Dedication of a new
facility at Rancho Los Amigos hospi tal at 10: 00 a.m. tomorrow. She asked
everyone to give their support and show their appreciation to this facility . --�

Mr . Caton advised the Ci ty i s in the process of completing the new
computer networking system in Ci ty Hall and noted this is a great step forward
which i ncl udes the ability to do E-Mail among the departments .
Updating Council on the LAC DA Project, Mr . Caton adv ised tha t Council
Member Boggs spent half of her day on Monday negotiating or behalf of Downey
and several other cities to get the Ci ty' s fl ood protection back to where it
should be. A tentative settl anent has been reached between the env ironnental
g ro up and the Co un ty of Lo s Ang el es whi c h wi 11 al 1 ow t he prod; ec t to proc eed and

everybody from paying mandatory insurance. Council Member Boggs made sure each
city would be represented or a new board that is being created.

Bob Bryan, representative of Downey Ci ty Empl oyees Maintenance Unit,
extended a welcome to new Superintendent of Physical Services, Shi rl ey
Bennett. He thanked the Council and City on behalf of himself and fellow
employees for their generosity in helping to settle the contract.

Captain Dave Calderwood and daughter of Fire Captain Pete Rucker, to 6:30 p.m.,
