PRESENT: Council Members: Keith McCarthy Mayor Meredith H. Perkins Gary P. McCaughan, M.D. ABSENT: Robert C. Winningham Mayor Pro Tem (excused) Barbara J. Riley (excused) ALSO PRESENT: Gerald M. Director of Community Dev. /City Planner Mark Dryer, Police Captain John Michicoff, Assistant Finance Director June Yotsuya, Assistant to the City Manager Shirley Conte, Executive Secretary PRESENTATIONS Mayor McCarthy presented a Proclamation to Kathy Simmons, Integrated Waste Coordinator, declaring November 15, 2000, as America Recycles Day. Mayor McCarthy presented a Plaque to Linda Nava of Norm's Restaurant in honor of Norm's being selected as 2000 Recycler of the Year. Mayor McCarthy and Kathy Simmons presented Medallions to winners of the Used Oil Recycling School Calendar Contest. Fifth grade students in the community were asked to draw a picture showing the importance of recycling used motor oil. Gifts and prizes were provided by sponsors: All American Home Center, Downey Ford Auto Center, Scher Tire /Goodyear Tire, Frantone's Pizza and Spaghetti Villa, Calsan, Kragen Auto Parts and Import Car Service. The winners were: Natalie Bertinelli, Unsworth School; Susey Chang, Lauren Edmunds and Priscilla Ponce, Rio Hondo School; Felicia Cho and Sally Elbassir, Gallatin School; Steven Garcia, Rio San Gabriel School; Juliet Kidwell and Jessenia Ruiz, Lewis School; James Kim and Susan Lee, Carpenter School; Daniel Medina, Price School; and Yvonne Plazola, Gauldin School. The grand prize winner, whose drawing will be on the cover of the calendar, was Susan Lee of Carpenter School. Council Minutes 11/14/00 -1- HEARINGS: None CONSENT CALENDAR - ITEMS FOR REMOVAL Agenda Item VI -A -3, MINUTES, SPECIAL CALLED MEETING OF NOVEMBER 2, 2000, was removed at the request of Council Member Perkins. Agenda Item VI -E -1, DOWNEY HOLIDAY LANE PARADE PERMIT, was removed at the request of Council Member McCaughan. Agenda Item VI -F -3, BUSINESS DEVELOPMENT MANAGER POSITION, was removed at the request of David Bowers, 10620 Dolan Avenue. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTIONS 9110 AND 9112 OF THE DOWNEY MUNICIPAL CODE RELATIVE TO FRONT YARD AREAS AND MAINTENANCE FOR R -1 (SINGLE FAMILY) AND R -2 (TWO - FAMILY) RESIDENTIAL ZONES; AND AMENDING SECTION 9150 OF THE DOWNEY MUNICIPAL CODE PERMITTING CARPORTS AS AN ACCESSORY STRUCTURE IN THE REAR YARDS, IN THE R -1 AND R -2 ZONES Mr. Vose explained this Ordinance was introduced at the previous Council Meeting; however, there was confusion as to how the language related to the desires of the Council. Staff revised the sections in question to more clearly establish the front yard areas and setbacks and to provide for the requirement for landscaping and maintenance in these areas, limiting temporary parking to the driveway area only. It was recommended the revised Ordinance be re- introduced. Council Member McCaughan felt the addition of Section 9150.24 clarifies the driveway issue. Mayor McCarthy referred to the appeal fee for Design Review Board review and was informed the fee, which is established by Resolution, is $250 in the R -1 zone. David Bowers, 10620 Dolan Avenue, inquired if this means accessory structures require Design Review Board approval and was informed the Ordinance does not change the current requirements in terms of permit approval and design review is only required for carport structures. The Ordinance was read by title only. It was moved by Council Member McCaughan, seconded by Council Member Perkins, and unanimously carried (3 -0) to waive further reading --- and re- introduce. OTHER BUSINESS - Consent Calendar - Items removed by Council Approval MINUTES OF THE CITY COUNCIL SPECIAL CALLED MEETING, NOVEMBER 2, 2000 Council Member Perkins noted he was not in attendance at this meeting and requested approval of the Minutes be held over to the meeting of November 28, 2000, where the required quorum should be present. It was so ordered by the Mayor to continue this item to the next Council Meeting. DOWNEY HOLIDAY LANE PARADE PERMIT Council Member McCaughan pointed out the in -house costs incurred by the City for the Holiday Lane Parade. He felt the City tends to be glossed over and is a major contributor. Council Minutes 11/14/00 -4- Q314* Mayor McCarthy noted activity on the reconstruction of Downey Avenue has been suspended and will continue after the parade. It was moved by Council Member McCaughan, seconded by Council Member Perkins, and unanimously carried (3 -0) to approve the parade permit application for the 2000 Chamber of Commerce Downey Holiday Lane Parade and expenditures in the amount of $10,230 to be incurred by the City in support services. BUSINESS DEVELOPMENT MANAGER POSITION David Bowers, 10620 Dolan Avenue, referred to the reasons stated in staff's report for the addition of this position and inquired whether the six -month salary requested