The City Council of the City of Downey held a regular meeting at 7:44 p.m., October 13,
1999, in the Council Chamber of the Downey City Hall, Mayor Keith McCarthy presiding.

VICTIM TREATMENT: Authorize the City Manager to sign on behalf of the City the
"Letter of Agreement" between the City of Downey and the Downey Regional Medical Center
(formerly known as Downey Community Hospital): Approve.

agreement dated October 7, 1999 with the firm of Alschuler, Grossman, Stein & Kahan and
direct the City Attorney to prepare a formal contract consistent with this agreement for
consideration by the City Council at its October 26 meeting: Approve.

ADMINISTRATIVE REPORTS
DESIGN REVIEW BOARD APPOINTMENTS
Mr. Caton explained Design Review Board was established with various positions, such as
licensed architect, registered civil engineer, licensed general contractor, licensed landscape architect,
citizen at- large, and a business person to review the signing programs. Since 1997, a call was made to
the community to fill some of these positions. Staff recommends the City Council establish a two -
member Council Subcommittee to work with staff and review the positions that are open and suggest
how they be filled.
Council Member Winningham nominated Council Member Perkins; Council Member Perkins
nominated Council Member Winningham; and both accepted their nomination.
There being no further nominations, it was moved by Council Member Perkins, seconded by
Council Member Lawrence, and unanimously carried to establish a two Council Member sub-
committee to review with Staff appointments to the City's Design Review Board.
REQUEST TO SET A SPECIAL MEETING DATE FOR REVIEW OF NASA SITE
DEVELOPERS' PROPOSALS
Mr. Caton noted the three developer finalists were announced at the last Council Meeting and
he asked Council to set a special meeting for the developers to come forward and present their
proposals to the Council and the public, which is anticipated will take approximately 4 -1/2 hours,
including a question and answer session.
After Council discussion, the meeting date was set for 5:00 p.m., October 27, 1999, in the
Council Chamber of Downey City Hall, to review the development proposals from the three finalists
for the NASA site.
Mayor McCarthy advised that a public meeting will be held November 3, 1999, at the
Community Senior Center at Apollo Park.

PROTECTED NORTH/SOUTHBOUND LEFT -TURN SIGNAL PHASES

Council Member Perkins commended Mr. Fred James, who informed the City of the need for a
signal at this intersection, and thanked him for bringing it to the City's attention.
It was moved by Council Member Perkins, seconded by Council Member Lawrence, and
unanimously carried to approve the installation of protected north /southbound left -turn signal
phases at the intersection of Paramount Boulevard and Suva Street.

PUBLIC WORKS DEPARTMENT ACTIVITIES — A STATUS REPORT
Mr. Alvarez reviewed activities that are the responsibility of the Public Works Engineering,
Utilities, and Maintenance Services Divisions, and Recycling/Waste Management and Keep Downey
Beautiful Programs and highlighted accomplishments in each division/program. He responded to
questions.
The Public Works Director was commended by members of the City Council.
It was moved by Council Member Winningham, seconded by Council Member Lawrence, and
unanimously carried to receive and file.
ORAL COMMUNICATIONS
Robert Bryant, Public Works Maintenance Service Division employee and member of the
Graffiti Abatement Crew, introduced a young man participating in the Victim Offender Restitution
Services (VORS) program, who thanked the Council for hearing his comments and discussed his
goals for the future; including attending college and working. He apologized for his offense of
applying graffiti in the City.
C. Robert Ferguson, 237 West Fourth Street, Claremont, former Project Area Committee
attorney, expressed concern that he would not be considered for the position of Project Area
Committee attorney. He mentioned his excellent rating in the legal field and took his exclusion from
consideration as the PAC attorney as a compliment, in that he has advised the PAC honestly and to the
best of his ability over the past ten years. He also voiced concern that the PAC was denied the
opportunity to engage his services without notice.
OTHER BUSINESS - Council Members
Council Member Winningham mentioned October 23r is Keep Downey Beautiful's Citywide
Cleanup Day and urged the community to become involve I in keeping Downey a beautiful city. He
referred to freeway off ramps that are the property of- '�' . , n staff find out if they could

