A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY APPROVING THE DRAFT ENGINEER'S REPORT FOR
ASSESSMENTS WITHIN LIGHTING MAINTENANCE DISTRICT
A.D. 121 FOR FISCAL YEARS 1993 -94 THROUGH 1996 -97.
WHEREAS, by Resolution No. 5665, the City Council ordered the
Engineer to prepare a report in accordance with Section 22585 of the
California Streets and Highways Code; and
WHEREAS, pursuant to said Resolution, the Engineer filed the draft
report with the City Clerk on the 8th day of April 1993; and
WHEREAS, the City Clerk has submitted the draft report to the City
Council and the City Council has now reviewed and examined the report
as so submitted.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. The draft report prepared by the Engineer pursuant
to Resolution No. 5665 and filed with the City Clerk on the 8th day of
April, 1993, is hereby approved.
SECTION 2. The City Council shall hereby certify to the adoption
of this Resolution.

RESOLUTION NO. 5671
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF DOWNEY, CALIFORNIA
RECOGNIZING THE HISTORICAL AND CULTURAL SIGNIFICANCE OF
MCDONALD'S DRIVE -IN, 10207 LAKEWOOD BOULEVARD,
DOWNEY, CALIFORNIA, AND REQUESTING SUPPORT
FOR RETAINING THIS LANDMARK BUSINESS
IN THE CITY OF DOWNEY
WHEREAS, Downey is home to a drive -in restaurant which represents the
phenomenal growth of the fast food industry, a franchise created by the McDonald
Brothers that inspired Ray Kroc in the development of a multi billion dollar
corporation known around the world; and
WHEREAS, Downey's McDonald's has retained the dynamic golden arches
design of Stanley Meston and Charles Fish, an internationally recognized corporate
symbol, and is now the oldest existing in the original red and white tile
architecture in the world; and
WHEREAS, in 1983 this McDonald's and Speedee sign was named a local
historical site by the Downey Historical Society and in 1984 was the first
hamburger stand ever to be deemed eligible for the National Register of Historic
Places, our country's official list of significant historical and cultural resources; and
WHEREAS, this historic business has become a popular tourist attraction for
young and old alike from across the United State and around the world; and
WHEREAS, Downey's McDonald's occupies a special place in the American
popular culture; and is significant to citizens for its uniqueness, visual interest and
identity with their own lives to the degree that they have publicly expressed their
willingness to increase patronage in order to preserve it;
NOW, THEREFORE, the City of Downey hereby requests that the
McDonald's Corporation agree to work with the City to develop a successful
preservation plan that would retain the historic building and sign in their original
location as an operating business, and in exploring a range of marketing
alternatives to make it a profitable venture.

RESOLUTION NO. 5672
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY PROPOSING TO ANNEX A CERTAIN AREA INTO THE
LIGHTING MAINTENANCE DISTRICT A.D. 121 AND ORDERING
THE ENGINEER TO PREPARE AND FILE A REPORT PURSUANT
TO THE LANDSCAPING AND LIGHTING ACT OF 1972 FOR
ANNEXATION 93/02 (SUVA STREET - STAMPS AVENUE TO
MANZANAR AVENUE)
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council proposes to annex a certain area into
the Lighting Maintenance District A.D. 121 under the provisions of Article
2 of Chapter 2 of Division 15 of the California Streets and Highways Code
(Sections 22605 et seq) for the purpose of operating and maintaining public
lighting facilities located in, upon, and along public streets. The
boundary description and plan of the proposed locations are on file in
the office of the City Clerk, which said documents are open to public
inspection in said office under the designation "Annexation 93/02 Suva
Street - Stamps Avenue to Manzanar Avenue ".
SECTION 2. The Engineer is ordered to prepare and file a report
in accordance with the provisions of Article 4 of Chapter 1 of Part 2
of Division 15 of the California Streets and Highways Code (Section 22565
et seq).
SECTION 3. The City Clerk shall certify to the adoption of this
Resolution.

