Inasmuch as there were only two Council Members /Commissioners present (Winningham and Perkins), staff began with an Informal Presentation of the proposed Budget for Fiscal Year 2000 -2001. (See later roll call, page 2, when there is a quorum of the Council Members/ - Commissioners present). Comm. Minutes (adj.) 5/23/00 -1- i4'2 Mr. Caton referenced the City Manager's Transmittal letter in the budget, noting a visual presentation will be conducted of each department's budget highpoints. He noted this is the first year since his employment with the City that a substantial amount has been placed in the General Fund Capital Projects Account. Also, two - thirds of the General Fund Budget is spent for Police and Fire services. Mr. Powell presented an overview of the revenue side of the budget, noting the budget's three main categories: The General Fund, Enterprise Fund and Special Fund, which increased 5.6 percent from last year. Budget highlights depict an improving economy, service fee revenue upswing, the NASA property, public safety improvements, and the opening of the City Library on Sundays. He explained how the service fee revenue has gone up dramatically over the last several years due to the Emergency Transport Program, City Ambulance Transportation Program, Child Day Care Programs and the Apollo Park facility. He mentioned revenue lost from the NASA property, stating that development of this property is vital to the City's economic interest. He reviewed the portion of the budget for personnel costs, equipment depreciation and maintenance, Civic Center debt and maintenance, liability insurance, City Attorney costs, landscape maintenance contracts, the NASA property and various supplies and services. Mr. Williams introduced new Assistant Finance Director John Michicoff and gave a brief overview of the General Services and Finance Budget. He reviewed the functions of the three divisions in this category: Administration/Accounting; Management Information; and Purchasing/Cashiering, noting projects for the upcoming year. He responded to questions from the Council/Commission. Chief Finch presented the Police Department Budget, advising it increased less than 6 percent. He highlighted the functions of the three divisions; reviewed the reorganization of the Code Enforcement Department; explained the personnel upgrade of an existing position in the Crime Impact Team; and reviewed existing projects. He responded to questions from the Council/Commission. Council Member /Commissioner McCaughan arrived at 4:50 p.m. The Adjourned Regular Meeting of the City Council/Community Development Commission of the City of Downey was called to order at 4:56 p.m., May 23, 2000, in the Council Chamber of the Downey City Hall, Council Member /Commissioner Robert Winningham presiding. Council Members /Commissioners Winningham, McCaughan and Perkins were present; Council Members/ - Commissioners Lawrence and McCarthy (arriving at 5 :25 p.m.) were absent. Staff continued with the budget presentations. STUDY SESSION — CITY OF DOWNEY PROPOSED BUDGET FOR FISCAL YEAR 2000 -2001. Chief Irwin noted this was his fifteenth and final budget session, due to retirement. He reviewed the Fire Department's budget, pointing out there have been six programs in the past, with the Basic Life Transport Program (BLS) added this year to make seven. The budget increased by 11 percent due mainly to salary increases. He reviewed revenues from the communication center, paramedic program, basic life support program and subscription fees and highlighted several capital projects for the upcoming year. Minutes (adj.) 5/23/00 -2- . 3 11:' A Mr. Alvarez gave the presentation for the Public Works Department Budget, which included Utilities, Maintenance Services, Engineering, and Administration. He reviewed the functions of each division and highlighted proposed capital projects. He mentioned the time and effort spent by staff on the Water Replenishment District issue and NPDES regulations (a state - mandated program resulting from Federal regulations). He responded to questions and comments from the Council/Commission. Mayor McCarthy arrived at the meeting at 5:25 p.m. Mr. Jarrett presented the Community Services Department Budget, consisting of five divisions: Administration/Golf Course, Recreation, Social Services /Transit, Community Senior Center and Child Care, Theatre and Library. He reviewed the functions of each division and upcoming projects, pointing out California voters passed a State Park Bond Measure, which will bring new money to the community and allow the undertaking of several capital projects. He mentioned he will come back to the Council for budget and personnel adjustments necessitated by a recent three year grant from the State called the After-school Learning and Safe Neighborhoods Partnership Grant Program. He responded to questions and comments from the Council. Harold Tseklenis, 7828 Eighth Street, representing the Downey Symphonic Society, commended the budgeting process and the work the City performs. He requested Council support to include a small amount in the budget for the Downey Symphony, stating he would submit a formal request letter prior to the budget hearing. He responded to comments from the Council, advising that he would also provide a financial statement. He was referred to Mr. Jarrett for further discussion. Mr. George reviewed the Community Development Department's Budget, pointing out the thriving economy has brought about a peak in Economic Development, Planning, Building and Safety, and Housing activities, where counter activity is at an all time high. He felt 2000 -2001 is a critical and active year for Community Development, referring to proposed uses for the NASA property, the Downtown Revitalization Project, Firestone Boulevard projects, and revitalization of the former Tahitian Village site. He responded to questions and comments of the Council. APPROVAL OF CLOSED SESSION MINUTES — MAY 9, 2000 Council Member /Commissioner McCaughan noted he would abstain from voting on the Minutes of May 9, 2000, as he was absent from the meeting. It was moved by Council Member /Commissioner Winningham, seconded by Council Member /Commissioner Perkins, and carried by the following vote, to approve the Closed Session Minutes of May 9, 2000. Minutes (adj.) 5/23/00 -3- i474 CLOSED SESSION Mayor /Chairman McCarthy announced the Council/Commission is recessing to Closed Session (6:52 p.m.) to discuss the following Sections of the Government Code: A. SECTION 54956.8 — Conference with real property negotiator Darrell George re property: 9066 Firestone Boulevard; negotiating parties: Downey Hospitality Development, LLC; under negotiation: price and terms of contract. B. SECTION 54956.8 — Conference with real property negotiator Darrell George re property: 9202 and 9214 Elm Vista Drive and 12006 Bellflower Boulevard; negotiating parties: Long Beach Affordable Housing Coalition; under negotiation: price and terms of payment. C. SECTION 54956.9 - Subdivision (a) — Conference with legal counsel — existing litigation: Downey Community Hospital Foundation vs. City of Downey. D. SECTION 54956.9 — Subdivision (b)(1) — Conference with legal counsel — anticipated litigation — exposure to litigation (one potential case). E. SECTION 54957 — Public Employee Recruitment — Fire Chief. The meeting reconvened in open session at 7:36 p.m. with Council Members/Commissioners Winningham, McCaughan, Perkins and McCarthy present; Council Member /Commissioner Lawrence absent. Mr. Caton announced the Appointment of Mark Sauter as the new Fire Chief effective June 16, 2000, noting the appointment was ratified by unanimous vote of the Council, with a motion by Council Member /Commissioner Winningham and second by Council Member /Commissioner Perkins. The meeting recessed at 7:38 p.m. ORAL COMMUNICATIONS The meeting reconvened for Oral Communications at 8:30 p. m. with Council Members/ - Commissioners Winningham, McCaughan, Perkins and McCarthy present; Council Member/ - Commissioner Lawrence absent (see Oral Communications under the Regular City Council Meeting) and recessed at 8:39 p.m. The meeting reconvened at 9:03 p.m. with Council Members /Commissioners Winningham, McCaughan, Perkins and McCarthy present; Council Member /Commissioner Lawrence absent and immediately recessed to Closed Session to complete discussion of Closed Session Items previously announced. The meeting reconvened at 10:35 p.m. with Council Members /Commissioners Winningham, McCaughan, Perkins and McCarthy present; Council Member /Commissioner Lawrence absent.
