HomeMy WebLinkAboutResolution No. 6286A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING CLASS SPECIFICATIONS AND ESTABLISHING SALARY RANGES FOR POLICE DISPATCH SUPERVISOR AND PLAN CHECK TECHNICIAN THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: r' SECTION 1. The class specifications for Police Dispatch Supervisor and Plan Check Technician attached hereto, and by this reference herein, are hereby adopted. SECTION 2. Effective July 1, 1999, the salary ranges are established for these classifications as follows: ClassificationlTitle Pav Table Schedule Salary Ranae Police Dispatch Supervisor 01 27.0 $3607 - $4468 Plan Check Technician 01 22.0 $2815 - $3487 SECTION 3. I HEREBY CERTIFY that the foregoing resolution was duly adopted by the City Council of the City of Downey at a regular meeting thereof held on the 13th day of Jul y , 1999, by the following vote, to wit: AYES: 4 NOES: 0 ABSENT: 1 Council Members: Winningham, Lawrence, Perkins, McCarthy Council Members: None Council Members: McCaughan HAPERSONNL\CBIRCH RESOLUTICLASS99.DOC RESOLUTION NO. 6286 /""'"64; Mayor City Clerk RESOLUTION NO. 6286 City of Downey Class Specification DEFINITION POLICE DISPATCH SUPERVISOR Under general direction, supervise and direct the staff of the Police Communications Center involved in the dispatching of emergency vehicles, equipment and personnel; plan and coordinate the routine and emergency operations of the Police Department Communications Center. TYPICAL DUTIES Supervise the day - to-day operation of the Police Department Communications Center. Supervise the answering of telephones and routing of calls to proper agencies where emergency help is needed; assure prompt response to emergency calls and dispatch of appropriate personnel and equipment needed to handle emergencies in the field. Prepare and supervise the preparation of reports, logs and records necessary to the operation. Supervise the day -to -day personnel assignments including scheduling, time reporting, vacations, sick leave, etc. Plan, coordinate and makes personnel shift assignments and schedules; prepare and keep records of employee attendance and leaves. Participate in the interviewing, selection and training of personnel. Appraise and evaluate the performance and efficiency of subordinate personnel. Handle complaints or grievances and participate in the counseling and disciplining of employees. Communicate daily with Watch Commanders regarding procedures, problems, changes in policies, etc. Reports all radio equipment or frequency problems to appropriate service group, follows up to insure repair is complete. Attends frequency coordination meetings as required. Keeps all radio licensing current. RESOLUTION NO. 6286 Police Dispatch Supervisor Keeps current on newest technology for 9 -1 -1 and Communications Center. Attends 9 -1 -1 meetings as required. Maintains response maps, and all records relevant to dispatch. Perform the duties of a Communications Operator as needed or as circumstances dictate. Participate in the budgetary process. Perform other related duties as assigned. DESIRABLE QUALIFICATIONS Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be: Experience: Three (3) years of experience in public safety emergency switchboard and /or radio communications. Education: High school diploma or G.E.D. certificate. Knowledae of: Ability to: Supervise and direct subordinate Communication Operators using tact and effective techniques; use common sense; react and think clearly in emergency situations working with speed and accuracy; record oral information legibly and accurately; speak with clear enunciation in a well modulated voice; show good judgment in processing emergency calls for proper response; deal effectively with the public over the telephone; and establish and maintain effective working relationships with subordinate staff and fellow employees. SUPERVISION RECEIVED Emergency communications equipment and procedures; office procedures and operation of two -way radio, switchboard and computer terminal; principles of personnel administration including employee supervision and training. Direction is provided by a Police Lieutenant. r RESOLUTION NO. 6286 Police Dispatch Supervisor SUPERVISION EXERCISED Responsibilities include direct functional supervision over a staff of Communications Operators. RESOLUTION NO. 6286 City of Downey Class Specification Adopted: DEFINITION TYPICAL DUTIES PLAN CHECK TECHNICIAN Under the general supervision of the Building Official, accepts, processes, reviews, building applications. Reviews plans and specifications and issues building permits on routine projects. Provides information and assistance to the public regarding departmental policies and procedures. Provides responsible professional services in checking routine construction plans for residential, commercial and industrial structures for compliance with life and safety code requirements. Assist the public at the service counter, processing forms, permit applications and plans necessary for the issuance of development and construction permits. Respond to inquiries and provide information related to permit procedures, policies and functions at the counter and over the telephone. Review permit applications, plans and specifications for compliance with applicable codes and standards; issue permits for routine projects. Calculate and determine a variety of fees for plan checks, permits, taxes and other charges in accordance with established fee schedules. Check plans and specifications of proposed structures for compliance with code and safety requirements, including occupancy factors and types of construction. Consult with architects, engineers, contractors and owners regarding methods of design and construction. Explain codes and ordinance provisions to architects, engineers and owners. Give technical information relative to building construction and code requirements to the public on the phone or over the counter. Provide temporary and vacation relief in similar occupational fields. Maintain logs of plans and applications submitted; direct the filing and routing of plans and permits to appropriate City departments and staff. Provide status updates for plan checks as requested. Perform other related duties as assigned. RESOLUTION NO. 6286 Plan Check Technician DESIRABLE QUALIFICATIONS Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be: Experience: Four years in building inspection, building trades or code enforcement. Education: High school diploma or G.E.D. certificate. Possession of an ICBO certificate. Knowledae of: Building and zoning codes, planning regulations and ordinances, or engineering rules and regulations; permit processing and fee structures. Thorough knowledge of Uniform Building Code and related State codes. Ability to: Read interpret rules and regulations and ordinances, or engineering rules and regulations and apply them to permit issuance procedures; perform basic mathematical computations; maintain related files and records; understand and follow verbal and written directions; meet with the public in situations requiring diplomacy and tact. Review plans and specifications; interpret technical information; analyze and comprehend problems; effect and maintain good working relations with building owners, contractors and the public.; communicate clearly and concisely both orally and in writing; work with minimum supervision. License Reauired: Valid California driver's license. SUPERVISION RECEIVED General supervision is provided by the Building Official. Technical supervision may be provided by the Plan Check Engineer. SUPERVISION EXERCISED May provide technical supervision to the Building Permit Technician.
