OF THE CITY OF DOWNEY
AUGUST 9, 1994
The City Council of the City of Downey held a regular meeting at
7:45 p.m., August 9, 1994, in the Council Chamber of the Downey City Hall,
Mayor Barbara J. Riley presiding.

PRESENTATIONS
Mayor Riley presented the Downey Police Department Award of Merit to
Downey Police Officers Garth Boggs, Bill Kautz and Mark McDaniel, in ---
recognition of their recent heroic efforts while rescuing people from a burning
apartment.
Council Member Boggs presented a Certificate of Appointment to Margaret
"Peggy" Reed to the Traffic Committee, District One.

It was moved b y Council Member Boggs, seconded by Council Member
Brazelton, and unanimously carried by the Members present to approve the
Consent Calendar as recommended:

ADMINISTRATIVE REPORTS
SET DATE FOR JOINT MEETING BETWEEN THE CITY COUNCIL AND COMMUNITY SERVICES
COMMISSION TO DISCUSS DOWNEY COMMUNITY /SENIOR CENTER /GYMNASIUM
Council Member Brazelton requested this item be deferred to the next
Council meeting, provide ample rovide le time for Council to review the forthcoming
p
report from the Community Services Commission.
Council Member Boggs concurred, referencing a note from Council Member
McCaughan regarding this matter.
It was the consensus of Council to continue this matter to the Council
Meeting of August 23, 1994.

OTHER BUSINESS - COUNCIL MEMBERS
CITY COUNCIL COMMITTEE ASSIGNMENTS
It was moved by Council Member Boggs, seconded by Council Member Brazelton,
and unanimously carried by the Members present to approve the City Council
Committee Assignments as presented.
ORAL COMMUNICATIONS
Mr. Mark Reid, Peace Officers Council of California, representing the
Downey Police Officers' Association (DPOA), congratulated the police officers
who received merit awards for their oustanding service, and cited the need to
retain highly qualified officers in Downey. Referencing a letter he sent to
Council regarding the economic standings of Downey Police Department salaries
within the competitive job market, he discussed the importance of settling the
contract dispute between the City and DPOA concerning salaries and benefits, and
requested Council authorize its negotiators to work together on creative
solutions toward contract settlement.
Mr. Toby Mileski, 7850 Irwingrove Dr., mentioned the significance of
signing a contract with the Downey Police Officers' Association to recognize the
high caliber of Downey police officers and avoid any future problems.
Mr. Lennie Whittington, 8542 Manatee St., commented on his recent ride -a-
long experience during an evening shift with the Downey Police Department, and
his favorable impression of the teamwork he observed among the officers.
OTHER BUSINESS - Council Members (Continued)
Council Member Brazelton expressed appreciation for the high quality of
police officers and all other City employees, and agreed with Mr. Rei d' s remarks
concerning the need for creative solutions during ongoing negotiations.

Mayor Riley mentioned the Downey Firemen's Association labor contract is
also being negotiated at this time, and hopefully both contracts will be settled
soon.
OTHER BUSINESS - Staff Members
Mr. Caton assured the Police Department their contract would be settled,
and expressed high regard for the officers.
ADJOURNMENT: 8:10 p.m.
The meeting was adjourned to 4:30 p.m., August 23, 1994, in the Council
Chamber of the Downey City Hall. ---
