McCaughan for his 8-1/2 years of service on the Council 3 Lennie Whittington mentioned his concern re an announced rise in utility bills & the possible effect to the City's Utility Users Tax; he also commented on the recently approved business ombudsman position 3 Cn. McCaughan ref. to his prior comments regarding the need for a neighborhood assessment program & mentioned a letter received regarding concerns along Burns Avenue near the railroad tracks Ref. to staff 4 Cn. Director of Community Dev. /City Planner Jeff Turner, Battalion Chief June Yotsuya, Assistant to the City Manager Shirley Conte, Executive Secretary PRESENTATIONS: None HEARINGS: None CONSENT CALENDAR - ITEMS FOR REMOVAL Agenda Item VI -F -1, AGREEMENT WITH CHARLES VOSE OF OLIVER, VOSE, SANDIFER, MURPHY & LEE FOR CITY ATTORNEY AND RELATED LEGAL SERVICES, was removed by Mr. Vose, who requested this item be continued to the Meeting of December 12, 2000, in order to provide additional information. CONSENT CALENDAR Council Member Perkins noted he did not attend the Special Called Meeting of November 2, 2000, and would abstain from voting on the Minutes. Council Minutes 11/28/00 -1- 01 .650 It was moved by Council Member McCaughan, seconded by Council Member Winningham, and unanimously carried (4 - 0), with the abstention as noted by Council Member Perkins, to waive further reading of the Resolution and approve the remainder of the Consent Calendar as recommended: COUNCIL MINUTES: SPECIAL CALLED MEETING, NOVEMBER 2, 2000, AND ADJOURNED AND REGULAR MEETINGS, NOVEMBER 14, 2000: Approve. EXPANDING SKATE PARK ARCHITECTURAL AGREEMENT WITH PURKISS- ROSE-RSI TO INCLUDE SITE SURVEYING, GEOTECHNICAL SERVICES AND SECURITY LIGHTING DESIGN; APPROPRIATION OF $18,500 FROM PARK IN LIEU FUNDS: Approve. RESOLUTION NO. 6415 (ADOPT) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPROVING THE FINAL SUBDIVISION MAP OF PARCEL MAP NO. 25663 (13535 LAKEWOOD BOULEVARD), APPROVING AN AGREEMENT WITH THE SUBDIVIDER AND ACCEPTING AN IRREVOCABLE STANDBY LETTER OF CREDIT AS SURETY ORDINANCE NO. 1092 (ADOPT) AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTIONS 9110 AND 9112 OF THE DOWNEY MUNICIPAL CODE RELATIVE TO FRONT YARD AREAS AND MAINTENANCE FOR R -1 (SINGLE - FAMILY) AND R -2 (TWO - FAMILY) RESIDENTIAL ZONES; AND TO SECTION 9150 OF THE DOWNEY MUNICIPAL CODE PERMITTING CARPORTS AS AN ACCESSORY STRUCTURE IN THE REAR YARDS, IN THE R -1 AND R -2 ZONES ORDINANCES: None RESOLUTIONS: None ADMINISTRATIVE REPORTS: None Council Minutes 11/28/00 -2- On tii ORAL COMMUNICATIONS Diane Boggs, former Mayor and Council Member, 10568 Chaney Avenue, thanked Council Member McCaughan for his 8 -1/2 years of service on the Council and previous years on the Planning Commission. She noted it was a privilege to serve with Council Member McCaughan and acknowledged two projects he was instrumental in completing: The Krikorian Theatre and the Apollo Park gymnasium projects. Lennie Whittington, 8542 Manatee Street, mentioned his concern regarding an announced rise in utility bills for gas and electric service, which would result in increased revenue to the City through the Utility Users Tax. He suggested the City consider lowering the tax to assist residents, in particular senior citizens, and to avoid building up a big reserve. He also referred to Council's previous approval of a business ombudsman to assist businesses through the permit process, and suggested this person also assist the everyday citizen. OTHER BUSINESS - Consent Calendar - Items removed by Council Approval: None OTHER BUSINESS - Council Members Council Member Winningham announced a meeting on Wednesday, December 6th, in the City of South Gate Girls' Clubhouse regarding the Nueva Azalea power plant scheduled for project review next year. Council Member Winningham invited everyone to attend the annual Downey Chamber of Commerce Open House December 8th. Council Member Winningham announced the 15th Annual Toy Drive and Custom Car Show by the Public Works Department to be held December 2nd at Calvary Chapel. Toys will be distributed to Downey PTA Helps, Downey Sister Cities