Perkins presiding. PRESENT: Council Members /Commissioners: Meredith H. Perkins Mayor /Chairman Rick Trejo Mayor Pro Tem/Vice- Chairman Kirk 0. Cartozian Keith McCarthy Robert C. Winningham ALSO PRESENT: Gerald M. Caton, City Manager /Executive Director Charles Vose, City Attorney Kathleen Midstokke, City Clerk/Secretary Lee Powell, Assistant City Manager Darrell George, Director of Community & Economic Development/ Assistant Executive Director Steven Yee, Economic Development Coordinator Ed Velasco, Manager of Housing Christina Vogel, Assistant to the City Manager APPROVAL OF CLOSED SESSION MINUTES -- NOVEMBER 20 AND 27, 2001 It was moved by Council Member /Commissioner Trejo, seconded by Council Member/ - Commissioner Winningham, and so ordered to approve the Closed Session Minutes of November 20 and 27, 2001. CLOSED SESSION Mayor /Chairman Perkins announced the Council /Commission is recessing to Closed Session (6:34 p.m.) to discuss the following Sections of the Government Code: A. SECTION 54956.9 - Subdivision (c) — Conference with legal counsel — anticipated litigation — initiation of litigation (two potential cases). B. SECTION 54956.8 — Conference with real property negotiators Gerald Caton and Darrell George re property: 11013 La Reina Avenue; 8144 -48 Third Street and 8132 Third Street; negotiating parties: Los Angeles Community Design Center; under negotiation: price and terms of payment. Mayor McCarthy suggested putting in access to Independence Park through the new storage park being developed on Imperial Hwy. 16 Mayor McCarthy suggested future consideration of a pedestrian mall on 3rd St. between City Hall & the Rives Mansion on Paramount Blvd. 16 Cn. Winningham referred to the map submitted by Mr. Ingalls of Pop Warner Football 16 Cn. Winningham felt Mr. Sterner's suggestion that the youth "buy in" to the skateboard park was good 16 Cn. Winningham announced the Pumpkin Patch to be held on Halloween at Furman Park 16 Cn. Perkins wished everyone remaining in the audience a Happy Halloween 16 Cn. Perkins mentioned attending the City Employees' service awards & complimented those employees 16 Cn.
