HomeMy WebLinkAboutResolution No. 6671 RESOLUTION NO. 6671 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AUTHORIZING STAFF TO PURSUE DIRECT FIRST RESPONDERS FUNDING AND RESOURCES FOR THE PURPOSES OF HOMELAND SECURITY WHEREAS, in 2002 President George W. Bush authorized the use of approximately $1.3 Billion for use in Homeland Security to meet the urgent needs for emergency management, enhance our capability to respond to and recover from the imminent threat or actual occurrence of a terrorist attack including the use of weapons of mass destruction; and WHEREAS, the mission statement of the City's Police Department reads as: "The Mission of the Downey Police Department is to preserve the peace and protect and serve all who live or work in, as well as those who travel through, our City, and in so doing to make a meaningful contribution to the quality of life in our community. As we endeavor to accomplish our Mission, we acknowledge the following: • The Downey Police Department exists because of the community we serve. We are an organization of professionals committed to providing the highest level of police service in a sensitive and positive manner to all, regardless of race, creed or lifestyle. We recognize the value of human life and the dignity of all people and strive to treat those with whom we come in contact with fairness, compassion and respect. • We recognize the importance of "working together" as members of the Downey Police Department to maintain a work environment which promotes trust, faith, respect and interpersonal support for all. • The badge is a symbol of public trust and we wear ours with great pride. With this in mind we realize it is incumbent upon each of us to adhere to a higher ethical standard to maintain the confidence of the community. • Our Department motto, "Our Community, Our Commitment," characterizes the position we hold. We are committed, in partnership with the people of Downey, to the creation of mutual trust which will allow us to work together in preventing crime, in resolving mutual concerns and in establishing a safe and secure environment. Excellence, Respect, Integrity, Pride and Cooperation serve as our "value anchors" as we strive each day to carry out our Mission;" and WHEREAS, recent events at the State level regarding fiscal matters point ever more to the increasing demands being placed on public safety at the local level to provide day to day services; and WHEREAS, grant funds are needed to accomplish the goals and objectives of Homeland Security; and RESOLUTION NO. 6671 PAGE TWO WHEREAS, the current military action of the United States Armed Forces in "Operation - Iraqi Freedom" comes with the potential of possible terrorists acts in our homeland requiring local governments to protect the lives and quality of life of our residents. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That representatives of the City of Downey contact our State and Federal Legislators, urging that "direct first responders" funding be included in a supplemental appropriations bill, which is needed by local government to assess its needs and develop plans for the required operations and equipment to address the Mission of Homeland Security. SECTION 2. That grant funds hereunder shall be used for Homeland Security activities and not be used to supplant expenditures controlled by this body. SECTION 3. That the City Clerk shall certify to the adoption of this resolution and forward copies of the resolution to our neighboring cities and each of the legislators representing our community.
