HomeMy WebLinkAboutResolution No. 6602 RESOLUTION NO. 6 6 0 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING A NEGATIVE DECLARATION OF ENVIRONMENTAL IMPACT FOR THE FIRESTONE BOULEVARD TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM WHEREAS, on November 27, 2001, the City Council executed a City- County Cooperative Agreement for various improvements on Firestone Boulevard. The agreement provides for the County to use Los Angeles County Metropolitan Transportation Authority grant funds and County matching funds to reimburse the City for actual costs of the improvements up to $1,230,000 and for the City to finance any remaining cost of the improvements. The improvements consist of traffic signal upgrades, signal timing enhancements, and widening intersections on Firestone Boulevard; and WHEREAS, the County requested that the environmental impact of the improvement project be determined prior to the County's execution of the City - County cooperative agreement; and WHEREAS, the City prepared a Draft Negative Declaration for the project in compliance with the California Environmental Quality Act. The Notice of Intent to file a Negative Declaration for the improvement project was filed with the County Clerk on July 23, 2002, and published in the Long Beach Press - Telegram on July 26, 2002. A copy of the Negative Declaration was available for public review at City Hall and at the library and a copy was provided to the County. The public review period began on July 26 and ended on August 26, 2002. No comments or question were received; and WHEREAS, the Negative Declaration of environmental impact prepared for this project is complete and adequate; and WHEREAS, on the basis of all of the information available, there is no substantial evidence the project will have a significant effect on the environment and that the Negative Declaration reflects an independent judgement and analysis. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. The Negative Declaration prepared in compliance with the California Environmental Quality Act for the Firestone Boulevard Traffic Signal Synchronization Program project is hereby adopted. SECTION 2.
