A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING
THE CITY'S GENERAL PLAN LAND USE DESIGNATION FROM LOW-MEDIUM
DENSITY RESIDENTIAL TO GENERAL MANUFACTURING FOR PROPERTY
LOCATED AT 9215 HALL ROAD, ZONED M2 (GENERAL MANUFACTURING) AND
PB (PARKING BUFFER) (ASSESSOR PARCEL NUMBER 6284-013-003).
GENERAL PLAN AMENDMENT No. 00-101
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council of the City of Downey does hereby find, determine and
declare that:
A. The City of Downey initiated a General Plan Amendment (hereinafter "Applicant")
requesting to amend the Land Use Element of the Downey General Plan from
Low-Medium Density Residential to General Manufacturing for property located
at 9215 Hall Road, zoned M2 (General Manufacturing) and PB (Parking Buffer)
(hereinafter "Subject Site") (Assessor Parcel Number 6284-013-003);
B. The Planning Commission held a duty noticed pubic hearing on December 6,
2000, which was continued to January 17, 2001, and fully considered ail oral and
written testimony and facts and opinions offered at the aforesaid public hearing,
and adopted Resolution No. 2105, recommending approval of the General Plan
Amendment to the City Council;
C. On February 27, 2001, the Downey City Council held a duly noticed public
hearing and, after fully considering all oral and written testimony and facts and
opinions offered at the aforesaid public hearing, adopted Resolution No. 6462
adopting General Plan Amendment No. 00-101.
SECTION 2. Having considered all of the oral and written evidence presented to it at
said public hearings, the City Council further finds, determines and declares that:
A. The amendment and revision to the Downey General Plan as recommended in
this resoiution is consistent with good planning practice, necessary and desirable
for the development of the community and necessary for the preservation of the
public health, safety and general welfare of the City of Downey;
B. In taking this action, the City Council has considered the effects of the decision
on the housing needs of the region in which the City is located, and balanced
those needs against the public service needs of the City residents and available
fiscal and environmental resources;
C. A Negative Declaration of Environmental Evaluation has been prepared for this
General Plan Amendment in accordance with the provisions of the California
Environmental Quality Act, the State CEQA Guidelines and the City of Downey's
Revised Environmental Procedures;

D. Prior to recommending this General Plan Amendment, the City Council
considered the Negative Declaration of Environmental Evaluation together with
any comments received during the public review process and the hearings; and
E. Based upon the Negative Declaration of Environmental Evaluation and any
comments received in the public review process, there is no substantial evidence .._.
that the General Plan Amendment will have a significant adverse effect upon the
environment.
SECTION 3. Based upon the findings set forth in Sections 1 and 2 of this Resolution,
the City Council of the City of Downey hereby approves General Plan Amendment No. 00-101.
SECTION 4. Based upon the findings set forth in Sections 1, 2 and 3 of this
Resolution, the City Council of the City of Downey hereby adopts the Negative Declaration of
Environmental Impact for this application.
SECTION 5. The City Clerk shall certify the adoption of this Resolution.
