The City Council of the City of Downey held a regular meeting at 7:35 p.m., April 25, 2000, in
the Council Chamber of the Downey City Hall, Mayor Keith McCarthy presiding.

PRESENTATIONS
Mayor McCarthy presented to Chief Irwin, a Proclamation declaring Saturday, May 13,
2000, as Fire Service Recognition Day.
Chief Irwin welcomed everyone to visit Fire Station 1 at 12222 Paramount Boulevard on May
13th where live fire rescue demonstrations will be conducted, blood pressure checks will be offered
and guests will have the opportunity to inspect fire equipment.
Mayor McCarthy presented to John McDonald, a Proclamation declaring the month of
May 2000 as Motorcycle Awareness and You Month.
Mr. McDonald explained that ABATE of California stands for "A Brotherhood Aimed
Towards Education" and urged everyone to watch out for motorcycles.
Mayor McCarthy presented a Certificate of Appointment to Mark Vasquez, Downey City
Hospital Commission, District 1.

CONTRACT FOR ARCHITECTURAL SERVICES FOR FIRE STATION NO. 3
WITH WILLIAM JONES ARCHITECT
Council Member Perkins reiterated that the Council wished to review plans for the upgrade of
Fire Station No. 3 and inquired if twelve percent was the normal fee or was the fee negotiable. He
was informed it is the normal fee and can be higher.
Assistant Chief Sauter stated the twelve percent fee is in line with industry standards and
experience with prior fire station upgrades has shown the fee can go much higher. The architect
chosen has considerable experience with fire station renovations and design and this is the preliminary
work, with a plan to be brought back for Council review.
Lennie Whittington, 8542 Manatee Street, commented on the increased cost for the project
and asked if there were safeguards in place to prohibit costs from rising further. He also inquired if
the call for an architect went out to bid and was informed it is not legal to bid a service like this in the
State of California, pointing out that several architects were interviewed. He mentioned concern with
the fact that the Fire Department has advised the costs will be taken care of by the new ambulance
program, Basic Life Support (BLS), noting the Council had initially hoped the BLS program would
assist the General Fund budget and now it will be devoted to paying of Fire Station No. 3
renovations.

It was moved by Council Member Perkins, seconded by Council Member Winningham, and
unanimously carried (4 - to approve a contract for architectural services with William Jones
Architect for the renovation of Fire Station No. 3 for an amount not to exceed $36,000.
RESOLUTION NO. 6353 (ADOPT)
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING THE SUBMITTAL OF THE "SOUTH BROOKSHIRE AVENUE
SCHOOL ROUTE IMPROVEMENT PROGRAM" APPLICATION FOR
ASSEMBLY BILL (AB) 1475 FUNDING
Council Member Winningham explained he brought this item, relating to funding available
in the Caltrans' budget, before the City /School District Coordinating Committee several months
ago after a constituent in the area of Chaney Avenue between Florence Avenue and Cecilia Street
brought it to his attention, stating the need for sidewalks in that area. He requested the School
District and City look into funds for a sidewalk project and noted the City has applied for the
funds. He urged the School District to submit an application during the second cycle.
It was moved by Council Member Winningham, seconded by Council Member Lawrence,
and unanimously carried (4 - to waive further reading and adopt.
Mayor McCarthy stated the Everest Street crosswalk has been brought to his attention
and he is glad this issue is being addressed. He mentioned concern about the southern end of
Brookshire Avenue where the sign for the crosswalk in the area of Puritan and Devenir Streets is
partially blocked by a tree on a private residence and requested staff contact the resident.
ORDINANCE NO. 1081 (ADOPT)
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY,
CALIFORNIA, AMENDING SECTIONS 6599.2 AND 6599.5 OF THE
DOWNEY MUNICIPAL CODE AND ADDING SECTION 6599.12 TO THE
DOWNEY MUNICIPAL CODE RELATING TO PUBLICATION VENDING
MACHINES (NEWSPAPER RACKS)
Lennie Whittington, 8542 Manatee Street, inquired if the City has been contacted by any
newspaper rack vendors or threatened by any legal action and was informed there have been no
contacts to date.
It was moved by Council Member Winningham, seconded by Council Member Lawrence,
and unanimously carried (4 - to waive further reading and adopt.
OTHER BUSINESS - Council Members
Council Member Perkins requested staff produce a master plan for Apollo Park to include a
skate park, suggesting the area vacated by the Transportation Department. He noted funding would
come from a recently passed State Park bond measure whereby the City will receive $1.3 million and
urged Council approval of this concept. He hoped a member of the Parks and Recreation Department
would be assigned this project along with input from youth of the community.