coordinate with Caltrans to work with their labor crews on that weekend.
Council Member Winningham mentioned the Downey YMCA and the Rotary Club of
Downe y will hold their 51s Annual Pancake Breakfast on October 23, 1999, at Downey High
School. He encouraged everyone to attend to support these two great community organizations.
Council Member Winningham noted the Pumpkin Patch, sponsored by the City and the
Optimist and Soroptimist Clubs, will be held on Saturday, October 30 at Furman Park, since
Halloween falls on a Sunday this year.
Council Member Winningham mentioned that Downey will be the host city for the Annual
Meeting of Little League Baseball in the State of California the first week of November at the
Embassy Suites Hotel, noting this is the first time the Annual Meeting will be held in Downey.

Council Member Winningham mentioned attending the grand reopening of Honda World
with Mayor Pro Tem Lawrence and City Manager Caton, noting the owner, Bill Piercy, recently
completed a one- million dollar remodel of the facility, which was done "first- class" and thanked
Honda World for being part of the community.
Council Member Lawrence thanked Kaiser Permanente for hosting the Women's Health
Faire last Saturday at the Downey Community Center. She presented Kaiser with a Proclamation
from the Mayor declaring Wednesday, October 15, 1999, as Mammography Day in Downey and
encouraged women to get mammograms.
Council Member Lawrence said she has noticed that when paramedics and fire engines are
enroute to an emergency, people don't seem to know that they should pull to the right and stop to
allow them to pass. She was in favor of public safety reminders in this respect.
Council Member McCaughan referred to a recent memorandum on what to do to prepare for
Y2K, which he stated contained very good information.
Council Member McCaughan mentioned meeting the new General Manager of the Central and
West Basin Water District and noted Downey is in a unique position, since it is one of the few cities
that pumps its own water. He has also met the new Director of the Metropolitan Water District, and
noted Downey is highly respected with its knowledge of water issues and water rights, due to the
efforts of the City Council, City Manager and Public Works Director.
Council Member McCaughan mentioned receiving a call from a constituent with concerns
about the Downey Theatre, which caused him to review its operation. He noted that for the last
three years, there have not been many periods when it is not scheduled. He commended the
Community Services Department on their operation of the theatre.
Council Member Perkins referenced the Police and Fire Foundation Golf Tournament to be
held on October 25, 1999, and encouraged everyone attend.
Mayor McCarthy referred to the Women's Health Faire presented by Kaiser Permanente at
` the Community Center, noting he spoke to a Kaiser representative, who was impressed with the City's
cooperation and turnout. He advised that "October is Breast Cancer Awareness Month ".
Mayor McCarthy spoke regarding his recent trip to Guadalajara, Mexico, with the Sister
Cities Association, which was a great experience. He reviewed Downey's history with Sister Cities,
noting the program was initiated by President Eisenhower.
Mayor McCarthy complimented June Yotsuya, Assistant to the City Manager, for representing
the City in Sacramento regarding Assembly Bill 1355 and Senate Bill 216, which jointly created
the San Gabriel Rivers and Mountains Conservancy and was recently signed by Governor Davis.

OTHER BUSINESS - Staff Members
Mr. Caton explained President Clinton has signed $50 million in funding for the LACDA flood
control project for the coming year, noting with an additional $10 or $12 million next year, the
project will be completed. He referred to a study being conducted to determine whether a portion of
Downey and Pico Rivera can be removed from the flood plain.
Mr. Caton mentioned the State Senate Transportation Committee utilized the Downey
Council Chamber today for a public hearing on a number of important items; one of which had to do
with the Century Freeway and the problem with the fact that it is sinking. The State is halfway
through its repair of the freeway and has about 20 wells situated along the freeway to pump the water
out of the ground. The City has entered into an agreement with Caltrans to determine if there is a way
to utilize the water, which will hopefully result in some type of treatment plant the City can jointly
build with the State for its use. The study should come back in May 2000.
The meeting recessed at 8:28 p.m. and reconvened at 10:05 p.m. with all Council Members
present.
