July 10, 2012
CALL TO ORDER
The meeting of the Emergency Preparedness Committee (EPC) was called to order at 6:09
p.m., July 10, 2012 at the Downey Fire Department Emergency Operations Center (EOC),
12222 Paramount Blvd.

III. APPROVAL OF MINUTES
A. The minutes of the May 1, 2012 EPC meeting were approved with correction to OLD
BUSINESS: "Janet, Ruben and Robert were at the Street Faire working in the EPC booth ".
IV. EMERGENCY SERVICES MANAGER REPORT — Mark Gillaspie
A. Kids Day: EPC and CERT members attended Kids Day. Approximately 30 citizens signed
up for Citizen Alert utilizing two laptop computers.
B. Chief Gillaspie met with Richard Baenen, Area E Disaster Coordinator, and will invite him to
the next EPC meeting.
C. Chief Gillaspie and Capt. Ibey are attending a week -long FEMA EOC class in Compton.
V. OLD BUSINESS
A. Adoption of By -Laws: Motion carried to adopt by -laws with the following changes:
Article III Replace second paragraph with: "Provide recommendation and give advice to
the City Council regarding Emergency Preparedness ".
Article VII, Section 3 . "In addition to any other communication between the Emergency
Preparedness Committee and the City Council, one or more members of the Committee
shall make a brief summary presentation to the City Council at a regular City Council
meeting in November of each calendar year'.
B. 2012 EPC Calendar of Events was adopted with corrections:
• EPC did not attend June 9 th Farmers Market or June 16 Park Water Company.
• Water barrel distribution was moved from June 23 to July 28 at West Middle
School.

VI. NEW BUSINESS
A. Chief Gillaspie discussed with staff the feasibility of conducting background checks on
volunteers who are consistent, not necessarily on trainees. He will bring more information
to the August meeting.
B. The water barrel distribution event will be held on July 28 at West Middle School.
Volunteers are needed for both Friday and Saturday. Tami Fike noted that the group
SCRS, which helps the disabled, would like to obtain barrels. Tami will get more
information.
C. Members attending Concerts in the Park will have laptop computers available for Citizen
Alert Notification sign -ups.

IX. ADJOURNMENT
The meeting was adjourned at 7:20 p.m. The next meeting of the Emergency Preparedness
Committee will be held on August 7, 2012 at 6:00 p.m. at the Downey Fire Department EOC,
12222 Paramount Blvd.
