The City Council of the City of Downey held a regular meeting at
7:50 p.m., August 23, 1994, in the Council Chamber of the Downey City Hall,
Mayor Barbara J. Riley presiding.

PRESENTATIONS
Mayor Riley presented a Certificate of Appreciation to the American Youth
Soccer Organization (AYSO) All-Star Team for winning First Place in the World
Games Tournament in Honolulu, Hawaii, held July, 1994. She then accepted a
team soccer ball from the AYSO All-Star Team, on behalf of the City.
Mayor Riley presented Certificates of Appreciation to Members of the
Transportation Ad Hoc Committee: Eddie Matthews, Roger Lawrence, Phil Rocha,
Paul Yokota, Gloria Heer, Jean Brazelton, and Denise Cervantes.
HEARINGS
Mayor Riley opened the public hearing on LIGHTING MAINTENANCE DISTRICT
A.D. 121 - ANNEXATION 94/03, KLONDIKE AVENUE BETWEEN ROOSEVELT AVENUE AND
GOLDEN AVENUE.
Ms. McDonnell affirmed receipt of the affidavit of mailing and posting of
notice.

Following a brief staff report given by Mr. Redmayne, Mayor Riley advised
the published notice was inadvertently delayed by the newspaper, requiring the
public hearing to be continued to September 13, 1994. However, since the
public hearing was posted for August 23, 1994, she asked if anyone present
wished to speak regarding the proposed annexation.
There being no one wishing to address this issue, it was moved by Council
Member Boggs, seconded by Council Member Lawrence, and unanimously carried to
continue the public hearing to 7:30 p.m., September 13, 1994, in the Downey
City Council Chamber.
CONSENT CALENDAR - ITEMS FOR REMOVAL: None.

It was moved by Council Member Boggs, seconded by Council Member

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING SECTION 3130.1 OF THE DOWNEY MUNICIPAL CODE
RELATING TO ONE-WAY STREETS, BY ADDING SUBSECTION (e) -
LAKEWOOD BOULEVARD FRONTAGE ROAD BETWEEN ADOREE
STREET AND BORSON STREET
Mr. Redmayne summarized the staff report, noting staff received a petition

signed by the majority of residents in the affected a q g the Lakewood
Boulevard frontage road be changed to a one -way northbound street. This
frontage road was recently modified as a result of the Century Freeway
development. After careful consideration and review, staff and the Traffic
Committee concur with this request, since a one -way street would eliminate the
vehicle conflicts present at the intersection of Adoree Street and the Lakewood
Boulevard frontage road.
The Ordinance was read by title only. It was moved by Council Member
Boggs, seconded by Council Member Lawrence, and unanimously carried to waive
further reading and introduce.
ORDINANCE NO.
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY
AMENDING ARTICLE III, CHAPTER 1, SECTION 3175 OF THE DOWNEY
DOWNEY MUNICIPAL CODE BY REPEALING SUBSECTION (b) RELATING
TO RESTRICTED PARKING AND THE IMPEDING OF STREET SWEEPING
Chief Caldwell explained the current policy regarding parking restrictions
related to street sweeping which requires that a violator actually interfere
with the sweeping operation. Numerous complaints from citizens have been
received regarding their perception of inequitable enforcement resulting from
this practice. Therefore, staff is recommending implementation of a simple time
restriction enforcement policy to clarify the law.
Mr. Lennie Whittington, 8542 Manatee St., concurred with the proposed
enforcement policy for parking during street sweeping operations after first
detailing events he has witnessed in violation of current Code requirements.
Council Member Lawrence suggested a grace period be established to allow
time for residents to become informed of the new policy.
Chief Caldwell agreed, recommending enforcement begin 60 days after the
Ordinance is adopted.
The Ordinance was read by title only. It was moved by Council Member
Brazel ton , seconded by Council Member McCaughan, and unanimously carried to
waive further reading and introduce, with the understanding there will be a 60
day grace period after adoption of the Ordinance prior to enforcement.
Mr. McOsker clarified for the record that Council's action places a stay on
enforcement for a 60 day period following the second reading of the Ordinance.

ADMINISTRATIVE REPORTS
CASH CONTRACT NO. 593 - UNDERGROUND STORAGE TANK REPLACEMENT REMEDIATION
PROGRAM
Mr. Redmayne explained the MARK Group, Inc. was hired by the City in 1993
to conduct a comprehensive evaluation of all City -owned Underground Storage
Tanks to ensure compliance with Federal, State and County regulations governing
ownership and operation. State law requires that all single-walled Underground ..—
Storage Tanks installed prior to 1984 must be removed, upgraded or relaced by
December, 1998; therefore, removal and replacement of these tanks was a primary
consideration of this study. He briefly discussed the activities and findings
of the work done by the MARK Group, including tank replacement and remediation
of contaminated soils to be completed in three phases.
It was moved by Council Member Boggs, seconded by Council Member Lawrence,
and unanimously carried to approve a two -year Underground Storage Tank program,
eliminating all single- walled tanks and remediating contaminated soil; removing
fuel dispensing facilities at the Water Yard and Parks Yard; sizing the Physical
Services Yard as a central fueling facility; and approve preparation of final
plans and specifications for tank removal /replacement and remediation work for
Year No. 1 for said two -year program under the existing consultant agreement.
REPAIR AND UPGRADE OF DAMAGED EMERGENCY ONE FIRE APPARATUS
Chief Irwin commented on the extensive damage sustained by Engine 61, a
1988 Hurricane Pumper Engine, as a result of a traffic collision. In order to
maintain original factory specifications and restoration, staff is recommending
the repairs be done by the original manufacturer at their recycle facility in
Florida. The quoted repair price of $77,588 includes repairs to the fire engine
and inspections of the transmission and fire pump. If the transmission or pump
need repairs, the estimate will be higher but not exceed $23,500 for total
replacement of the transmission and pump. Staff is also requesting certain
upgrades and replacements be made while the unit is dismantled. This would --
include replacing aci n the water tank and installing l i n a foam system which will bring

