Winningham presiding. PRESENT: Council Members /Commissioners: Robert C. Winningham Mayor /Chairman Meredith H. Perkins Mayor Pro Tem/Vice- Chairman Rick Trejo Kirk 0. Cartozian Keith McCarthy (arrived at 5:10 p.m.) ALSO PRESENT: Gerald M. Caton, City Manager /Executive Director Kathleen Midstokke, City Clerk/Secretary Edward Lee, Assistant City Attorney Darrell George, Director of Community & Economic Development/ Assistant Executive Director Christine Vogel, Assistant to the City Manager Lee Powell, Assistant City Manager David Rodriguez, Project Manager (NASA Site) ORAL COMMUNICATIONS — No one came forward to speak. CLOSED SESSION Mayor /Chairman Winningham announced the Council /Commission is recessing to Closed Session to discuss the following Sections of the Government Code: A. Government Code Section 54956.8 -- Conference with real property negotiators Gerald Caton and Darrell George re property: Parcels 1 & 2 of the Downey NASA site generally bounded by Stewart & Gray Rd., Imperial Hwy. & Lakewood Bl.; negotiating parties: NASA; under negotiation: price and terms of payment. B. Government Code Section 54956.8 — Conference with real property negotiators Gerald Caton and Darrell George re property: Parcels 2, 3 & 4 of the Downey NASA site generally bounded by Steward & Gray Rd., Imperial Hwy. & Lakewood B1.; negotiating parties: Kaiser Permanente; under negotiation: price and terms of payment. The meeting recessed at 5:07 p.m. The meeting reconvened in open session at 5:58 p.m. with all Council Members/ - Commissioners present. There were no Closed Session actions to report. City Council /Community Dev. Comm. Minutes (Spec.) 11/20/01 -1- • 0 3 APPROVAL OF LICENSE AGREEMENT WITH NASA GIVING THE CITY OF DOWNEY OPERATING CONTROL OF THE FORMER DOWNEY NASA SITE Mr. George presented a staff report explaining that the license agreement before the City Council tonight gives the City of Downey the opportunity to manage site operations at the former NASA site during an interim period until full transfer of the property takes place which is anticipated to be early next year. This agreement provides for filming and predevelopment activities. Lennie Whittington, 8542 Manatee Street, stating that there are only fourteen movies being made in the United States presently and that although he is not opposed to the agreement, nobody is going to get rich quick with the number of studios available. Council Member /Commissioner McCarthy congratulated staff for their dedicated work on this project. Council Member /Commission Trejo inquired whether movie props could be salvaged and made part of the decor of the retail area. It was moved by Council Member /Commissioner McCarthy, seconded by Council Member /Commissioner Trejo, and carried unanimously, to approve a Revocable License Agreement between the National Aeronautics and Space Administration (NASA) and the City of Downey for a term of one (1) year, for the non - exclusive use of Parcels 1 and 2 of the NASA Industrial Plant, located at 12214 Lakewood Boulevard.
