RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DOWNEY
IN SUPPORT OF THE CONSTRUCTION OF THE
LOS ANGELES COUNTY DRAINAGE AREA (LACDA) PROJECT
WHEREAS, the Federal Emergency Management Agency (FEMA) has
determined that the existing flood protection system in Southeast Los Angeles
County no longer provides 100 -year storm protection and the area's economic
viability remains at risk until the national standard for 100 -year storm
protection is achieved; and
WHEREAS, new federal legislation soon to be in place forces housing
and business lenders to require flood insurance before making loans in flood-
prone areas and this requirement affecting the purchase of property as well as
refinancing will hinder all future development and stifle economic progress
throughout the region; and
WHEREAS, the implementation of the new floodplain will also require
onerous building regulations that will also impact the economic recovery of
this area, and will be in place until the flood control channel is recertified; and
WHEREAS, the City of Downey, along with six cities in Southeast Los
Angeles County, formed the LACDA Alliance in 1991 to address the issues of a
new floodplain that was imposed on the region, and has worked diligently
with the Los Angeles County Department of Public Works and the U.S. Army
Corps of Engineers to determine practical solutions for protection against
flooding in the region, as well as to mitigate the burden of flood insurance
costs and restrictive building regulations on the impacted communities; and
WHEREAS, the Cities in the Alliance strongly support the LACDA Project
improvements, which include reinforcing levees and heightening flood control
channel walls, as the most practical and cost - effective of the various measures
being promoted to protect against flooding and
WHEREAS, the timely completion of this project will also provide the
necessary improvements required to recertify the channel by FEMA, thus
providing the public safety from flooding that our residents depend on and
deserve.
NOW, THEREFORE, the Downey City Council RESOLVES that the
proposed LACDA flood control project will enhance personal safety and
provide property protection while assuring the economic vitality of Southeast
Los Angeles County; and
FURTHER RESOLVES to call upon our fellow elected colleagues on the
Los Angeles County Board of Supervisors to support the Los Angeles County
Drainage Area Project in order to prevent the imposition of onerous financial
burdens upon the economy and citizens of Southeast Los Angeles County.
