A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY IN SUPPORT OF THE CENTRAL BASIN MUNICIPAL
WATER DISTRICT'S CENTRAL BASIN WATER QUALITY
PROTECTION PROJECT.
,.� WHEREAS, the Central Groundwater Basin is the primary source of drinking
water for 1.4 million people in Los Angeles County; and
WHEREAS, the Central Groundwater Basin covers an area of 277 square miles in
Los Angeles County; and
WHEREAS, a significant volume of water flows naturally through the Whittier
Narrows from the San Gabriel Groundwater Basin into the Central Groundwater Basin
each year; and
WHEREAS, organic and inorganic contaminants in the San Gabriel Valley are
known to be carcinogenic and otherwise dangerous to human health; and
WHEREAS, the federal government placed portions of the San Gabriel Valley on
its Superfund National Priority List in 1984; and
WHEREAS, the Environmental Protection Agency's delay in initiating a clean-up
of the San Gabriel Groundwater Basin for groundwater with organic and inorganic
contaminants above the action level; and
WHEREAS, organic and inorganic groundwater contamination originating from
the San Gabriel Valley below the action level have migrated through the Whittier
Narrows and have been detected by monitoring wells in the Central Groundwater Basin
and are flowing toward the groundwater replenishment basins located less than 4,000 feet
from detected contamination; and
WHEREAS, the Central Basin Water Association and the Southeast Water
Coalition have overwhelmingly voted to proceed with the implementation of the Central
Basin Municipal Water District's Central Basin Water Quality Protection Project; and
WHEREAS, the groundwater contamination in the San Gabriel and the Central
Groundwater Basins is a regional problem affecting the economy and public health of
over half of Los Angeles County.

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY
DOES RESOLVE AS FOLLOWS:
SECTION 1. That the Congress and President of the United States are
encouraged to enact legislation in the year 2000 to make available a share of the funds
necessary to implement the Central Basin Municipal Water District's Central Basin Water
Quality Protection Project.
SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
