OF THE CITY OF DOW Y , MAYORAL TRANSITION JUNE 28, 1995 The City Council of the City of Downey held a Mayoral Transition Meeting at 7: 10 p.m., June 28, 1995 in the Council Chamber of the Downey Ci ty Hall , Mayor Barbara J. Riley presiding. PRESENT: Council Members : Barbara J. Riley Mayor .—. Gary P. McCaughan Mayor Pro Tem Joyce L. Lawrence Diane P. Boggs ABSENT: Robert S. Brazel ton (Excused) ALSO PRESENT: Judith E. Mc Do nnel 1 , Ci ty Clerk C i nd i Lee , Executive Secretary Other City employes and their families were present in the audience. The Invocation was delivered by Bi shop Jon Lang , Church of Jesus Christ of Latter Day Saints. The Flag Salute was 1 ed by Michael , Lindsay, Mark and Lauren McCaughan , Mayor Pro Tem McCaughan s children . Mayor Riley welcomed the audience and recognized special guests, incl uding former Mayor/ Council Member Lyle Swearingen ; former Mayor/ Council Member Scott Tem p1 e and hi s wi fe , Fa i th ; forcer Mayor /Council Member Rob ert Co m ac k and hi s daughter Sharon Cepada; former Mayor /Council Member, Judge Roy Paul ; Judge Dave Perkins; Judge Robert Drees; Judge Don Wil son; Commissioner Marvin Licker; Co„ i ssioner Jesse Rodriguez; and Cerritos College Boarcinember Bob Verderber. Mayor Riley delivered her final address, ac know? edging City Manager Jerry Caton and his fine staff for their efforts in producing a bal anced budget for ^ the coming year while still maintaining essential services to the public. Pubi is Safety Departments continue to be a priority, as well as the City's infrastructure. She commented on highl ights of the past year, incl uding the Rio Hondo Golf Course reopening, development of the Energy Resource Center, new structures at Rancho Los Amigos Medical Center, and the groundbreaking for the Community /Senior Center and Gymna si um at Apollo Park. She discussed events in neighboring cities which will impact Downey, such as the closures of the Northrop pl ant in Pico Rivera and the Long Beach Naval Base and Shipyard. She thanked the Council and publ is for their support and the privilege of serving as Mayor of Downey for the past year . Special presentations were made to Mayor Riley by Ms . Connie Sziebl representing Congressman Steven Horn; Mr. Tom Ma ~tin representing Senator Robert Beverly; Chief of Staff Chris St . Hilaire representing State Assemblyman Phil Hawkins; Ms. Angie Venezuela representing Supervisor Deane Dana; Counci lmernber Ramiro Moral es , City of Bell Gardens ; Mayor Pro Tem Ray Smith , City of Bell flower; Mayor Louis Byrd, City of Lynwood; President Keith McCarthy of the Downey Chamber of Commerce; and Assistant to the City Manager June Yotsuya on behalf of the Cities of Lakewood, Pico Rivera, Santa Fe Springs, and South Gate. Reorganization Meeting , June 28, 1995 -1- Mayor Ril esi gned as Mayor. The Chair was then turned over to the City Cl erk for the Election of Mayor. Ci ty Cl erk tic Donnel 1 declared the Office of Mayor open and asked for nominations . It was moved by Co unc i l Nlember Lawrence and seconded by Co unc i l Member Riley to nominate Council Member Gary P. McCaughan, M.D. as Mayor of the City of Downey. There being no further nominations, the City Cl erk declared the nominations closed . It was unanimously carried (4 -0) to elect Gary P. McCaughan, M.D. as Mayor. Mayor McCaughan declared the Office of Mayor Pro Tempore open and asked for nominations . It was moved by Co unc i 1 Member Boggs and seconded by Co unc i 1 Member Ri 1 ey to nominate Council Member Joyce L. Lawrence as Mayor Pro Tempore of the City of Downey. There being no further nominations, Mayor McCaughan declared the nominations closed . It was unanimously carried (4 -0) to elect Council Member Joyce L. Lawrence as Mayor Pro Tempore of the City of Downey. Mayor McCaughan presented Co unc i l Member Ri i ey with a Gavel Plaque, City Neck, ace, and Certificate of Service as Mayor. Assi stant to the City Manager June Yotsuya presented a scrapbook of last year's accompl i shments to Council Member Ri 1 ey. A tie tack was presented to Council Member Riley's husband, Tracey. Council Member Riley presented fl owers and a Ci ty Neckl ace to Mayor McCaughan's wi fe, Patti . Mayor McCaughan ac knowl edged the support of his 1 arge family, and expressed optimi sm for the coming year. He discussed the importance of quality citizenry, including community vol unteeri s� t, the quality of City staff, and the quality of the Council and their appointed representatives. He noted the importance of fi scal reponsib i ► ity, neighborhood improvements, and community involvement , and expressed appreciation to the various City Departments that maintain the infrastructure and operation of the City. Commenting on future projects, he mentioned continued attempts will be made to retain Rockwell in Downey, and oppose mandatory flood regul ations in the area. Other interests he pl ans to pursue will be childcare issues, Neighborhood Watch, and maintenance of high density residential housing. He noted that Council is negotiating with a developer to build a mul ti- theatre compl ex in the City, and he was optimi stic the community wi 11 come together during an open hearing process in the future to express their views on this matter. Downey can truly enjoy an unl imi ted future if its citi zenry work together for the betterment of the community. Mayor McCaughan introduced his wi fe Patti , daughters Lauren and Lindsay, sons Michael and Mark, parents Ed and Kathy McCaughan , his si sters and other family members in attendance, and his appointees to various Boards and Commissions serving the City. Council Member Boggs introduced her husband , Bob Verd erb er , and her appointees to certain Boards and Commi ssions . Council Member Lawrence introduced her husband, Roger, and her appointees to various Boards and Commissions serving the City. ORAL COMMUNICATIONS None. 4 DJO UR 1VKE NT : 8: 10 p .m.
