HomeMy WebLinkAboutResolution No. 6785 RESOLUTION NO. 6785 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE CLASS SPECIFICATION AND ESTABLISHING THE SALARY RANGE FOR RECREATION & SOCIAL SERVICES MANAGER AND DESIGNATING THE RECREATION & SOCIAL SERVICES MANAGER CLASSIFICATION AS MIDDLE MANAGEMENT. THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. The class specification for Recreation & Social Services Manager attached hereto, and by this reference, is hereby adopted. SECTION 2. The classification of Recreation & Social Services Manager is designated as "Middle Management ". SECTION 3. The salary range is established as follows: Classification Title Pay Grade Salary Range Recreation & Social Services Manager 04 -045 $6583.64 - $8032.05 SECTION 4. MIDSTOKKE, City Clerk RESOLUTION NO. 6785 PAGE THREE - City of Downey Class Specification Adopted: RECREATION AND SOCIAL SERVICES MANAGER DEFINITION To manage the Recreation, Social Services and Transit Division. To plan and supervise recreation, social services and transit program activities and to provide highly responsible and technical staff assistance TYPICAL DUTIES Prepare, plan and program for comprehensive recreation and social service program on a community wide basis. Review facilities and prepare recommendations for repairs, replacements and additions. Prepare and recommend policies and procedures governing the use of areas and facilities. Interview and recommend appointments; coordinate staff training; evaluate employees. Supervise clerical staff of the Community Services Department. Make inspections of program activities, recommend improvements and revisions in programs. Prepare and revise assignments and work schedules for division personnel. Purchase necessary supplies, equipment and capital outlay items. Participate in meetings with community groups to establish interest in City recreation and social service programs; attend professional meetings and conferences. Administer timecard reporting and accident and incident reports. Prepare and administer Division budget and maintain appropriate records and reports. Serve as liaison between community groups and the Community Services Department. Coordinate contract agreements with City and leasee(s) of recreation services and/or facilities. Administer park grants program. RESOLUTION NO. 67885 PAGE FOUR May act as Director of Community Services in his /her absence. Perform other related duties as assigned. DESIRABLE QUALIFICATIONS Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be: Experience: Four years of increasingly responsible experience in the delivery of Recreation, social or leisure services. Education: A Bachelor's degree from an accredited college or university with major coursework in recreation administration or a closely related field. Knowledge of: Modern methods, techniques, principles and procedures used in the development and administration of recreation and social services programs and facilities; common recreational and social needs of various age groups; principles and procedures for implementing and directing a wide variety of activities and the development of programs through community participation; principles and practices of administration, budget preparation and supervision. Ability to: Develop and administer recreation and social services suited to the needs of the community; plan, organize, coordinate and supervise the development and implementation of programs; establish and maintain effective working relationships with those contacted in the course of work; analyze, interpret and explain division policies and procedures; comprehend problems and draw effective conclusions; communicate effectively both orally and in writing; supervise, train and evaluate subordinates. License Required: Valid California driver's license. SUPERVISION RECEIVED General direction is provided by the Director of Community Services. SUPERVISION EXERCISED Responsibilities may include direct and indirect supervision of professional, technical and clerical staff.
