HomeMy WebLinkAboutMinutes - 12-03-96 - Special Meeting MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY REORGANIZATION MEETING DECEMBER 3, 1996 The City Council of the City of Downey held a Reorganization Meeting at 7:08 p.m., December 3, 1996, in the Council Chamber of the Downey City Hall, Mayor Joyce L. Lawrence presiding. PRESENT: Council Members: Joyce L. Lawrence Mayor Diane P. Boggs Mayor ProTem Gary P. McCaughan, M.D. Barbara J. Riley ABSENT: Robert S. Brazelton (excused) ALSO PRESENT: Judith McDonnell, City Clerk - Treasurer Shirley Conte, Executive Secretary Other City employees were present in the audience. The Invocation was delivered by Reverend Don Burgess, Senior Pastor, Downey First Baptist Church. Reverend Burgess invited everyone to attend the church's presentation, The Living Christmas Tree, from December 19 -23. The Flag Salute was led by Council Member Barbara Riley. y Mayor Lawrence welcomed the audience to the reorganization meeting and seating of newly- g g g - y elected Council Members. Special presentations were made to Council Member Boggs by Mayor Lawrence who presented her with a dock from the Council and City Staff in appreciation of her 12-1/2 years on the Council; and by Mrs. Betty Ferraro, President of the Downey Unified School District, who presented a plaque in recognition of Council Member Boggs' service and support to the children of the community. RESOLUTION NO. 6000 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION CONSOLIDATED WITH THE STATEWIDE GENERAL ELECTION AND HELD IN SAID CITY OF DOWNEY ON THE 5T11 DAY OF NOVEMBER, 1996, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW The Resolution was read by title only. It was moved by Council Member Riley, seconded by Council Member McCaughan, and unanimously carried (4-0) to waive further readin and ado Y reading adopt. p Council Reorganization Meeting Minutes 12/03/96 -1- City Clerk McDonnell administered the Oath of office to newly re- elected Council Members Joyce L. Lawrence and Gary P. McCaughan, and to newly elected Council Member Keith McCarthy, and presented each with a Certificate of Election. Mayor Lawrence declared the Office of Mayor Pro Tempore open and asked for nominations. It was moved by Council Member McCaughan and seconded by Mayor Lawrence to nominate Council Member Barbara J. Riley as Mayor Pro Tempore of the City of Downey. Mayor Lawrence acknowledged, for the record, receipt of a FAX message from Council Member Brazelton stating that he relinquished the opportunity to be appointed Mayor Pro Tempore in favor of Barbara Riley. There being no further nominations, it was moved by Council Member Keith McCarthy and seconded by Council Member Gary McCaughan to close the nominations. It was unanimously carried (4 -0) to elect Barbara J. Riley as Mayor Pro Tempore. Council Member McCarthy noted he would do his best, working with fellow Council Members, City Staff, and City residents, to continue the City's well justified reputation as a great place to live, to work, and to play. He expressed gratitude, admiration and thanks to Diane Boggs for her 12-1/2 years of dedicated service to the City and presented her with an orchid plant. He then introduced his wife Katrin, and their children Ryan, Shawn, Amina, Jacob, Patrick, and James. He also introduced the Director of his church's four western states, Reverend In Hoi Lee, and State Director Godwin D' Silva. He noted December 5th marks the City's 40th Anniversary and mentioned the incredible volunteerism that makes the City of Downey great. In recognition of Council Member Boggs' Top Ten List, Council Member McCarthy read his Top Ten Minus One List and wished everyone a wonderful and enjoyable Holiday Season. Council Member McCaughan recognized Diane Boggs for her contributions to the City and noted he has learned a lot from her and thanked her. He noted in his second term he will continue to adopt policies to make Downey clean and safe. He introduced wife Patti, children Michael, Lindsey, Mark, and Lauren, and his father Ed McCaughan. He noted the City of Downey is blessed with truly wonderful citizens and a wonderful City Staff. Council Member Riley commended Fire Chief Ron Irwin who is being recognized by the Boy Scouts of Los Angeles Greater Area for his efforts on their behalf. She mentioned friends in the audience, Fern and Russ Persian, Sally McFarland, and Frank Beckner and thanked City Staff for the effort they put forth in making the City great. in Lawrence introduced husband Roger, City Manager Gerald Caton, and asked all City Staff n attendance to stand. She thanked Diane Boggs for being a role model and for looking out for not only her part of the City but for the entire City. Council Reorganization Meeting Minutes 12/03/96 -2- 1 :7" i, ; 1 4 ORAL COMMUNICATIONS Ray Lyon, 8247 Birchcrest Road, petitioned the Council to rename Wilderness Park as Clawson Park in honor of late Congressman, the Honorable Del Clawson, who helped thousands of Downey residents during his sixteen years of tenure representing the City. Ed Di Loreto, 7333 Rio Flora Place, mentioned the City has gone through many changes es over the last few years. He stated citizens must respect people in office regardless of whether they agree or disagree with them because officials are giving their time to do what they believe in. He asked everyone to think not of themselves but of their community and everyone would gain. Mayor Lawrence introduced the former Mayor of Cerritos Grace Hughes and the Mayor of Maywood Ross Martin. She asked everyone to join the Council in the atrium for refreshments and also reminded everyone to attend the City's Holiday Lane Parade on Sunday, December 8th.
