A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY PROVIDING FOR THE IMPLEMENTATION
OF THE CITIZEN'S OPTION FOR PUBLIC SAFETY (COPS)
PROGRAM, ESTABLISHING THE CITY'S SUPPLEMENTAL
LAW ENFORCEMENT SERVICE FUND (SLESF), AND
MAKING THE ALLOCATION OF FUNDS WITHIN THE CITY'S
SLESF
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The City Council does hereby find, determine and declare as
follows:
A. Assembly Bill 3229 (AB 3229) (Brulte) was chaptered into law on
July 10, 1996 for the purpose of local law enforcement
supplemental funding.
B. The 2000 -01 State Budget includes funds for the Citizen's for
Public Safety (COPS) Program.
C. The County of Los Angeles has established a Supplemental Law
Enforcement Service Fund (SLESF) in accordance with Section
30061 of the Government Code to receive the AB 3229 funds
which have been allocated for use in Los Angeles County.
D. The City of Downey desires to participate in the COPS Program
and receive its share of any funds available for the purpose of
ensuring public safety.
E. AB 3229 requires the City to establish its own Supplemental Law
Enforcement Service Fund (SLESF) in accordance with Section
30061 of the Government Code.
F. The City Council has conducted a public hearing to consider the
funding requests from the Chief of Police and now desires to
determine each submitted request as required by AB 3229.
SECTION 2. The City Council of the City of Downey hereby establishes the
City's SLESF and directs that such fund shall be maintained as required by AB 3229
and State law pursuant to Government Code Sections 30061 and 30063 and other
applicable law.

SECTION 3. The City Council of the City of Downey hereby determines that the
City's share of the funding shall be allocated within the SLESF for purposes of front line
law enforcement as set forth on Exhibit "A" to this Resolution.