Association and other worthwhile organizations throughout the City. He noted additional toy drop -off points are: City Fire Stations, City Hall, Schools, and local merchants displaying red barrels. Council Member Winningham noted staff will review Mr. Whittington's suggestion regarding the effect on the Utility Users Tax if gas and electric services are increased. Council Member Winningham referred to Mr. Whittington's comments regarding the recently approved business ombudsman position approved and felt this position would also serve the citizens. He noted the position requires a person with a building background, proficient in reading plans, to help get the downtown area off to a running start during the refurbishment process. Council Member Winningham invited everyone to attend the Council Reorganization and Mayoral Transition Meeting on December 5th. He looked forward to working with the newly elected Council Members and will miss present members, Barbara Riley and Gary McCaughan, noting they have served the community well during their terms in office. Council Member Perkins invited everyone to attend the Downey Holiday Lane Parade on December 3rd. Council Minutes 11/28/00 -3- O1&5 Council Member Perkins acknowledged the employee service awards event to be held on November 30th, to honor employees with 20, 25, 30 and 35 years of tenure with the City. Council Member Perkins commented on the increase in Sunday attendance at the Library since inception of the extended Sunday hours in October. Council Member McCaughan referred to his comments at the last Council Meeting regarding the need for a neighborhood assessment program and mentioned receiving a letter and pictures from a resident regarding concerns along Burns Avenue near the railroad tracks, which cited possible pollution problems. He requested staff review of this issue. Council Member McCaughan stated his 8 -1/2 years on the Council have moved quickly; that it has been a privilege to serve the people of Downey and was an honor to be elected. Mayor McCarthy advised the Downey High School Vikings football team will host a play- off game Saturday night. Mayor McCarthy congratulated the Downey Pop Warner Razorbacks who won both games in their tournament in Las Vegas. Mayor McCarthy noted the Chamber of Commerce Holiday Lane Parade will be held on Sunday, December 3rd. Mayor McCarthy wished his daughter Amina a happy 15th birthday. Mayor McCarthy mentioned receiving a check for $ 100 from someone who drove through a railroad trestle in the City 10 years ago, accompanied by a letter of apology, which he turned over to the City Manager. Mayor McCarthy commented on receiving a copy of a letter to the City Manager from Finance Director Lowell Williams, announcing his retirement at the end of December. He commented on activities implemented by Mr. Williams, which have been a benefit and savings for the City, and thanked him for his years of service. Mayor McCarthy mentioned an item approved on the Consent Calendar for additional funding to investigate construction of a skate park in the City at Independence Park. Mayor McCarthy congratulated the Downey Firefighters who delivered a premature baby on November 18th. OTHER BUSINESS - Staff Members Mr. Caton commended the two Boy Scout Troops in attendance. Mr. Caton thanked Council Member McCaughan for the past 8 -1/2 years, noting the City is in a better financial condition than it was when he first came on the Council. He stated it has been extremely enjoyable to work with Council Member McCaughan. Council Minutes 11/28/00 -4- - Oi6 Mr. Caton commended Lowell Williams for his years of service as the Finance Director, noting it is the long -term employees and Department Heads that provide the services citizens enjoy. Mr. Caton mentioned the movie "Spiderman" is scheduled to be filmed at the NASA site over a four -month period. He pointed out the movie "Space Cowboys" was also filmed in Downey. The meeting was recessed at 7:58 p.m. and reconvened at 8:32 p.m. with Council Members Perkins, Winningham, McCaughan and McCarthy present; Council Member Riley absent.