Council Member Winningham noted the Traffic Committee sent a letter to Downey Unified
School District Superintendent Ed Sussman and to Police Chief Finch for support of the
implementation of orange cones in school crosswalks, which is a successful program used in other
cities.
Council Member Winningham stated Assemblywoman Havice's office has requested Council
support of Assembly Bill 732, related to the LACDA flood control issue, which returns some of the
money advanced towards flood control back to the County from the State, and he requested a
Resolution of support for this legislation.
Council Member Winningham mentioned the meeting will adjourn in memory of Kaz
Kawakita, Manager of Sambi's Restaurant, who was a fine individual and a community volunteer.
Mayor McCarthy advised he will be travelling from Furman Park by foot or rollerblade to the
flagpole outside City Hall, as he is taking part in the Millennium Mayorthon to promote organ
donations, stating the need is great and it is hoped this event will add light and hope to the program.
Mayor McCarthy requested the City Manager comment on the power plant being considered
by the City of South Gate, not far from Downey's border.
Mayor McCarthy noted the Downey Street Faire, conducted by the Downey Chamber of
Commerce, will be held on Saturday, May 6th.
OTHER BUSINESS - Staff Members
Mr. Caton commented on the power plant proposed by the City of South Gate, noting the
City is moving towards an Agenda item to be presented at the next Council Meeting.
Mr. Caton noted he and Council Member McCaughan will not be present at the next meeting,
as they will be in Washington D. C. to secure the last $10 million needed to complete the LACDA
flood control project and to thank legislators who supported the completion of the project. He stated
they will also be speaking to NASA representatives regarding the sale of the NASA property, which
is hoped to take place by the end of the year.
Mr. Caton complimented Congressman Horn for securing $4 million in funding for an
education/historical center on the NASA site to commemorate the great work accomplished at the
facility and to give teachers and children a place where they can learn about the space program and the
sciences involved. He mentioned an important meeting today with people from the Jet Propulsion
Laboratory, Dryden Flight Research Center, NASA, Congressman Horn and other State and local
dignitaries to figure out the best way to spend these funds.
Mayor McCarthy also complimented Darrell George and Christina Garcia for organizing
the meeting that he and Council Member Lawrence attended.

ORAL COMMUNICATIONS
Grace Bridges and friend Peggy, of the Orange Grove Trailer Park at 13344 Lakewood
Boulevard, mentioned concern with the demolition of the Tahitian Village site where insect and
rodent infestation could affect surrounding residences and mentioned a petition circulated to
concerned neighbors.
Mr. Caton advised the bees inside the Tahitian Village development were eradicated and
referred Ms. Bridges to the Director of Community/Economic Development, noting staff will be happy
to work with her group. He also pointed out the property has not changed hands yet.
Mayor McCarthy commended Christina Garcia of the Economic Development Department for
contacting the developer regarding the bees found at the Shell Gas Station on this site, which were
also eradicated.
Lennie Whittington, 8542 Manatee Street, commented on attending a Downey Unified School
Board meeting where he mentioned traffic and graffiti problems when students are released from
Downey High School on Firestone Boulevard at Patton Road and on Lakewood Boulevard, which
interferes with local businesses. He mentioned attempting to acquire a beverage donation for the
School District from Coca -Cola for a fundraising project and instead received the donation from Pepsi
Cola, stating he felt Coca - Cola needs to become more involved in the community. He has persuaded
Coca -Cola to install cameras on Lakewood Boulevard and Patton Road, with the School District
advising they will review the tapes and attempt to identify any students involved. He mentioned Coca -
Cola's wall on Lakewood Boulevard, advising pricing has been obtained to extend the wall to Cleta
Street and down Cleta Street to the Coca -Cola gate and informed Coca -Cola of pallets stacked too
high, which were visible from the street, stating he requested they put a wall from Lakewood
Boulevard to the wall going westbound from the front of the building.
John Lacey, 8419 Dacosta Street, member of the Downey Rotary Club, advised the Club has
a speaker's bureau, with members available to speak regarding the "donors' program," which they
firmly believe in, and suggested the City contact the Rotary Club if speakers are needed.
