HomeMy WebLinkAboutResolution No. 6611 RESOLUTION NO. 6611 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY OPPOSING PROPOSITION 51 — TRANSPORTATION. DISTRIBUTION OF EXISTING MOTOR VEHICLE SALES AND USE TAX. INITIATIVE STATUTE. WHEREAS, Proposition 51 — Transportation. Distribution of Existing Motor Vehicle Sales and Use Tax. Initiative Statute has qualified for the November 2002 ballot; and WHEREAS, Proposition 51 will transfer 30 percent of revenues from motor vehicle sales and leases from the General Fund to a new Congestion Relief and Safe School Bus Trust Fund; and WHEREAS, the funds will be distributed for school bus safety, clean air programs, highway improvements, mass transit improvements and 45 special projects; and WHEREAS, the annual transfer from the General Fund to the Traffic Congestion Relief Fund will be locked in and will limit the legislature's ability to respond to changing needs and budget priorities such as health care, public safety and education; and WHEREAS, Proposition 51 contains 45 special projects for funding without evidence of a public process for determining the relevance of these projects to the purpose of the measure nor a public process for prioritizing projects if the measure is approved by voters. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City opposes Proposition 51. Transportation. Distribution of Existing Motor Vehicle Sales and Use Tax. Initiative Statute. SECTION 2. The City Clerk shall certify to the adoption of this resolution.
