HomeMy WebLinkAboutResolution No. 5873 RESOLUTION NO. 5873 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING NEW CLASS SPECIFICATIONS AND ESTABLISHING SALARY RANGES FOR DISPATCH SYSTEMS MANAGER AND DISPATCH SUPERVISOR. THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The class specification for Dispatch Systems Manager and Dispatch Supervisor, attached hereto, o o, and by this reference incorporated herein, are hereby adopted. SECTION 2. Effective upon adoption of this resolution, Resolution No. 5515, Section 2(A), is hereby amended to designate Dispatch Systems Manager y g as Middle Management and replace Communications Supervisor wherever it appears in that document. pp SECTION 3. Effective upon adoption of this resolution, Exhibit I of the City of Downey Compensation Program (Part IX of the Personnel Manual) is hereby amended to include the following: Classification Title Pay Table Schedule Dispatch Supervisor 06 20 SECTION 5. The City Clerk shall certify to the adoption of this resolution and provide for the distribution thereof. ABSENT: 0 Council Members: None A fOt deZZ # A City Clerk City of Downey Class Specification Y Y DISPATCH SYSTEMS MANAGER DEFINITION To perform a wide variety of computer programming and analyst work on computer -aided dispatch system, and coordinate activities with five contract cities. TYPICAL DUTIES Depending on assignment, duties may include, but are not limited to the following: Exercise independent judgement involving interpretation of instruction and knowledge of precedent used in carrying out duties. Receive complaints from five cities regarding hung ports, terminals and printers not working. Perform necessary trouble- shooting procedures, provides instructions for them to do the same, report problems to maintenance contractor, follows up to insure problem is fixed. Manage, edit, corrent and submit fire reports for five (5) cities to State Fire Marshal. Work with State Fire Marshal and O.C.S. to resolve problems. Perform routine maintenance procedures on the system to keep it running smoothly, include full AF Restore, resizing of files, watching for and eliminating GFE's, and watching /reporting system errors. Manage seventeen (17) data phone circuits. Report line 9 P p problems to phone company. Perform emergency cold - starts when system is down. Provide telephone instruction to do same when not on duty. Coordinate /assist all cities in implementation of new ports, terminals, and printers. Maintain port map; manage ports so each city's needs are met. Attend annual O.C.S. users seminar. Attend classes as necessary to learn computer system language, editor, etc. Attend frequency meetings. Stay familiar with nine (9) different software programs - know how they work, answer questions from five (5) cities on how they work. Report all system software bugs for nine (9) different programs to O.C.S. Follows up to insure software has been fixed. Write programs to assist cities in their report needs. Maintain these programs. Provide yearly reports on number of responses, first aids, fire P � , s, etc . Provide special reports when requested for staff review and City Council meetings. Completes yearly NFPA report for all five cities' Fire Prevention Offices. Periodically load client tapes. Work out software bugs with O.C.S. Watch growth on the system - request upgrades when necessary. Coordinate system down time to assist maintenance contractor with upgrade. Manage MDT system. Report problems to Motorola and /or O.C.S. Reset system when required. Handle all telephone systems, radio and page problems for all four stations. Report all radio equipment or frequency problems to appropriate service group, follow up to insure repair is complete, keep all radio licensing current. Keep current on latest technology for 9 -1 -1 and Communications Center. Attend 9 -1 -1 meetings as required. Perform other duties as assigned. DESIRABLE QUALIFICATIONS: Any combination of experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be: Experience: Five years of experience directly related to computer- aided dispatch. Education: Equivalent to four years of college work, or Bachelor of Science degree in computer science or related field. Knowledge of: Computer systems; municipal application; McDonald Douglas and Motorola mini - computers; DOS, PICK Reality and UNIX operating systems. Ability to: Perform complex work with a minimum of supervision; communicate with others; speak expressively and articu- lately; make decisions; work cooperatively with fellow employees and employees from other cities; comprehend complex problems and develop valid solutions. License Required: Valid California driver's license. SUPERVISION RECEIVED Supervision is provided by a Fire Battalion Chief or designee. SUPERVISION EXERCISED May provide technical supervision over Communication Operators. City of Downey Class Specification DISPATCH SUPERVISOR DEFINITION Under general direction, supervise and direct the staff of the Fire Communications System involved in the dispatching of emergency vehicles, equipment and personnel; plan and coordinate the routine and emergency operations of the Fire Communications System. TYPICAL DUTIES Supervise the day -to -day operation of the Fire Communications System. Supervise the answering of telephones and routing of calls to proper agencies where emergency help is needed; assure prompt response to emergency calls and dispatch of appropriate personnel and equipment needed to handle emergencies in the field. Prepare and supervise the preparation of reports, logs and records necessary to the operation. Supervise the day -to -day personnel assignments including scheduling, time reporting, vacations, sick leave, etc. Plan, coordinate and makes personnel shift assignments and schedules; prepare and keep records of employee attendance and leaves. Participate in the interviewing, selection and training of personnel. Appraise and evaluate the performance and efficiency of subordinate personnel. Handle complaints or grievances and artici ate in the counseling and P P 9 disciplining of employees. Communicate daily with Chief Officers of five cities regarding procedures, problems, changes in policies, etc. Coordinate agenda for Communications Resources and Action Planning Committee and dispatchers meetings. Issues minutes of both meetings. Issue S.O.P.'s for all cities as a result of the above meetings via memo system. Handles all telephone systems, radio and page problems for all four fire stations. Reports all radio equipment or frequency problems to appropriate service group, follows up to insure repair is complete. Attends frequency coordination meetings as required. Keeps all radio licensing current. • • Communications Supervisor Keeps current on newest technology for 9 -1 -1 and Communications Center. Attends 9 -1 -1 meetings as required. Maintains response maps, runcards and all records relevant to dispatch. Perform the duties of a Communications Operator as needed or as circumstances dictate. Participate in the budgetary process. Perform other related duties as assigned. DESIRABLE QUALIFICATIONS Any combination equivalent to experience and education that could likely provide the required skills, knowledge and abilities would be qualifying. A typical way to obtain the skills, knowledge and abilities would be: Experience: Three ( 3) years of experience in public safety emergency switchboard and /or radio communications. Education: High school diploma or G.E.D. certificate. Knowledge of: Emergency communications equipment and procedures; office procedures and operation of two -way radio, switchboard and computer terminal; principles of personnel administration including employee supervision and training. Ability to: Supervise and direct subordinate Communication Operators using tact and effective techniques; use common sense; react and think clearly in emergency situations working with speed and accuracy; record oral information legibly and accurately; speak with clear enunciation in a well modulated voice; show good judgment in processing emergency calls for proper response; deal effectively with the public over the telephone; and establish and maintain effective working relationships with subordinate staff and fellow employees. SUPERVISION RECEIVED Direction is provided by a Fire Captain and /or a Battalion Chief. SUPERVISION EXERCISED Responsibilities include direct functional supervision over a staff of Communications Operators. • •
