Mayor Lawrence read a Proclamation recognizing the outstanding contributions of the Energy Resource Center as a public educator on our environment and as a good business partner in the City of Downey. HEARINGS Mayor Lawrence opened the public hearing on CODE AMENDMENT #96 - 47 - A CODE AMENDMENT TO SECTION 9152 OF THE DOWNEY MUNICIPAL CODE AMENDING LIGHTING REQUIREMENTS IN THE RESIDENTIAL COMMERCIAL AND INDUSTRIAL ZONES. Ms. McDonnell affirmed the proof of publication. It was moved by Council Member Riley, seconded by Council Member Brazelton, Y azelton, and so ordered to receive and file. Mr. Rangel advised staff is recommending a revision of the current requirements in g q the Municipal Code regarding lighting in commercial and residential zones. He explained current requirements and narrated slides giving examples in both zones; one where a business had to apply pp Y for a variance to put light standards at the front of the roe ; and another where a residential p p rtY s dential property owner had to obtain a conditional use permit to put a light fixture in the front Y ard. Mr. Rangel noted staff is requesting that Council eliminate these requirements and allow this by right. q y ght. Mayor Lawrence inquired if the City Clerk had received any correspondence, and the response was no. There being no one wishing to speak in favor or opposition to the code amendment, it was moved by Council Member Brazelton, seconded by Council Member nd so ordered to close the hearing. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTION 9152 OF THE DOWNEY MUNICIPAL CODE RELATIVE TO LIGHTING REQUIREMENTS IN THE RESIDENTIAL COMMERCIAL AND INDUSTRIAL ZONES The Ordinance was read by title only. It was moved by Council Member Brazelton, ton, seconded by Council Member Riley, and unanimously carried (3-0) to i ntroduce th ' Y the ordinance. CONSENT CALENDAR - ITEMS FOR REMOVAL Agenda Item VI - - COUNCIL, MINUTES - REGULAR MEETING OF JUNE 25, 1996, and Agenda Item VI - - RESOLUTION AUTHORIZING THE FILING OF AN APPLICATION FOR LOCAL LAW ENFORCEMENT BLOCK GRANTS PROGRAM AWARD, were removed at the request of Mayor Lawrence. On the last sentence she asked that wording be inserted, "should be given for services such as those formerly provided by the Gonzalez firm." It was moved by Mayor Member Lawrence, seconded by Council Member Brazelton and unanimously carried (3 - to approve the Minutes of the Regular Meeting of June 25, 1996, as amended. RESOLUTION NO. 5975 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AUTHORIZING THE FILING OF AN APPLICATION FOR 'HIE LOCAL LAW ENFORCEMENT BLOCK GRANTS PROGRAM Council Minutes 7/9/96 -5- I 0 ki Mayor Lawrence questioned the • process this item went through before being before the Council and asked if this g brought s item could be held over for fu • further information. Chief Caldwell explained this was ' a last minute Federal Grant that required • attention. The grant is for the sum of $123,000 q ued immediate and staff worked diligently ro g y to complete the paperwork. He then commented on proposed uses for the grant funds. Council Minutes 7/9/96 -6- 4 ( 4 0 4 Mayor Lawrence mentioned the recent retirement of longtime Council Secretary Ruth Saltman and introduced newly appointed secretary Ms. Barbara Laws. ORAL COIVEVIUNICATIONS , Doctor Vernon Waite, 5243 Vista Del Sol, Cypress, commented on a change in the management of hospitals that is allowing large medical corporations to capture community hospitals. He referred to an article in the Hospitals and Health Care Networks June issue on this subject. Myrtle Risley, 793 8 Phlox Street, expressed displeasure with Calsan for charging citizens $1 extra for a second trash can for green waste. She noted in other cities residents do not have to pay for additional trash cans. Marcella Bright, 10354 Hasty Avenue, inquired if the ordinance had been changed regarding use of garages for living quarters and noted this is occurring in her neighborhood. Mr. Caton advised that this is not allowed and people are prosecuted for this violation. Ms. Bright also mentioned a newspaper article about a narcotics bust on Phlox Street and two additional narcotics busts on Otto Street and on Hasty Avenue that were not reported by the press. Chief Caldwell was asked by Mayor Lawrence to speak with Ms. Bright after the meeting. Lennie Whittington, 8542 Manatee, mentioned recent changes in his homeowners insurance policy and noted the rates have not gone down but the coverage has been limited.
