Richard Redmayne ex pl ained the r el ocation request by the Rose F1 oat
Association was due to excessive expenses that would be incurred to build on
the present site. The new location actually moves the building back to the
site originally selected. It was noted the at adjacent residents were sent
notices of this meeting.
Mayor McCaughan asked for any public input.
Mr. Lee Cook, 10 93 5 Little Lake Road, ex pressed opposition to the Ro se
Float building being situated behind his residence. He mentioned he was cited
in violation of City Ordinances and prosecuted for using residential property
as commercial use. He feels the Rose Float Association is basically doing the
same thing.
Mr . Mark Vasquez , 10330 Downey Av en ue , new President of the Rose Float
Association, stated the Rose Float Association does not do any manufacturing
and all work is done by Volunteers. A very prestigious award, the Founders
Trophy, was awarded to the City of Do wney' s float this year.
Council Member Brazel ton felt the concern of the residents was noise and
asked Mr. Vasquez to address this.
Mr. Vasquez pointed out the building is closed by 8:00 or 9:00 p.m. in the
months before the float is put together. The noise starts occurring around the
30th of December; however, by 10:00 or 11:00 p.m. they cease. All welding is
done inside the building and there have not been any complaints about noise.
Bruce Hume, 2801 Eucalyptus Ave., Long Beach, member of the Board of
Directors of the Rose Float Association, noted that residents at the hospital
across the street from the present site are closer than residents at the
proposed l o c a t i o n and there has never been any complaints related to noise.
Dee Bac us , 10330 Downey Av en ue , said the Rose Float puts Downey on the map
to people in every country watching the parade. This is done for city pride.

AMENDING SECTION 3185 OF TFE DOW/EE Y MUNICIPAL CODE
PERTAINING TO MISCELLAF[OUS PARKING REGULATIONS
Pol ice Chief Caldwell , stated subsection (j) of Section 3185 of the
Municipal Code is cleanup legislation. It allows the City Manager or his
designee to work with property owners to allow a variance not to exceed 90
minutes every 24 hours for the parking of large commercial type vehicles on
certain properties in the city and he asked for the Council's support of this
amendment.

STREET BETWEEN DOPEY AVENUE AND DOLAN AVENUE - INITIATION OF CHAPTER 27
FPROCEEDINGS
Mr. Redmayne expl ained the provisions of Chapter 27 of the Streets and
Highways Code, whereby a m of the property owners can request the City
to install certain improvements on their street. In this case four of the six
property owners who do not have sidewal ks have petitioned the City to have the
sidewal ks completed i n that block . An appropriation of approximately $1,500 i s
needed to cover expenses to start prel iminary work. Once the proj ect i s in
action, the property owners wi 11 be g iv en 60 days to perform the work. If the
work is not performed during this period, the City will do the construction
under contract and the costs will be distributed to the property owners. Thi s
would be brought back to Council for a hearing on the costs. Once approved the
property owners are given five days to pay; i f they do not, a 1 ien is pl aced
against the property and collected back in taxes. He responded to questions of
the Council .

Council Member Lawrence mentioned there is an

an alley that is 1 ocated in her neighborhood in the
Eastbrook Avenue, Adoree area of Dunrobin Avenue and
Street and Cheddar Street. A new house was built
the corner of Eastbrook Avenue and Ador o n
ee Street and the owner has erected a

Council Member Lawrence mentioned the recent ad in. the local paper
introducing y Info Line, which can be called 24 hours a

items such as Council Agendas can be faxed to the individual . She also read
the statement on back of the Info Line brochure and congratulated staff members
who were involved in creating the document.
Mayor McCaughan suggested including a general phone number in the ad.
Mayor McCaughan brought up the fact that Council elections are in November
and Commission /Committee assigrmenis end in June. He requested the City
Attorney report back with input on whether the Charter would allow the
Commission to continue serving until their office is filled and what actions or
options the Council has in asking its Commissioners to continue serving for six
months until elections are over.
Mayor McCaughan requested staff report back within a month or so on a
policy for the GIS system. Since City Hall is being computerized, there is a
need for stats on centralized areas to determine the criminal data, the housing
data, etc. As the Council makes policy decisions, data should be capsulized
that will assist in determining what direction and policies are needed. He
asked that the report also include costs involved.
Mayor McCaughan expressed concern about certain neighborhood areas in the
various districts and asked for a report in the next few weeks regarding
development of a system containing data on neighborhood improvement,
preservation, development, etc. that would identify, through computer stats,
problems in certain neighborhoods which the City can monitor so they don't
create a negative impact He asked staff to develop ideas, including possibly
assigning a designated employee to continually monitor these neighborhoods to
determine what the concerns are and what resources can be applied. He
suggested a program similar to the task force put together at Tahitian Village.
Council Member Lawrence referenced the GIS program in the City of Ontario
and how they paid for their system by collecting additional information and
data that enabled them to increase their revenue for the city.
Council Member Riley introduced her daughter Traci Sue Dittman and soon-
to-be new grandson.
ORAL CCMMMICATIONS
Lenny Wi tti n g to n , 8542 Manatee Street, m e n t i o n e d the Ordinance regarding
Parking of Commercial Vehicles on Certain Designated property which the Police
Dept. has been enforcing. He advised that commercial haulers are row parking
at night in different areas such as Cl eta Street, Patton Road and Woodruff
Avenue, and some have placed a copy of the ordinance in the windows of their
trucks to prevent them from being ticketed stating this Ordinance doesn't
pertain to Commercial Areas M -1 and M -2. He inquired if this exempts the
truckers parked in these areas.
Police Chief Caldwell responded that if the zoning does not fit within the
parameters contained in the Ordinance, such as a manufacturing zone, they would
be exempted.
