The City Council of the City of Downey held a regular meeting at 9:08 p.m., March 28, 2000,
in the Council Chamber of the Downey City Hall, Mayor Keith McCarthy presiding.

PRESENTATIONS
Mayor McCarthy read a Proclamation declaring the month of April 2000, California
Earthquake Preparedness Month.
Make Downey Count -- Census 2000
Mr. George advised that 14 Census Committee members, under the guidance of Senior Planner
Mary Martineau, have been working for the past several months to get the word out in terms of the
importance of Census 2000 and why people should fill out the forms received in the mail. He then
introduced committee members, Barbara Briley -Beard and Sonia Sandival, who narrated a visual
presentation on why there is a Census, the goal of the Census, and how a complete Census count
ensures the City funding, full representation in Congress and the State Assembly, better emergency
services, better economic and land use planning, and a fair return of tax dollars. They urged everyone
to return their Census forms and responded to comments from the Council.

Mayor McCarthy oted the Census Committee is made up of volunteers and thanked them for

It was moved by Council Member Winningham, seconded by Council Member Lawrence, and
unanimously carried to waive further reading of the Resolutions and approve the remainder of
the Consent Calendar as recommended:

FIRE DEPARTMENT PROGRESS REPORT ON BASIC LIFE SUPPORT
TRANSPORTATION SYSTEM
Chief Irwin mentioned in July 1999, the Fire Department requested authorization from the
Council to implement a basic life support ambulance program to complement the existing advance life
support program. The program began operation December 7, 1999, and to date has been a huge

success, with major improvements in the delivery of emergency medical services to the community.
Assistant Chief Sauter narrated a visual presentation of the Basic Life Support Transportation

System program, including the new ambulance located at Fire Station No. 3, policies and procedures,

rotective clothing purchased for staff, and alterations to Fire Station No. 3. He noted basic life
support does not require paramedics or specialized care and that prior experience with ambulance
transportation assistance is what initiated the program. The average response time has been reduced
by three minutes, with the City having full control of patient care from receipt of the call to arrival at a
care facility. He reviewed data from the program's first 104 days. He advised that staff has increased
from four to six at Station 3, noting the initial estimate of $150,000 did not take into account office
space, additional apparatus space, reconfiguration of the locker room, remodeling the kitchen and
bathroom, and addin g another small bathroom. He noted costs for these improvements may increase
the original amount to $330,000, stating this will be brought back to the Council during the normal
budget process. He responded to questions of the Council.
Council Member McCaughan referred to the growth in cost to $330,000, which he felt
appeared to be almost a complete station renovation and noted there are competing projects in the

capital budget. He felt capital projects should be prioritized and requested plans showing what the
$330,000 will cover.
It was moved by Council Member Lawrence, seconded by Council Member Winningham, and
unanimously carried to receive and file.

CITY COUNCIL ROTATION SCHEDULE
Council Member Lawrence explained why the rotation of a new Mayor occurs in June and felt
the June transition is a source of confusion for the public in Downey and in neighboring communities;
is anticlimactic for newly elected council members seated in the December after a June mayoral
transition; and creates the need for two ceremonial occasions. She suggested that since she is next in
line to be Mayor, that the rotation be changed to occur after the November 7, 2000, election.
It was moved by Council Member Lawrence, seconded by Council Member Winningham, and
unanimously carried to forgo and defer the Mayoral Transition in June, continue with Mayor
McCarthy, , and align the ceremony to coincide with the seating of new Council Members after
the November 7, 2000, election.

Council Member Lawrence mentioned it was time to remove the campaign posters from p o the
primary election on March 7, 2000.
Council Member Lawrence noted there are still a number of Christmas icicle lights displayed
on residences and requested Code Enforcement's review.
Council Member Lawrence advised that Clara Niethamer, mother of District 5 Planning
Commissioner Dianne Lumsdaine, passed away and requested a moment of silence when the meeting
is adjourned.
Council Member Perkins mentioned attending the Downey Soroptimist Club's Women of
Distinction awards program, and that one of the honorees was former Mayor/Council Member
Barbara Riley, District 2.
Council Member Perkins commented on attending the Inter - faith Multi cultural 8 Annual
Songfest held in the Downey Civic Theatre, which was put together by the Mormon Church and was
an entertaining evening.
Council Member Perkins requested a report from Code Enforcement by the next Council
meeting on what the Rancho Specific Plan says about outside storage. He referred to a business at
7574 Flores Street that has outside storage. He asked for dates and conditions placed upon this
business to allow outside storage, with a complete history on how many times this business has been
visited.
Council Member Winningham acknowledged that Downey Unified School Board member
Betty Ferraro was selected as Woman of the Year by Assemblywoman Havice's office and
congratulated Mayor Pro Tem Lawrence who was also nominated for the same position.
Council Member Winningham mentioned the condition of the two girls injured when struck
by an automobile on Old River School Road, noting they are both recovering and doing well.
Mayor McCarthy expressed pleasure that a three -year agreement was reached with the
Downey Police Officers' Association and that the Memorandum of Understanding was approved on
the Consent Calendar.
Mayor McCarthy echoed the comments of Council Member Winningham regarding the
selection of Betty Ferraro as Woman of the Year.
Mayor McCarthy encouraged everyone to participate in the ARC (Association for Retarded
Citizens) Walk on April 8 noting it is a great event by a local organization that does an incredible

amount for families in and around Downey.
Mayor McCarthy asked everyone to keep in their prayers the two girls struck by an
automobile on Old River School Road, noting the problem was not crosswalk markings, lights, or
the girls, but was with the driver of the vehicle who went around cars that were stopped.
