HomeMy WebLinkAboutResolution No. 6421 RESOLUTION NO. 6421 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY IN SUPPORT OF THE BOY SCOUTS OF AMERICA AND CALLING UPON THE LOS ANGELES CITY COUNCIL TO RESCIND ITEMS 36 AND 36A PASSED NOVEMBER 28, 2000. Whereas, the purpose of the Boy Scouts of America, incorporated on February 8, 1910, and chartered by Congress in 1916, is to provide an educational program for boys and young adults to build character, to train in the responsibilities of participating citizenship, and to develop personal fitness; and Scouting programs facilitate meaningful contact and communication between youth, parents, and other community organizations (partners) to help young people adopt strong values and life skills; and Whereas, Boy Scouts of America have been an invaluable resource for recreational activities and leadership training for youth, and during 1999, the Los Angeles Area Council, through its packs, troops and units served more than 50,000 youth members with 9,000 volunteers without regard to color, race, religion, ethnic background, economic status or citizenship; and Whereas, both the Los Angeles Area Council and the Boy Scouts of America actively teach tolerance, embrace diversity and do not inquire into the sexual orientation of youth or adult volunteers applying for membership; and in the known history of the Los Angeles Area Council no volunteer or youth has ever been denied membership based on sexual orientation; and Whereas, in its ruling on June 28, 2000, the United States Supreme Court found no evidence that the Boy Scouts of America engages in discrimination; and in other cases has found that an organization such as the Boy Scouts of America cannot be discriminated against by public entities based on disagreement with its viewpoints; and Whereas, on Tuesday, November 28, 2000, the Los Angeles City Council voted 11 -0 to approve items 36 and 36A, essentially severing all ties with the Los Angeles Area Council, Boy Scouts of America and the Learning for Life Program; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The City Council of City of Downey calls upon fellow Councilmembers of the Los Angeles City Council to rescind this decision made on items 36 and 36A relative to the Boy Scouts of America on November 28, 2000. SECTION 2. The City Council of the City of Downey expresses its deep appreciation for the programs and activities of the Boy Scouts of America and the great benefit that Scouting provides for our community and our nation.
