HomeMy WebLinkAboutResolution No. 6679 RESOLUTION NO. 6679 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING CLASS SPECIFICATIONS AND ESTABLISHING SALARY RANGES FOR DEPUTY DIRECTOR OF PUBLIC WORKS AND SENIOR FORENSIC SPECIALIST AND DESIGNATING THE DEPUTY DIRECTOR OF PUBLIC WORKS CLASSIFICATION AS MIDDLE MANAGEMENT. THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The class specifications for Deputy Director of Public Works and Senior Forensic Specialist attached hereto, and by this reference, are hereby adopted. SECTION 2. The classification of Deputy Director of Public Works is designated "Middle Management ". Senior Forensic Specialist is designated to be represented by the Downey Public Safety Auxiliary Association. SECTION 3. The salary ranges are established as follows: Classification Title Pay Grade Salary Range Deputy Director of Public Works 04 -073 $7830.19 - $9552.84 Senior Forensic Specialist 06 -TBD $4744.00 - $5877.00 SECTION 4. MIDSTOKKE, City Clerk Deputy Director of Public Works City of Downey Class Specification Adopted: DEPUTY DIRECTOR OF PUBLIC WORKS DEFINITION Under general direction of the Director of Public Works, plans, organizes and directs the activities of the Engineering or Water /Sanitation Division of the Public Works Department. Oversees engineering and administrative projects within their expertise. TYPICAL DUTIES Act as Chief Engineer for the City in the design and construction of either civil engineering or water /wastewater projects. Prepares and presents technical reports; develops and administers agreements and reviews project proposals and recommends improvements May act as Director of Public Works in his /her absence. Investigates specific problems regarding public health and safety. Prepares and monitors division budget and/or capital improvement budgets. Coordinates engineering activities with other divisions, departments and agencies. Promotes safety awareness and encourages a proper safety attitude. Supervises, trains and evaluates division personnel Interprets and enforces codes and regulations. Performs other related duties as assigned. DESIRABLE QUALIFICATIONS Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be: Deputy Director of Public Works Experience: A minimum of 8 years of professional practice of civil engineering with at least 4 years of responsible supervisory experience. Education: Bachelor of Science degree in Civil Engineering from an accredited university or college. Knowledge of: Thorough understanding of the principles and practices of civil engineering; supervisory techniques; management practices; theoretical and practical skills in the design and construction of civil engineering projects. Ability to: Supervise the activities of professional and sub - professional engineers; to interpret and enforce codes and regulations; to prepare comprehensive reports and recommendations; to communicate effectively both orally and in writing. License Required: Valid California driver's license. Registration as a Civil Engineer with the California State Board of Registration for Civil and Professional Engineers. SUPERVISION RECEIVED Administrative direction is provided by the Director of Public Works. SUPERVISION EXERCISED The Deputy Director of Public Works provides direct and indirect supervision to the professional, sub - professional and clerical employees of the Engineering or Water /Sanitation Division. Senior Forensic Specialist City of Downey Class Specification Adopted: SENIOR FORENSIC SPECIALIST — NON -SWORN DEFINITION Under direction from the Detective Captain or designee, supervises the activities of the Identification Unit including preserving and presenting evidence relating to criminal activities and overseeing the property room. DISTINGUISHING CHARACTERISTICS This class is distinguished from the Forensic Specialist by the supervisory responsibility, by the breath and depth of the experience and higher level of desired education. It is distinguished from the Sworn position by not requiring training as a Police Officer, incumbent does not carry a weapon and does not have arrest powers. TYPICAL DUTIES Responsible for making assignments, training and evaluating Identification Unit staff Oversees fingerprinting and photographing prisoners and applicants. Classifies, identifies and files prints. Visits crime scenes; searches for, collects, preserves and processes evidence and photographs obtained. Supervises the input of arrest prints and latent prints into state CAL -10 computers. Prepares exhibits for court presentation. Purchases and maintains necessary equipment and supplies. Testifies in court on matters relating to identification. Prepares reports covering activities and statistics of police activity, crimes and records. Conducts examinations of a technical nature on matters relating to identification. Senior Forensic Specialist Supervises Property and Evidence Control. Follows and insures that safety practices are established for the protection of the employee, fellow employees and the citizens of the community. Investigates the causes of all accidents pertaining to identification personnel and take corrective action to prevent their recurrence. Performs other related duties as assigned. DESIRABLE QUALIFICATIONS Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be: Experience: Knowledge of the principles of scientific police investigation including knowledge of police identification techniques and procedures. Education: A Bachelor's degree in criminology or a related field. Knowledge of: Photography, fingerprinting, crime scene investigation, use of video equipment; methods of maintaining five finger latent print files; related technical procedures concerning physical evidence; methods of effectively supervising subordinates. Ability to: Supervise and provide direction for subordinates; communicate effectively orally and in writing; prepare technical material; work quickly and accurately; -- meet and deal effectively with people. License Required: Valid California driver's license. SUPERVISION RECEIVED General supervision is provided by the Captain in charge of the investigation. SUPERVISION EXERCISED Provides direct supervision to Forensic Specialists and the Police Assistant assigned to the property room. May provide direction to Police Aides and other part -time police staff.
