HomeMy WebLinkAboutResolution No. 6552 RESOLUTION NO. 6552 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY OPPOSING SB 1664 — AMENDING THE MEMBERSHIP OF THE SAN GABRIEL AND LOWER LOS ANGELES RIVERS AND MOUNTAINS CONSERVANCY WHEREAS, local cities made significant legislative contribution toward the creation of the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC); and WHEREAS, by extensively lobbying both state legislative houses, cities ensured that the best representation of local interests was incorporated into the originating legislation, AB1355, which also established the membership of the governing board; and WHEREAS, that established board representation reflected the goal and vision that the `member cities would be equal partners with the RMC "; and WHEREAS, proposed Senate Bill 1664 (Romero) would change that representation and, therefore, weaken the "equal partnership" by adding state level members; and WHEREAS, the interest of state level members was met by the inclusion of the Secretary for Environmental Protection, the Secretary of the Resources Agency, and the Director of Finance in the originating legislation; and WHEREAS, the local representatives participating in the current governing structure of the RMC have had no input into the creation of SB 1664 nor dialogue with the author to know the intention behind adding new state level members; and WHEREAS, exclusion of local membership from the process of amending the governance of the RMC can only serve as an indicator of future exclusionary actions as more state representatives are appointed to the RMC board. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. SB 1664 is not beneficial to the City of Downey nor the sixty -six (66) other cities within the jurisdiction of the RMC. SECTION 2. Land use decisions must remain close to the people in the hands of local elected officials and the role of the RMC should not be subverted by the State as a means to control local land use. SECTION 3. The City Council opposes SB 1664, which fails to consider the "partnership" envisioned in the original legislation. RESOLUTION NO. 6552 PAGE 2 SECTION 4.
