HomeMy WebLinkAboutMinutes - 06-29-99 - Adjourned w CDC '12210 MINUTES OF THE CITY COUNCIL, OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING MAYORAL TRANSITION CEREMONY JUNE 29, 1999 The City Council of the City of Downey held an adjourned regular meeting at 7:05 p.m., June 29, 1999, in the Council Chamber of the Downey City Hall, Mayor Gary P. McCaughan, M.D., presiding. PRESENT: Council Members: Gary P. McCaughan, M.D. Mayor Keith McCarthy Mayor Pro Tem Joyce L. Lawrence Robert C. Winningham Meredith H. Perkins ALSO PRESENT: Judith McDonnell, City Clerk Shirley Conte, Executive Secretary. Other City employees were present in the audience. The Invocation was delivered by Reverend Glenn Koons, Living Hope Church of Downey. The Flag Salute was led by Boy Scout Troop #3 51. Mayor McCaughan welcomed everyone and recognized special guests, including former Mayors and Council Members; Downey Munica7a1 Court Judges; dignitaries from other cities; and Misr, Downey and her Court. He then delivered his final address, giving credit and special thanks to his fellow Council Members for their assistance during the past year. He noted with pride some of the projects that occurred during his tenure as Mayor and stressed the importance of continuing with economic development and neighborhood preservation. He thanked the City Manager and staff for their dedicated service to the community and thanked his wife and family for their support during the past year. Special presentations were made to Mayor McCaughan by Connie Sziebl representing Congressman Steven Horn's office; Genelle Buchert representing State Senator Betty Karnette's office; Bill Orton representing State Assemblywoman Sally Havice's office; Angie Valezuela representing Los Angeles County Supervisor Don Knabe's office; Rick Strayer representing the Downey Chamber of Commerce; and Mayor Mike Mendez representing the City of Norwalk. Proclamations honoring Mayor McCaughan were also received from the Cities of Cerritos, Lakewood and Paramount. Mayor McCaughan resigned as Mayor and turned the chair over to the City Clerk for th Election of a new Mayor. City Council Minutes 6/29/99 (Adj. It was moved by Council Member Lawrence and seconded by Council y cil Member Perkins to nominate Council Member Keith McCarthy s Mayor of the City of Y Y y Downey. There being no further nominations, the City Clerk declared the nominations s closed. It was unanimously carried to elect Council Member ber Keith McCarthy s Mayor City y ayor of the City of Downey. Mayor McCarthy declared the Office of Mayor Pro Tern ore open and asked for p p nominations. It was moved by Council Member Winningham and seconded b y Council Member McCaughan to nominate Council Member Joyce Lawrence as Mayor Pro Tempore of the City of Downey. Y p Ctyo There being no further nominations, Mayor McCarthy declared the nominations closed. It was unanimously carried to elect Council Member Joyce Lawrence as Mayor Pro Tempore of the City of Downey. y p Mayor McCarthy presented Council Member McCaughan with a Certificate of Election as Mayor, a Gavel Plaque, and a City Pin. . Mayor McCarthy introduced his wife and children and then narrated a slide p resentation highlighting various projects under way in the City. He also noted the tremendous amount of volunteerism by numerous individuals and organizations in the communit y and thanked the Council and residents for the trust they have placed in him. He introduced other special guests who were present in the audience, including his appointees to various boards and commissions. Council Member Winningham introduced his wife, Carol • acknowledged the presence of i ,g p former Council Member Barbara Riley and her husband, Tracy; and offered his congratulations to the new Mayor and Mayor Pro Teri, Council Member Perkins introduced his son, Jeff, and Council secretary Barbara Fitzsimmons. He wished :" sayor McCarthy a successful 12 months and pledged his full support. 8 pp Council Member Lawrence introduced her husband, Roger, and board and commission members for District 5. Council Member McCaughan introduced his appointees to boards and commissions and also members of his family. Mayor McCarthy acknowledged other members of City staff and expressed appreciation to the people who work for the City.