the unit into compliance with the current standard of the newer apparatus, and
other items related to systems operations and safety.
Mr. Caton explained the City would pay the insurance deductible of $50,000,
in addition to $21,330 for upgrades, which will be financed through a lease
agreement.
Responding to Council Member Lawrence's questions, Chief Irwin explained
that Emergency One, Inc. is the foremost f i retruck builder in the country,
manufacturing state -of -the -art fire engines with the finest safety design.
Mr. Lennie Whittington, 8542 Manatee St., discussed the financing of the
modifications and upgrades to Engine 61, and suggested the City purchase
f i retrucks manufactured on the West Coast to avoid transportation costs incurred
when returning equipment to an East Coast manufacturer.

It was moved by Council Member Brazelton, seconded by Council Member Boggs,
and unanimously carried to authorize the City to enter into a contract with
Emergency One Fire Apparatus Company for collision damage repairs to Downey
Engine 61 at a cost of $77,588 plus tax; approve additional equipment
- conform to current o
modifications cats ons and upgrades to Engine 61 to operational and c P
safety standards at a cost of $21,330 plus tax, which will be financed through a
Lease Agreement with Federal Signal Corporation at an interest rate of 5.09 %.

ADMINISTRATIVE REPORTS: (Continued)
SET DATE FOR JOINT MEETING BETWEEN THE CITY COUNCIL AND COMMUNITY SERVICES
COMMISSION TO DISCUSS DOWNEY COMMUNITY /SENIOR CENTER /GYMNASIUM
Council Member Brazelton recommended the Council review the forthcoming
report from the Community Services Commission on this matter, and then schedule
a joint meeting if necessary.
Council Member McCaughan suggested a Study Session be held to review the
Commission's recommendation on the proposed Community Center.
After further discussion, it was the consensus of Council to schedule a
Study Session for 4:30 p.m., September 13, 1994, in the Downey City Council
Chamber, to review the Commission's recommendations to Council regarding the
proposed community center.
POSSIBLE MODIFICATION TO CITY HALL HOURS
Mr. Caton discussed the various options outlined in the staff report for
operation hours of City Hall. He recommended the current 9/80 work schedule be
continued, with City Hall operating hours expanded from 7:30 a.m. to 5:30 p.m.,
Monday through Thursday, and 8 :00 a.m. to 5:00 p.m. on the Friday that City Hall
is open.
Council Member Boggs noted the additional eight hours of service available
to the public is helpful, although there is still confusion as to which Friday
City Hall is open.
Mr. Caton mentioned the findings of a survey conducted by the Downey City
Employees' Association regarding work schedules.
After further discussion, Council Member Boggs requested the proposed
policy be reviewed in six months to determine its effectiveness
It was moved by Council Member Brazelton, seconded by Council Member Boggs,
and unanimously carried to expand the hours that City Hall is open to the
public, from 7:30 a.m. to 5:30 p.m., Monday through Thursday, and 8:00 a.m. to
5:00 p.m. on the Friday that City Hall is open.

OTHER BUSINESS - COUNCIL MEMBERS
Council Member Boggs commented on continuing traffic problems near the I-
105 Freeway.
Council Member McCaughan requested a historical report on Downey Municipal
Code Section 3176 regarding prohibiting all-night parking, and the City's
enforcement policy of this Section.
Council Member Lawrence discussed residents' complaints regarding vehicles
traveling through residential areas at excessive speeds in an attempt to gain ..-_
access to the I -105 Freeway on the Adoree Street frontage of the Freeway,
westbound to Adenmoor Avenue.
Mr. Redmayne advised that appropriate signage would be placed in this area
to resolve the problem.
Council Member Lawrence referenced a letter she received from a resident
regarding dog owners not cleaning up after their pets in City Parks, and
inquired about proper signage to address this matter.
Council Member McCaughan mentioned receiving a letter from a constituent
regarding similar problems at Treasure Island Park, i.e., loitering and
irresponsible actions of dog owners.
OTHER BUSINESS - Staff Members
Mr. Caton noted that large companies are interested in locating future
developments in Downey, which is a positive sign for the City's economic
vitality.