is all that is intended for the position. He questioned why present staff are tied up with the Boeing property, stating he thought the Ezralow Company, developer of site, was utilizing its own capital to manage the property. He referred to activities scheduled for the Boeing property during the final quarter of this year, which he doubted would take place within this time frame. He felt less regulation and cleaner rules would attract more business without the necessity to add additional staff. Mr. Caton explained this will be a permanent full -time position and will go beyond the six months. He noted positions are budgeted annually, advising staff's recommendation is for the authorization to create the position and for the allocation of funds for six months. He pointed out that no one has been hired as yet for the position. Council Member McCaughan advocated the new position, stating major efforts are needed on the Boeing site. The City also needs to develop downtown Downey, and an individual is needed who will concentrate on this area to act as an ombudsman for the businesses in this area. This position will also act as an ombudsman at the Building counter to troubleshoot various processes. Council Member Perkins stated this position has nothing to do with the Ezralow Company developing the NASA project. He pointed out the large number of vacancies in the Stonewood Shopping Center and felt this position is needed to apply pressure in these areas, stating it will be a closely monitored program. Mayor McCarthy explained why the position was set up for an initial six months. He felt this person would push the gears to help businesses start making a profit and supported the proposal. RESOLUTION NO. 6412 (ADOPT) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING A CLASS SPECIFICATION AND ESTABLISHING A SALARY RANGE FOR BUSINESS DEVELOPMENT MANAGER AND DESIGNATING THIS CLASSIFICATION AS MIDDLE MANAGEMENT Council Minutes 11/14/00 -5- Cat The Resolution was read by title only. It was moved by Council Member McCaughan, seconded by Council Member Perkins, and unanimously carried (3 -0) to waive further reading and adopt. RESOLUTIONS: None ADMINISTRATIVE REPORTS: None ORAL COMMUNICATIONS David Bowers, 10620 Dolan Avenue, thanked the City Clerk's office for helping him with filings required during the election process. OTHER BUSINESS - Council Members Council Member Perkins mentioned visiting the Heritage Court Senior Apartments on Third Street, noting the facility will open shortly. He felt the construction was excellent and well planned and suggested the City look for additional areas to build these units, as there seems to be a great need. Council Member Perkins wished everyone a very Happy Thanksgiving. Council Member Perkins congratulated Susan Lee from Carpenter Elementary School, who was the grand prize winner in the Used Oil Recycling School Calendar Contest. Council. Member McCaughan mentioned the Halloween event at Furman Park, which was well attended. Council Member McCaughan commented on attending the Warren/Downey High School football game, noting both high schools will progress to the playoffs. He felt it was wonderful to have the game at the local high school, which was a well- attended event and had a nice down -home flavor. He commended the Paramedics, Police and Fire Departments, who were utilized during the game. Council Member McCaughan mentioned he had hoped ideas would have been brought to this meeting regarding his request for a neighborhood assessment program. He noted Chief Finch wrote a memo and discussed with him the possibility of sources to obtain this information, suggesting volunteers through the Keep Downey Beautiful Program and Eagle Scouts from local Boy Scout Troops. Council Member McCaughan noted he is glad he lives in the State of California where elections seem to be quieter. He mentioned he had never heard of a "chad," noting it has been educational and his children now know a lot more about the electoral process. Mayor McCarthy mentioned he attended the Downey/Warren football game, which was an exciting event. Council Minutes 11/14/00 -6- Oi36 .6 Mayor McCarthy noted Council Member Perkins joined him on Veteran's Day at the Woman's Club of Downey, where the Club's President officiated the presentation of a memorial honoring women veterans in Downey. He noted his generation and those following know little of what it has taken to preserve the Country's freedom. Mayor McCarthy noted the Holiday Lane Parade, organized by the Downey Chamber of Commerce, will be held on December 3rd. Mayor McCarthy mentioned participating in the Keep Downey Beautiful clean -up and the number of people who participated. Mayor McCarthy congratulated Rick Trejo and Kirk Cartozian on their recent election victories and introduced Council Member -elect Cartozian, who was present in the audience.
