MINUTES OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
REORGANIZATION MEETING
DECEMBER 5, 2000
The City Council of the City of Downey held a Reorganization Meeting at 7:07 p.m., December
5, 2000, in the Council Chamber of the Downey City H . Mayor Keith McCarthy presiding.
PRESENT: Council Members:

ALSO PRESENT: Judith McDonnell, City Clerk-Treasurer
Shirley Conte, Executive Secretary
Other City employees were present in the audience.
The Invocation was delivered by Barbara Briley Beard. The Flag Salute was led by Tod
Corrin.
Mayor McCarthy welcomed everyone to the reorganization meeting and seating of newly
elected Council Members. He thanked everyone for electing him to a second term and expressed
appreciation to outgoing Council Members Barbara J. Riley and Gary P. McCaughan. He recognized
special guests, including former Mayors and Council Members; Downey Unified School District School
Board of Trustees Members; Council Members from neighboring cities; Downey Municipal Court
Judges; and City Boards and Commission Members.
Special presentations were made to Mayor McCarthy by Connie Sziebl, District Director for
Congressman Steven Horn; Ken Jenkins, representing Senator Betty Karnette; Garth Gardner, Mayor of
Pico Rivera; Bill Orton, representing Assemblywoman Sally Havice; A. Valenzuela, representing
Supervisor Don Knabe; Fionnuala Anderson, President, Downey Chamber of Commerce; Aida Sichting,
representing the Downey Sister Cities Association; and Cheri Kelly, Mayor of Norwalk.
Council Member McCaughan recalled his 8-1/2 years on the Council and reviewed some of the
accomplishments made during his tenure. He stated he ran on the motto of a clean, safe community,
and felt the key word is "neighborhoods, neighborhoods, neighborhoods." He mentioned the
collegiality on the present Council even though there are differences of opinion at times and hoped
future Councils would continue in this manner. He congratulated his successor, Rick Trejo, and
thanked his family for supporting him during the last 8-1/2 years.

RESOLUTION NO 6416
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY, CALIFORNIA, RECITING THE FACT OF THE GENERAL
MUNICIPAL ELECTION CONSOLIDATED WITH THE STATEWIDE
GENERAL ELECTION AND HELD IN SAID CITY OF DOWNEY ON THE
7TH DAY OF NOVEMBER, 2000, DECLARING THE RESULT THEREOF
AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW
The Resolution was read by title only. It was moved by Council Member Winningham,
seconded by Council Member Perkins, and unanimously carried (4-0) to waive further reading
and adopt.
City Clerk McDonnell administered the Oath of office to newly elected Council Members
Keith McCarthy, Rick Trejo, and Kirk Cartozian and presented each with a Certificate of
Election and welcomed them to the Council,
Mayor McCarthy turned the Chair over to the City Clerk for the Election of a new Mayor.
City Clerk McDonnell declared the Office of Mayor open and asked for nominations.
It was moved by Council Member Perkins and seconded by Council Member McCarthy to
nominate Council Member Robert C. Winningham as Mayor of the City of Downey. There being
no further nominations, the nominations were declared closed. It was unanimously carried to elect
Robert C. Winningham as Mayor of the City of Downey.
Mayor Winningham declared the Office of Mayor Pro Tempore open and asked for
nominations.
It was moved by Mayor Winningham and seconded by Council Member McCarthy to
nominate Council Member Perkins as Mayor Pro Tempore of the City of Downey,
There being no further nominations, the nominations were declared closed.
It was unanimously carried to elect Council Member Meredith Perkins as Mayor Pro
Tempore of the City of Downey.
Mayor Winningham presented Council Member McCarthy with a Certificate of Election as
Mayor, a Gavel Plaque, a City Pin, and the traditional Mayor's scrapbook commemorating
activities during his term as Mayor,
Mayor Winningham presented Council Member McCaughan with a Plaque and Clock and
thanked him for his 8-1/2 years of service to the City.

Mayor Winningham acknowledged Tracy Riley, husband of Council Member Barbara J.
Riley, and presented him with a gift for Council Member Riley, who was unable to be at the
meeting. He commented on Barbara's 50 years of service to the community and noted she was
recently awarded the Downey Unified School District's Golden Oak Award, which is quite an
honor.
Mr. Riley thanked the Council for their presentation to Barbara and noted she loved
working with the City Council and the Downey PTA Helps Program, He asked for everyone's
thoughts and prayers for her health.
Council Member McCarthy presented Mayor Winningham with a City Pin,
Council Member Cartozian introduced his family and thanked the entire community for their
support during the election, stating it is an honor to be in this position and he looked forward to the
next four years.
Council 'Member Trejo expressed special thanks to those who supported his campaign. He
introduced friends who supported his campaign and introduced immediate and extended family members
present.
Council Member McCarthy thanked those who supported his campaign and his last four years
on the Council. He introduced his wife and children and thanked them for being supportive, patient and
understanding.
Mayor Pro Tem Perkins wished Mayor Winningham good luck in his term as Mayor;
congratulated Council Members Cartozian and Trejo; and thanked Council Member McCaughan for his
dedication to the City. He thanked Tracy Riley for attending and noted Council Member Riley was
instrumental in his running for Council; is an outstanding individual; and wished her well. He
congratulated Council Member McCarthy on his re-election. He introduced family members and
acknowledged Council Secretary Barbara Fitzsimmons. He introduced his appointees to City Boards
and Commissions and noted it is the City's volunteers who make the City great.
Council Member McCarthy congratulated the Downey High School Vikings football team on
their great season and the Downey Pop Warner Junior Pee Wee Razorbacks for winning two games in
their tournament in Las Vegas.
Mayor Winningham asked that all Board and Commission Members present in the audience
stand and be acknowledged. He commended City staff and thanked them for dedicating their lives to
the City. He mentioned meeting many citizens and creating many friendships by being involved in
community service organizations and serving on the City's Recreation and Community Services
Commission. He stated his goals were taped earlier and can be viewed on the City's cable channel, He
introduced family and special friends; acknowledged the City Clerk, who will be retiring in March 2001;
and also acknowledged present Council Secretary Barbara Fitzsimmons and former Council Secretary
Ruth Saltman, He complimented his wife for a great marriage, great family, and for her support.

ORAL COMMUNICATIONS
Connie Patton-Rodriguez, 10456 Stamps Road, welcomed Council Members Cartozian and
Trejo and thanked Council Members McCarthy, Perkins and Winningham for serving the City. She
noted there are rio women on the present Council and hoped the Council Members would consider this
when making their appointees to Boards and Commissions.
ADJOURNMENT: 8:22 p.m.
The meeting was adjourned in memory of Robert C. Langley, brother, and Gladys B.
Lewis, mother-in-law, of Mayor Winningham, to 6:30 p.m., December 12, 2000, in the Council
Chamber of Downey City Hall.
