S.S. 628 BROOKSHIRE AVENUE PAVEMENT REHABILITATION PROJECT - APPROVE PLANS AND SPECIFICATIONS AND AUTHORIZE SOLICITATION FOR BIDS RECOMMENDATION: That the City Council approve the plans and specifications and authorize solicitation for bids for Cash Contract No. S.S. 628 — Brookshire Avenue Pavement Rehabilitation Project. BACKGROUND: The City's Pavement Management Information System (PMIS) is the primary tool used to prioritize street pavement rehabilitation projects throughout the City. Based on a review of the PMIS, Brookshire Avenue is a Secondary Arterial street requiring rehabilitation of its existing pavement, which has deteriorated to a state of disrepair that cannot be handled through routine street maintenance (i.e. pothole patching, crack sealing, and slurry sealing). Specifically, Brookshire Avenue has extensive longitudinal and transverse cracking and numerous patches due to pavement repair and utility work. Therefore, it is recommended that the existing pavement on Brookshire Avenue between Imperial Highway and Davis Street undergo comprehensive rehabilitation to bring it to an acceptable standard. DISCUSSION: The Engineering Division staff has completed preparation of the plans, specifications and construction cost estimate for Cash Contract No. S.S. 628 — Brookshire Avenue Pavement Rehabilitation Project, which is now ready for solicitation of construction bids. This project consists of the rehabilitation of the existing pavement for the entire length of the project with the exception of the segment between Boyne Street and Davis Street, which will involve full pavement reconstruction. In addition, the project will include the miscellaneous repair of concrete surfaces (i.e., curb and gutter, sidewalk, driveway approaches, curb ramps), adjusting of manholes, valve covers and survey monuments to grade and incidental replacement of traffic signal loop detectors, striping and pavement markings. The work will also include potable water improvements such as upgrades to fire hydrants as well as lateral and main service lines, meters, and connections. The attached list of work items may be referenced for a detailed scope of work. The project covers approximately 1.25 miles of roadway. The project limits are shown on the attached project Location Map. CITY OF DOWNEY, CALIFORNIA Mayor and Members of the City Council Cash Contract No. S.S. 628 — Brookshire Avenue Pavement Rehabilitation Project July 24, 2012 Page 2 FINANCIAL IMPACT: The projected total cost for Cash Contract No. S.S. 628 — Brookshire Avenue Pavement Rehabilitation Project will be $2,320,000. This includes the cost of design, construction, project administration, inspection, materials testing and contingencies. The design phase of the project was funded through the FY 2011 -2012 Capital Improvement Program. Current programming of this Project is $2,019,298 (Account No. 26- 16681) consisting of $628,307 in Proposition C funds, $361,522 in Measure R funds, $47,900 in CalRecycle grant funds and $981,569 in Gas Tax funds, and $220,000 (Account No. 51- 18674) from the Water Fund for a grand total of $2,239,298 in the FY 2012 -13 Capital Improvement Program. A detailed cost estimate will be presented at the time of the award of the construction contract.
