S.S. 640 ANNUAL MISCELLANEOUS CONCRETE CONSTRUCTION AND REPAIR AREAS "A" & "B" - APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS That the City Council approve the plans and specifications and authorize solicitation for bids for Cash Contract No. S.S. 640 — Annual Miscellaneous Concrete Construction and Repair Areas "A" & "B." The City receives requests annually for the repair of concrete improvements within the public right -of -way. These requests are primarily related to broken sidewalk, curb and gutter, areas with uplifted concrete sidewalk, damaged driveway approaches and damaged pavement. However, priority of repair is given to areas which have higher than usual pedestrian traffic (i.e. near hospitals, schools, parks, bus stops, and senior care facilities). Periodically, the City also receives requests for construction of new sidewalk and curb ramps. While City Maintenance crews have the necessary equipment and are qualified to make a number of these repairs, the volume of repairs, amount of work and time required to make these repairs would prevent them from completing other equally important work assignments. Therefore, this work must be outsourced to a contractor. For the purpose of the Annual Concrete Repair Program, the City was divided into four areas (Areas "A" through "D," refer to attached map for details). Each fiscal year, the program will be implemented for specific area(s). In FY 2011 -12, the Concrete Repair Program was implemented for Areas "C" and "D" in which concrete repairs were completed at a total of 175 locations. In continuation of the work completed last year and in order to efficiently and effectively repair damaged concrete improvements which require immediate attention, staff recommends work in two areas ( "A" and "B ") during the current fiscal year (FY2012 -13). Mayor and Members of the City Council Cash Contract No. S.S. 640 — Annual Miscellaneous Concrete Construction and Repair Areas "A" & "B" July 24, 2012 Page 2 Staff has reviewed and evaluated approximately nine hundred (900) repair locations in Areas "A" and "B" and has selected four hundred twenty -five (425) locations, considering budget limitations, which need immediate attention. These locations are mostly in close proximity to hospitals, schools, parks, bus stops, and senior care facilities. In addition to the reported repair request locations, staff has selected other locations where repairs which need immediate attention were inspected and verified by public works inspectors. The Engineering Division staff has completed preparation of the plans, specifications and construction cost estimate and the project is now ready for solicitation of construction bids. As part of this project, it is estimated that construction and repair will be completed at four hundred twenty -five (425) locations in Areas "A" & "B." This work will consist of approximately 24,762 square feet of sidewalk, 2,750 square feet of driveway approaches, 432 square feet of curb ramps, 4,926 linear feet of curb and gutter, and 8,722 square feet of asphalt concrete pavement. FINANCIAL IMPACT: The projected total cost for the Annual Miscellaneous Concrete Construction and Repair Project (FY 2012 -2013) will be $482,488. This includes the cost of construction, design, construction engineering, inspection, materials testing and contract administration costs. The FY 2012 -13 Capital Improvement Program includes the Annual Miscellaneous Concrete Construction and Repair Areas "A" & "B" Project with a budget of $300,000 funded through Gas Tax funds (Account No. 26 -1- 6633 -0520) and $182,488 (Account No. 25- 16607) through grant funds. A detailed funding summary for the project will be presented at the time of the award of the construction contract.
