A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
CERTIFYING THAT THE ADDENDUM INVOLVING THE GRANTING OF
EASEMENTS FOR THE KAISER ELECTRICAL SUBSTATION TO THE FINAL
ENVIRONMENTAL IMPACT REPORT FOR THE DOWNEY LANDING
SPECIFIC PLAN IS ADEQUATE AND WAS PREPARED IN ACCORDANCE
WITH THE CALIFORNIA ENVIRONMENTAL QUALITY ACT.
THE CITY COUNCIL OF THE CITY OF DOWNEY HEREBY RESOLVES AS
FOLLOWS:
SECTION 1. The City Council of the City of Downey hereby finds, determines and
declares that:
A. Kaiser Permanente and Downey Landing, LLC, Project Applicants, requested that the
City of Downey consider the Downey Landing Specific Plan (i.e., the Project), which
was designed to guide the development of the affected site's former use as the NASA
Industrial Plant to a mixed use development consisting of a 34 -acre retail center, a 30-
acre medical complex and motion picture /television studios. The 160 -acre project
site is located in the southeast portion of the community and is generally bounded by
Stewart & Gray Road on the north, Lakewood Boulevard and Clark Avenue on the
west, Imperial Highway on the south and Bellflower Boulevard on the east.
B. The City of Downey, as Lead Agency for the Project caused to be prepared a Final
Environmental Impact Report (State Clearinghouse No. 20001031096), which the
City Council certified on March 12, 2002 as complete and adequate and as having
been prepared in accordance with the California Environmental Quality Act (CEQA),
state CEQA Guidelines and the City of Downey's Revised Procedures for
Implementing CEQA.
C. On March 26, 2002, the City Council adopted the Downey Landing Specific Plan,
dated February, 2002. The specific plan is a customized zoning ordinance for the
project site and it replaced the site's existing General Manufacturing (M -2) and
Parking Buffer (P -B) zoning classifications.
D. In September, 2004, the Southern California Edison Company (SCE) submitted a
request to the City of Downey for "Grant of Easements" to construct, maintain and
operate a 66 kV electrical substation, also known as the DowneyMed Substation, and
the accompanying 66 kV underground subtransmission cable on city- -owned property
that's within the planning area of the Downey Landing Specific Plan. The proposed
electrical substation will be located at 12341 Bellflower Boulevard (i.e., immediately
east of the northeast corner of the 30 -acre Kaiser Permanent Downey Medical Center)
and provide electrical service exclusively to the facilities at the .medical center.
E. The City of Downey, pursuant to CEQA and the state CEQA Guidelines has caused
to be prepared an Addendum to the FEIR for the Downey Landing Specific Plan,
which addressed the anticipated environmental impacts of granting the easements and
developing, operating and maintaining the 66kV substation and the 66kV
subtransmission cable.

F. Preparing the Addendum is consistent with Section 15164(a) of the state CEQA
Guidelines, in that the guidelines' provision encourages the preparation of an
addendum to a previously - certified environmental impact report whenever the
subsequent project represents a change that is necessary to the original project and
will not result in a significant adverse impact. The proposed electrical substation and
accompanying 66 kV underground subtransmission cable are necessary for the proper
development and operation of the Kaiser Permanente Downey Medical Center and
the addendum found their development would not produce any new effects nor will
they result in an increase in the severity of the previously - identified significant
effects.
G. The City of Downey independently reviewed the Addendum and concluded that it
reflects the independent judgement of the City of Downey.
SECTION 2. That the City Council has carefully reviewed and considered the FEIR for
the Downey Landing Specific Plan and the Addendum to the FEIR concerning the requested
"Grant of Easements" to construct, operate and maintain a 66kV substation and 66kV
underground subtransmission cable.
SECTION 3. In view of the foregoing, the City Council hereby certifies that the
Addendum for the "Grant of Easements" for the Kaiser 66kV electrical substation and the 66 kV
underground subtransmission cable, dated October, 2004, is complete and adequate and was
prepared in compliance with CEQA, the state CEQA Guidelines, and the City of Downey
Revised Procedures for Implementing CEQA.
SECTION 4 The City Clerk shall certify to the adoption of this Resolution.
