A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
ESTABLISHING "DRUG AND WEAPON FREE ZONES" ADJACENT TO
PUBLIC AND PRIVATE ELEMENTARY, MIDDLE AND HIGH SCHOOL
CAMPUSES AND PUBLIC PARKS
WHEREAS, the incidence of weapons being carried on to middle and high
school campuses and drug use among students has increased dramatically over recent years;
and
'`� WHEREAS, the Bureau of Justice Statistics estimates that 100,000 of the
nation's 45,000,000 pupils take weapons to school each day; and
WHEREAS, the possession of weapons and sale of controlled substances on
or near schools and public parks threatens the safety of our children; and
WHEREAS, the designation of "Drug and Weapon Free Zones" would
enhance and support efforts to detect weapons that may otherwise be carried on to school
campuses and deter the sale of controlled substances near local schools and parks;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY
DOES RESOLVE AS FOLLOWS:
SECTION 1. The City shall establish a "Drug and Weapon Free Zone" policy
increasing the penalties for violations on public and private elementary, middle and high
school campuses and in public parks.
SECTION 2. The City may install signs adjacent to Downey's public and
private elementary, middle and high school campuses and public parks indicating that
Downey is intolerant of criminal activity and encouraging residents to report crime to the
Downey Police Department.

SECTION 3. The Downey Police Department shall coordinate with the
District Attorney's office and local courts to ensure that individuals are held accountable for
their actions.
SECTION 4. The City Clerk shall certify to the adoption of this Resolution
and provide for the distribution thereof.
