HomeMy WebLinkAboutResolution No. 6800 RESOLUTION NO. 6800 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY IN SUPPORT OF THE LOS ANGELES COUNTY PUBLIC SAFETY AND HOMELAND SECURITY SALES TAX (MEASURE "A "). WHEREAS, the state budget crisis has resulted in significant reductions of public safety services, and WHEREAS, it is prudent to ensure that public safety tax dollars remain in our local communities; and WHEREAS, the Los Angeles County Board of Supervisors voted to place Measure A, the Los Angeles County Public Safety and Homeland Security Sales Tax initiative on the November 2004 ballot to strengthen public safety, homeland security, and local anti - terrorism efforts throughout Los Angeles County; and WHEREAS, this funding would focus on additional personnel for law enforcement, local anti - terrorism, homeland security, intelligence gathering, first response capabilities to extraordinary emergencies, communications and specialized equipment for law enforcement personnel through Los Angeles County, including independent cities; and support resources required for regional and countywide "Mutual -Aid" effectiveness, expansion of inter - agency coordination and standardized training for public safety services; and WHEREAS, the Measure now specifically sets aside funds for the District Attorney's Office, Public Defender, Probation and county jails; and WHEREAS, the plan would generate approximately $560 million annually, and would be dedicated to law enforcement, homeland security, and local anti - terrorism efforts throughout Los Angeles County; and WHEREAS, two percent of the funds from Measure A are set aside for communications and specialized equipment; and WHEREAS, nine percent of the funds from Measure A are allocated to the Sheriff Department's custody operations; and WHEREAS, six percent of the funds from Measure A provide for other law enforcement and justice related purposes including defense costs and probation services; and WHEREAS, Measure A requires the County and cities to maintain a Maintenance of Effort that may be adjusted in accordance with the Consumer Price Index up to a maximum of three percent; and RESOLUTION NO. 6800 PAGE TWO WHEREAS, the remaining revenue shall be distributed to the unincorporated area and every city within Los Angeles County, and shall augment law enforcement homeland security, and local anti - terrorism efforts, within a minimum allocation of $500,000 to each jurisdiction, with the remaining funds equally distributed based on population percentage; and WHEREAS, the City of Downey would receive approximately $5,202,864 annually under the proposed formula; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY, CALIFORNIA, DOES RESOLVE AS FOLLOWS: SECTION 1. That the City Council of the City of Downey hereby supports Measure A, the Los Angeles County Public Safety and Homeland Security Sales Tax Initiative, and encourages voter approval. SECTION 2.
