The City Council/Community Development Commission of the City of Downey owney held an
Adjourned Regular Meeting at 5:00 p.m., February 1 1 1997, in the Council

STUDY SESSION REGARDING POLICE FACILITY
& POLICE COMPUTER
UPGRADES AND JOINT DISPATCH
Council Member McCaughan explained he had requested the stud y session in order for
Council to consider making a policy decision regarding the Police facility upgrade, along with y pg g th the
potential upgrade of the computer system and joint dispatch center. He discussed the estimated costs

for the building and upgrades and called for a policy decision on this matter.
Police Chief Caldwell referenced the proposed concept of a joint dispatch p p p � p tch center, which he said
was discussed among staff of the Fire and Police Departments several n

noted the commitment on the part of the Fire Department to dispatch services to other cities p t es through a
contractual agreement. Chief Caldwell discussed the disadvantages of a joint dispatch function g 1 p o and
said if it is located in either the Police or Fire Departments, it would generally take on personality

of the department in which it is located. If a joint dispatch center is considered, it should ould be under a

separate division or department and located at City Hall. The Council should then authorize funds for
a study on the feasibility of developing a joint dispatch center, the location and funds involved.
Council Member McCarthy arrived at the meeting at 5:13 p.m.
Chief Caldwell commented on the proposed Police facility upgrade, which began with a needs
assessment. The building is 13 years old, does not meet the needs of the Police Department, and he
outlined proposed modifications to the building, which would include upgrading the women's locker
room. Speaking to the proposed Police computer upgrade, he said the computer system will be state -
of- the -art at the time it is installed, with the opportunity to build on in the future as technology
changes. Chief Caldwell pointed out that this will not create any new permanent positions but will
generate some contract positions in order to bring the computer system up to speed and on line. He
discussed his expectations for the computer system, which will be advantageous not only for Police
personnel but beneficial to the community. He supported use of asset forfeiture funds for upgrading
the Police facility.
Council Member /Commissioner McCaughan mentioned it appeared logical at the time of
moving the communication center into the atrium area of the Police Department and paying for
software, wiring, etc., to consider a joint dispatch center in that area. He inquired if there would be
adequate square footage to accommodate the joint communications center.
Chief Caldwell replied based on researching this matter, the bear minimum for a stand -alone
dispatch would be 2500 square feet.
Discussion was held regarding the feasibility of a joint dispatch center.
Captain Finch briefed the Council on the background of the Police facility upgrade project and
provided an update on the project's current status, noting the Police facility is 13 years old, significant
changes have occurred, and the number of department personnel has grown 25 percent. He
commented on Council actions that have been approved to date regarding the project and briefly
reviewed the proposed changes that are recommended, noting that three- fourths of the existing
building will not be affected by the project, except for replacement of worn floor covering. With the --
aid of a displayed layout of the Police facility, Captain Finch reviewed the areas affected by the
proposed remodeling project and introduced Mr. Charles Howard, the project architect.
Council Mernber Riley asked about utilizing the Police sub - station at Apollo Center and what
will be housed in that facility.
Chief Caldwell replied several options have been considered such as locating the Dare Officers,
Neighborhood Preservation Officer, or members of the Code Enforcement staff in that facility:

However, a definite decision has not been reached.
Captain Finch responded to questions regarding plans for seating in the briefing room and
security for the public lobby area.

Mr. Caton offered his ersonal endorsement of the proposed '

concern for additional security under the current lan which is being taken

Lt. Baptista gave a brief overview of the proposed computer project. upgrade 'ect. He noted the

intent for the Police Department to design its own computer system, which he detailed

acknowledged Mr. Tim Spells from Cubic Systems, who was present in the audience t
P to answer any
questions and will be involved in developing the system. Lt. Baptista also introduced Mr. Milan
Muller of the Omega Group, who gave a presentation on the geographic information system y em (GIS) i
currently re operation in the City of Redlands, a program similar to that being proposed for h

Downey. Lt. Baptista indicated the anticipated development costs for the computer system will --- development p ystem wi be in
the neighborhood of $275,000. Responding to questions of the Council, he explained

Council Member /Commissioner McCaughan concurred with the Police building upgrade n

During further discussion, Mr. Caton pointed out there does not appear to be a level of
comfort pp
ort on the part of the Council. He suggested perhaps one solution would be to have someone
neutral conduct an n •
a alysis of computer systems designed in -house versus those p urchased off the
shelf. He then noted staff will be proceeding with the Police building and finalizing the plans.

Regarding the computer, he understands there are concerns of the Council, and staff will have
to come
back with some options. As to the joint dispatch center, Mr. Caton suggested the Council may want

to review the budget to determine the availability of funds for a feasibilit y study stud at a future date.