RESOLUTION NO. 5674
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
DOWNEY DECLARING ITS INTENTION TO ANNEX A CERTAIN
AREA INTO THE LIGHTING MAINTENANCE DISTRICT A.D.
121 AND TO MAINTAIN AND FURNISH ELECTRICAL CURRENT
TO STREET LIGHTING FIXTURES ON THE STREETS AND PUBLIC
PLACES FOR ANNEXATION 93/02 (SUVA STREET - STAMPS
AVENUE TO MANZANAR AVENUE)
WHEREAS, the City Council by Resolution No.5672 , proposed to annex
a certain area into the Lighting Maintenance District A.D. 121 pursuant
to the provisions of the Landscaping and Lighting Act of 1972 (Part 2
of Division 15 of the California Streets and Highways Code; and
WHEREAS, by said Resolution No. 5672 , the City Council ordered
the Engineer to prepare a report pursuant to Article 2 of Chapter 1 of
Part 2 of Division 15 of the California Streets and Highways Code); and
WHEREAS, the Engineer did prepare and file such a report and the
same was approved by the City Council on the llth day of May, 1993, by
Resolution No.5673 .
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. That the public interest and convenience require, and
it is the intention of the City Council of the City of Downey to order
the annexation of a certain area into the Lighting Maintenance District
A.D. 121, and to maintain and furnish electrical current to street lighting
fixtures located on Suva Street between Stamps Avenue and Manzanar Avenueas
shown on Plan No. 93/02 on file in the office of the City Clerk in
accordance with the report of the Engineer filed on the llth day of May,
1993, with the City Clerk and which by this reference is made a part hereof.
SECTION 2. This annexation, in the opinion of the City Council,
is of more than ordinary benefit, and the Council hereby makes the costs
of all expenses, work improvements, energy and maintenance chargeable
upon the zone within the District benefited. The area within the District
is that portion of the'City of Downey shown on the above specified plan
on file in the office of the City Clerk, on which the boundaries thereof
are described by boundary line. Reference is hereby made to the plan
for a complete and detailed description of the area. The plan on file
shall govern for all details as to the extent of the easement.
SECTION 3. Any lot or parcels of land known as public property,
which are included in the District, shall be exempt from assessment
inaccordance with Section 22663 of the California Streets and Highways
Code.
SECTION 4. The improvements contemplated shall be done under the
provisions of Chapter 6 of Part 2 of Division 15 of the California Streets
and Highways Code (Section 22675 et seq).

SECTION 5. Collection of the assessments caused by this Resolution
shall be made pursuant to the method described by Article 2 of Chapter
4 of Part 2 of Division 15 of the California Streets and Highways Code
(Section 22645 et seq).
SECTION 6. Notice is hereby given that on June 8, 1993, at 7:30
p.m., in the Council Chambers of the City of Downey at 11111 Brookshire
Avenue, Downey, California, all interested persons may appear before the
City Council and be heard concerning annexation into the District and
all other matters relating thereto.
Protests must be written and must be filed with the City Clerk
prior to the conclusion of the hearing. Any such protest shall state
all grounds of the objection and shall contain a description sufficient
to identify the property.
SECTION 7. The City Clerk shall cause notice of the hearing to
be given pursuant to Article 2 of Chapter 2 of Part 2 of Division 15 of
the California Streets and Highways Code (Section 22588).
SECTION 8. The City Clerk shall certify to the adoption of this
Resolution.

RESOLUTION NO. 5675
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF DOWNEY APPROVING THE FINAL SUBDIVISION
MAP OF PARCEL MAP NO. 22214 (8425 -55 FIRESTONE
BOULEVARD AT BROOKSHIRE AVENUE). APPROVING
AN AGREEMENT WITH THE SUBDIVIDER
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS:
SECTION 1. There is herewith submitted to the City Council by
the owner and subdivider thereof, a final subdivision map of Parcel Map
No. 22214 approved by the Planning Commission and by the City Engineer.
SECTION 2. The Downey City Council does hereby order: That
the subdivision map of Parcel Map No. 22214 submitted to this meeting,
be and the same, is hereby approved.
SECTION 3. The City Clerk shall certify to the adoption of this
Resolution and forward two (2) certified copies of this Resolution to
Mr. T.A. Tidemanson, Director of Public Works, for the County of Los
Angeles.

RESOLUTION NO. 5676
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY
APPROVING STATE OF CALIFORNIA, DEPARTMENT OF
TRANSPORTATION, DISTRICT AGREEMENT NO. 4150 FOR
SUPERSEDED HIGHWAY RELINQUISHMENT CONVENTIONAL ROUTE
105 - FIRESTONE BOULEVARD.
WHEREAS, STATE and CITY, pursuant to Streets and Highways Code Section
73, are authorized to enter into a Cooperative Agreement providing for
relinquishment to CITY of a portion of State Highway within CITY.
WHEREAS, STATE desires to relinquish to CITY that portion of Route
105 (Firestone Boulevard) from 0.2 mile east of the Rio Hondo, at the
west city limits of City of South Gate, to the San Gabriel River, at the
east city limits of City of Norwalk.
WHEREAS, this route will cease to be a State Highway when Interstate
Route 105 is completed and the California Transportation Commission (CTC)
relinquishes that portion of present Route 105 in the County of Los Angeles
and cities of Los Angeles, Inglewood, South Gate, Downey and Norwalk.
WHEREAS, STATE and City have reached an understanding on the work
necessary to place the State Highway in a state of good repair and agreed
to the amount of $4,000,000.00 as the estimated cost to perform such work.
The agreed upon amount is itemized in Exhibit A of said Agreement, attached
hereto.
WHEREAS, STATE is willing to make a lump sum payment to CITY to satisfy
STATE's obligation to place relinquished highway in a state of good repair.
WHEREAS, CITY is willing to accept a lump sum payment as STATE's
total responsibility to place highway in a state of good repair for the
purpose of relinquishing highway to CITY.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. The City Council of the City of Downey does hereby approve
District Agreement No. 4150 with the STATE for Superseded Highway
Relinquishment of Conventional Route 105 - Firestone Boulevard.
SECTION 2. The Mayor of the City of Downey is hereby authorized
to execute said Agreement on behalf of the City of Downey.
SECTION 3. The City Clerk shall certify to the adoption of this
Resolution and shall forward three certified copies to the City Engineer
for transmittal to the State.
