SPECIAL CALLED MEETING
NOVEMBER 2, 2000
The City Council of the City of Downey held a Special Called Meeting at 5:20 p.m., November
2, 2000, in the Council Chamber of the Downey City Hall, Mayor Keith McCarthy presiding.

CASH CONTRACT #620 — DOWNTOWN STREETSCAPE PROJECT, DOWNEY AVENUE
FROM UNION PACIFIC RAILROAD TO FIFTH STREET
Mr. Alvarez commented on the project, which provides for widening the sidewalks on Downey
Avenue, including removal and replacement of damaged sidewalks. He pointed out that when the
damaged sidewalks are removed and the new is poured, they will abut existing sidewalks in good
condition. The existing sidewalks would be cleaned in an attempt to match the color of the new
sidewalks; however, there could be a disparity between the new and existing concrete. He stated in
order to have a more uniform coloration of the sidewalks, it would be beneficial to remove the existing
and pour all new concrete, which would require the additional cost of $55,000 and approval of a
change order to expand the project.
Councilman Winningham mentioned that after walking Downey Avenue, he felt it would be a
much better project to remove and replace all the concrete sidewalks. He narrated a slide presentation
of the sidewalks along Downey Avenue and pointed out there is tile at the doorway of the Press
Telegram that will not be removed and but will abut the new concrete. The slides also showed a view
of the stamped concrete crosswalks at intersections that have already been poured.
Following discussion about cross scoring the concrete, it was a consensus of the Council to
approve the scoring.

It was moved by Council Member McCaughan, seconded by Council Member Winningham,
and unanimously carried (3 -0) to appropriate $55,000 from the Gas Tax Revenue Account and
authorize the Director of Public Works to issue a contract change order for additional sidewalk
reconstruction, including cross scoring, on the Downtown Streetscape Project, under Cash Contract
#620.
