A RESOLUTION OF THE CITY COUNCIL 07 THE CITY
07 DOWNEY RESPONDING TO THE WRITTEN OBJECTIONS
OF VARIOUS PERSONS TO THE PROPOSED AMENDMENT
NO. 5A TO THE DOWNEY REDEVELOPMENT PLAN
(BROOKSHIRE i MARGARET).
THE CITY COUNCIL OF THE CITY OF DOWNEY DOES HEREBY RESOLVE AS
FOLLOWS:
Section 1. The City Council of the City of Downey does hereby
find, determine and declare that:
A. On June 11, 1991, the City Council held a joint public
hearing with the Board of Directors of the Community
Development Commission of the City of Downey to consider
proposed Amendment 5A to the Downey Redevelopment Plan.
B. Prior to the close of such hearing, certain, persons
filed 1 written objections to the proposed amendment.
Copies of the written objections are collectively
attached hereto as Exhibit A.
C. Pursuant to the requirements of Health and Safety Code
Sections 33363 and 33364, the City Council has addressed
the written objections in detail giving reasons for not
accepting the specific objections and suggestions. The
response to the Council, attached hereto as Exhibit B,
describes the disposition of the issues raised and
provides a good faith, reasoned analysis and response to
the objections. The responses are not conclusionary
statements unsupported by factual information but respond
to each objection providing references in the record to
the evidence supporting the Agency's position.
D. The Council's response to the written objections of the
persons described in Subparagraph B and the introduction
of the ordinance approving the proposed redevelopment
amendment have occurred not less than one week after the
time the hearing on the proposed amendment took place.
E. The City Council has carefully considered the objections
described in Subparagraph B as well as the written
findings in response thereto.
,Section 2. The City Council of the City of Downey hereby
adopts the "Statement of Findings of the City Council of the City
of Downey in Response to the Written Objections to Amendment 5A to
the Redevelopment Plan" attached hereto as Exhibit B and
incorporated herein by this reference. Based upon such findings,

the City Council of the City of Downey hereby overrules all
objections, written or oral, to the proposed amendment as being
unfounded.
Section 3. The City Clerk shall certify to the adoption of
this Resolution.

PETITION
TO: DOWNEY CITY COUNCIL AND
DOWNEY COMMUNITY DEVELOPMENT COMMISSION
RE: PROPOSED DOWNEY REDEVELOPMENT PROJECT AMENDMENT NO. 5A
We, the undersigned Downey residents residing on Manatee
Street, south of the Downey Community Hospital, between
Brookshire and Patton Road, are opposed to the closing of
Margaret Street, between Brookshire and Patton Road, north of
— the Downey Community Hospital. The closing of said road would
cause traffic to be diverted to our residential street. This
would put an unfair amount of through traffic on our street,
which would disturb our peace and quiet, as well as impinge upon
our safety.
Furthermore, there is presently a proposal for two five .
story medical office buildings, and a parking structure, to be
built on the north end of the Downey Community Hospital
property. If these improvements are built, this will, of
course, add a great deal of additional traffic to our area.
This additional traffic will be doubled if Margaret Street is
closed.

STATEMENT OF FINDINGS OF THE CITY COUNCIL OF THE CITY OF
DOWNEY IN RESPONSE TO WRITTEN OBJECTIONS TO AMENDMENT 5A
TO THE REDEVELOPMENT PLAN
With respect to the adoption of Amendment 5A to the Downey Redevelopment Plan,
the Commission received a petition of Downey residents residing on Manatee Street
who are opposed to the closing of Margaret Street between Brookshire and Patton
Road.
Response to the comments:
The Redevelopment Plan Amendment 5A does not call for closure of Margaret Street
between Brookshire and Patton Road. It is acknowledged; however, that the City
Council and the Community Development Commission could, at some point in the
future, determine that Margaret Street should be vacated or closed. This activity is
not mandated by the Plan but would be allowed under the Plan.
The objections are hereby overruled.
