HomeMy WebLinkAboutMinutes - 06-25-97 - Mayoral Transition 1 CLJkL/ MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING MAYORAL TRANSITION CEREMONY JUNE 25, 1997 The Cit y City Council of the Cit of Downey held an adjourned regular meeting at 7:05 p.m., June 25, 1997, in the Council Chamber of the Downey City Hall, Mayor Joyce L. Lawrence presiding. PRESENT: Council Members /Commissioners: Joyce L. Lawrence Mayor Barbara J. Riley Mayor Pro Tem Gary P. McCaughan, M.D. Keith McCarthy Robert S. Brazelton ALSO PRESENT: Judith McDonnell, City Clerk Shirley Conte, Executive Secretary Other City employees were present in the audience. The Invocation was delivered by Pastor Gordon Venturella, First Christian Church of Downey. The Flag Salute was led by Boy Scout Troop #351. Mayor Lawrence welcomed everyone and recognized special guests, including former Mayors and Council Members; Downey Municipal Court Judges; Downey School Board Members Past and h Downey Chamber of Commerce; current President of the y and Council Members from neighboring cities. , Mayor Lawrence delivered her final address, noting she has been honored to be the Mayor. Y g She commented that projects the Council has worked for are soon becoming a reality. She noted that Community/Senior completion of the new /Senior Center and Gymnasium at Apollo Park will bring new p Y 0 opportunities for volunteerism along with creative new programs from the Community Services pp Department. She mentioned the cooperative relationship forged with business leaders of the community through the Downey Chamber of Commerce, the Downey Board of Realtors and the Business Retention Attraction In Downey Committee. Mayor Lawrence indicated the Council has continued its y commitment to keeping the City's neighborhoods safe, attractive and in good repair, and areas needing more help than others have been identified, with steps taken to make extra resources available. She noted the restoration of the Speedy McDonald 's was one of the most interesting and intriguing projects she has been involved with and the site has become a tourist destination known around the world. Mayor Lawrence stated as alternate to the Metropolitan Transit Authority (MTA) Board, she is now learning to e nce p think in the billions of dollars and noted the MTA Board and staff work very hard to safeguard transit money, and better serve transportation needs. Special presentations were made to Mayor Lawrence by Connie Sziebl representing Congressman Steven Horn's office; Shawnda Westly representing State Senator Betty Karnette s office; g Bob Pence representing State Assemblywoman Sally Havice's office; Angie Venezuela representing Los Cit y Council Minutes 6/25/97 (Adj. - Mayoral) - : Angeles County Supervisor Don Knabe's office; Mayor Pro Tem John Crowley on behalf of the City of Cerritos; Mayor Eleanor Zimmerman representing the City of Norwalk; Len Gorecki representing the City of Paramount; June Yotsuya, Assistant to the City Manager of Downey, on behalf of the City of Lakewood; and Dominic DiMario representing the Downey Chamber of Commerce. Mayor Lawrence resigned as Mayor and turned the chair over to the City Clerk for the Election of a new Mayor. City Clerk McDonnell declared the Office of Mayor open and asked for nominations. It was moved by Council Member Brazelton and seconded by Mayor Lawrence to nominate Council Member Barbara J. Riley as Mayor of the City of Downey. There being no further nominations, the City Clerk declared the nominations closed. It was unanimously carried to elect Barbara J. Riley as Mayor of the City of Downey. Mayor Riley declared the Office of Mayor Pro Tempore open and asked for nominations. It was moved by Council Member McCarthy and seconded by Council Member Brazelton to nominate Council Member Gary P. McCaughan as Mayor Pro Tempore of the City of Downey. There being no further nominations, Mayor Riley declared the nominations closed. It was unanimously carried to elect Council Member Gary P. McCaughan as Mayor Pro Tempore of the City of Downey. Mayor Riley presented Council Member Lawrence with a Certificate of Election as Mayor, a Gavel Plaque, and a City Pin. Assistant to the City Manager June Yotsuya presented a scrapbook of last year's accomplishments as Mayor to Council Member Lawrence. Mayor Pro Tem McCaughan presented flowers to Mayor Riley. Mayor Riley introduced City staff in the audience. Council Member Brazelton introduced his wife Jean. Mayor Riley introduced former Council Secretary Ruth Saltman. Council Member Lawrence introduced her husband Roger and Board and Commission Members present for District 5, Meredith Perkins and Gloria Heer. Council Member McCaughan introduced his wife Patti, and children Lauren, Mark, Lindsey and Michael. He also introduced Commission Members present for District 3, Warren and Gloria Heer and Arlyss Kelley. City Council Minutes 6/25/97 (Adj. - Mayoral) -2- �� Council Member McCarthy introduced District 1 Commissioners present, Roger Lawrence, David Gafin, and Steven Lofing. Mayor Riley introduced her husband Tracy, grandsons Bryan and Andrew, daughter Carla, son - in -law Lieutenant Russ Galbreath, and other family members and friends. She introduced Board and Commission Members for District 2, Fern Persion, Steve Allen, Scott and Faith Temple, Ken Beckner, Bobbie Samperi and Myrtle Risley; Design Review Members Gil Flores and Norbert Weinberg. She noted the resent Council works together for the residents of the City along with the greatest City staff to p g work with. She mentioned good things are happening along Firestone Boulevard and a new Post Office is appearing on Imperial Highway. She also mentioned the new Gymnasium and Community /Senior pp g p Y Center which will make things happen in the City and will give seniors a place to meet and young people activities in a p ositive direction. She noted it will take volunteerism and cooperation from everyone in the community. She invited everyone to partake of the refreshments after the meeting. Council Member McCarthy introduced his wife Katrine and son Ryan and read an Ode to Joyce Lawrence that he had written. Council Member Brazelton expressed his gratitude to outgoing Mayor Joyce Lawrence on her term as Mayor. Mayor Riley noted she will become the President of the Independent Cities of Los Angeles County (50 cities) in July. ORAL COMMUNICATIONS: None ADJOURNMENT: 7:58 p . m.
