MINUTES OF 'i'.HE CITY COUNCIL
OF THE CITY OF DOWNEY
MAYORAL TRANSITION ADJOURNED MEETING
JUNE 26, 1996
The City Council of the City of Downey held a Mayoral Transition Meeting at 7:04 p.m.,
June 26, 1996, in the Council Chamber of the Downey City Hall, Mayor Gary P. McCaughan
presiding.

Other City employees were present in the audience.
The Invocation was delivered by Reverend John Scarr, Landmark Christian Center. The
Flag Salute was led by Boy Scout Troop #351.
Mayor McCaughan welcomed everyone and recognized special guests, including former
Mayor /Council Member Scott Temple and his wife Faith; former Mayor /Council Member, Lyle
Swearingen; and former Mayor /Council Member Bob Cormack.
Mayor McCaughan delivered his final address, giving special thanks to his family. He
commented on the goals he had set out to accomplish when elected to the Council and mentioned
exciting projects in progress throughout the City. Mayor McCaughan advised he will run for a
second term and he commended the Council for being a blended unit with a common goal; thanked
staff for their hard work and effort; and wished Council Member Lawrence good luck on her term as
Mayor.
Special presentations were made to Mayor McCaughan by Chris St. Hilaire representing
Senator Bob Beverly's and Assemblyman Phil Hawkins' offices; Councilman John Crawley, City of
Cerritos; Councilman Armando Rea, City of Lynwood; Greg Fuller representing the Downey
Chamber of Commerce; Assistant to the City Manager June Yotsuya on behalf of Los Angeles
County Supervisor Deane Dana; and Connie Sziebl representing Congressman Steven Horn's office.
Mayor McCaughan resigned as Mayor and turned the chair over to the City Clerk for the
Election of a new Mayor.
City Clerk McDonnell declared the Office of Mayor open and asked for nominations.

It was moved by Council Member Boggs and seconded by Council Member Riley to
nominate Council Member Joyce Lawrence as Mayor of the City of Downey.
There being no further nominations, the City Clerk declared the nominations closed. It was
unanimously carried to elect Joyce L. Lawrence as Mayor of the City of Downey.
Mayor Lawrence declared the Office of Mayor Pro Tempore open and asked for
nominations.
It was moved by Council Member Riley and seconded by Council Member Brazelton to
nominate Council Member Diane P. Boggs as Mayor Pro Tempore of the City of Downey.
There being no further nominations, it was moved by Council Member McCaughan and
seconded by Council Member Brazelton to declare the nominations closed. It was unanimously
carried to elect Council Member Diane P. Boggs as Mayor Pro Tempore of the City of Downey.
Mayor Lawrence presented Council Member McCaughan with a Gavel Plaque, City Tie
Tack, and Certificate of Election as Mayor.
Assistant to the City Manager June Yotsuya presented a scrapbook of last year's
accomplishments as Mayor to Council Member McCaughan.
Mayor Lawrence introduced Betty Ferraro, President of the Downey Unified School District
Board of Education, and Ed Sussman, Superintendent of the Downey Unified School District, who
were in the audience. She thanked Pastor Scarr for the Invocation and Scout Troop 351 for leading
the Flag Salute and introduced City Staff in the audience. She then introduced her husband Roger,
son Steven, p arents Mary and John Wayne Fleetwood, mother and father in -law Carol and Clifford
Lawrence and other family members and friends in attendance. Mayor Lawrence thanked the
Council for electing her Mayor and thanked the City Manager and staff for providing the best kind of
service to the community. She commented on the $70 million balanced budget adopted by Council
for the coming year and mentioned several capital projects on the drawing board. She noted her
intent to continue the goals of this Council, which she highlighted, and advised she will continue her
open door policy of being accessible to the public.
Council Member Brazelton congratulated both Mayor Lawrence on her election and Council
Member McCaughan on a wonderful job of working with the Council. He introduced his wife Jean
noting their 39 years of residency in the City. He expressed his pleasure in seeing the school bond
measure pass and looks forward to another year of further development in the City.
Mayor Pro Tem Boggs introduced her husband Bob Verterber who serves on the Cerritos
College Board. She noted she will be leaving the Council in November due to term limits and stated
serving on the Council has been a wonderful experience. She complimented Council Member
McCaughan for his devotion to the community and thanked everyone for making it possible for her
to serve on the Council for twelve years.

Council Member Riley congratulated Mayor Lawrence and commended former Mayor
McCaughan for doing a wonderful job. She introduced her husband Tracy, her boss Dr. Ed Potter,
and friend Clara Miller.
Council Member McCaughan introduced his wife Patti, sons Michael and Mar daughters

Lindsey and Lauren, parents Ed and Kathy McCaughan, and his sisters and their family members.
Mayor Lawrence introduced Mr. Frank Beckner in the audience.
ORAL COMMUNICATIONS
Mr. Mark Vasquez, President of the presented bouquet Downey Rose Float Association, resented a uet of
roses to Mayor Lawrence on behalf of the Association and wished her well in the coming y ear.
Ms. Betty Ferraro, 7605 Second Street, President of the Downey Unified School District
Board of Trustees, expressed appreciation to each of the Council Members for their support of the
school bond issue and thanked them on behalf of all the children in the school district.
Mr. Roger Lawrence, 9627 Cheddar Street, husband of Mayor Lawrence, mentioned the last
four years have been interesting and he looks forward to the next four Y ears.
Dorothy Levin, 9624 Gainford Street, expressed her appreciation that the Council assed a

ADJOURNMENT: 7:52 p.m.
The meeting was adjourned to 6:30 p.m., July 9, 1996, in the Council Chamber of Downey
City Hall.
