A RESOLUTION OF THE CITY COUNCIL OF THE CITY CF DOWNEY
ESTABLISHING FEE SCHEDULES FOR BUILDING REGULATIONS
WHEREAS, Chapter 2, Article VIII of the Downey Municipal Code
authorizes the City Council to establish by resolution a schedule of permit
fees for the various building regulations.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE
AS FOLLOWS:
SECTION 1. The following schedule of permit fees shall be established
to be effective July 1, 1991:
1. TABLE NO. 3 -A - BUILDING PERMIT FEES
Permits: For Issuing Permits, Each - $25.00
TOTAL VALUATION FEE
$0 to $500 $16.50
$501 to $2,000 $16.50 for the first $500 plus
$2.21 for each additional 5100 or
fraction thereof to and includinc
$2,000.
$2,001 to $20,000 $49.65 for the first $2,000 plus
$9.92 for each additional $1,000
or fraction thereof, to and includinc
$20,000.
$20,001 to $40,000 $228.20 for the first $20,000 plus
$7.88 for each additional 51,000 or
fraction thereof, to and including
$40,000.
$40,000 to $75,000 5385.80 for the first $40,000 plus
$5.93 for each additional $1,000 of
fraction thereof, to and including
$75,000.
$75,001 to $100,000 $593.35 for the first $75,000 plus
$4.46 for each additional $1,000 or
fraction thereof, to and including
$100,000.
For amounts between $100,001 and $1,000,000 use $704.85 for the
first $100,000 plus $3.57 for each additional $1,000 or fraction
thereof.
For amounts greater than $1,000,000 use $3,917.35 for the first
$1,000,000 plus $2.20 for each additional $1,000 or fraction thereof.
Plan Check Fee equals 85% of the Permit Fee.
General Plan Revision Fee equals .002 of the building valuation.
Records Management Fee equals .0005 of the building valuation.
Other Inspections and Fees:
1. Inspections outside of normal business hours $60.00
(minimum charge - two hours)
2. Reinspection fees assessed under provisions of
Section 305(g) $15.00
3. Inspections for which no fee is specifically
indicated (minimum charge - one -half hour) $30.00
4. Additional plan review required by changes, additions
or revisions to approved plans S30.00

2. TABLE 3 -5 - ELECTRICAL PERMIT FEES
(Note: The following do not include permit issuing fee.)
Permits:
For Issuing Permits, each $25.00
SYSTEM FEE SCHEDULE
New Residential Buildings:
The following fees shall include all wiring and electrical
equipment in or on each building, or other electrical equip-
ment on the same premises constructed at the same time.
For new multi- family residential buildings (apartments and
condominiums) having three (3) or more living units not
including garages, carports, and other non - commercial
automobile storage areas constructed at the same time,
per square foot
For garages, carports, and other accessory buildings used
in conjunction with multi - family residential buildings
use BRANCH CIRCUIT FEE OR UNIT FEE SCHEDULE.
For new single- andtwo - family residential buildings not
including garages, carports and other minor accessory
buildings constructed at the same time, per square
foot
For garages, carports and other minor accessory buildings
constructed at the same time as the single- ortwo- family
residential buildings a fee will not be required. For
other types of residential occupancies and alterations,
additions and modifications to existing residential
buildings, use BRANCH CIRCUIT FEE OR UNIT FEE SCHEDULE.
Private Swimming Pools
For new private, residential,in- ground swimming pools for
single- or multi- family occupancies, including a complete
system of necessary branch circuit wiring, bonding,
grounding, underwater lighting, water pumping and other
similar electrical equipment directly related to the
operation of a swimming pool, each • $37.00
For other types of swimming pools, therapeutic whirlpools,
spas, hot tubs and alterations to existing swimming
pools, each $25.00

Carnivals and Circuses
Carnivals, circuses or other traveling shows or
exhibitions utilizing transportable -type rides, booths,
displays and attractions.
For electric generators and electrically driven rides

For mechanically driven rides and walk- through attrac-
tions or displays having electric lighting each
For a system of area and booth lighting, each
For permanently installed rides, booths, displays,
and attractions, use UNIT FEE SCHEDULE.
Temporary Power Service:
For a temporary service power pole or pedestal,
including all pole or pedestal mounted receptacle
outlets and appurtenances, each

lighting and receptacle outlets for construction
sites, decorative lighting, Christmas tree sales
lots, firework stands, sales booths, additional
pole, etc., each

Branch Circuit Fees
Branch circuit fees apply to new branch circuit wiring and
the lighting fixtures, switches and receptacles which are
supplied by these branch circuits, including their outlets.

For fixed residential appliances or receptacle outlets
for same, including wall - mounted electric ovens,
counter - mounted cooking tops, electric ranges, self -
contained room, console, or through -wall air conditioners,
space heaters, food waste grinders, dishwashers, washing
machines, water heaters, clothes dryers, or other motor-
operated appliances, not exceeding three (3) horsepower
(HP) in rating, each $ 5.00
For 15 or 20 ampere 208 volt to 277 volt lighting, each $12.50
Exception: An individual multi -wire branch circuit supplying
one appliance may be counted as one circuit.
Unit Fees
Receptable, Switch,Lighting, or other.
For receptacle, switch, lighting or other outlets
at which current is used or controlled except
services, feeders and meters:
First 20, each $ .90
Additional outlets, each $ .60
(Note: For multi- outlet assemblies, each five feet or fraction
thereof may be considered as one outlet.)
Lighting Fixtures
For lighting fixtures, sockets, or other lamp holding devices:
First 20, each $ .90
Additional fixtures, each $ .60
For pole or platform mounted lighting fixtures, each $ 1.00
For theatrical -type lighting fixtures or assemblies, each $ 1.00
Residential Appliances of Three Horsepower or Less
Note: For other types of air conditioners and other motor- driven
appliances having larger electrical ratings, see Power Apparatus.
Note: 1. For equipment or appliances having more than one
motor, transformer, heater, etc., the sum of the
combined ratings may be used.
2. These fees include all switches, circuit breakers,
contactors, thermostats, relays and other directly
related control equipment.

Other Appliances of Three Horsepower or Less
For any appliance installed in a non - residential occupancy
and not exceeding three (3) horsepower (HP), kilowatt (KW),
or kilovolt- ampere (KVA) in rating, including medical and
dental devices, food, beverage, and ice cream cabinets,
illuminated showcases, drinking fountains, vending machines,
laundry machines, or other similar types of equipment,
each
(Note: 1. As used in the above sentence, "non- residential
occupancy "includes but is not limited to hotels
and motels but excludes apartments and single -
family dwellings.
Power Apparatus
2. For other types of air conditioners and other
motor- driven appliances having larger electrical
ratings, see Power Apparatus.)
For motors, generators, transformers, rectifiers, synchronous
converters, capacitors, industrial heating, air conditioners
heat pumps, cooking or baking equipment, and other apparatus,
as follows:
Rating in horsepower (HP), kilowatts (KW), kilovolt amperes (KVA),
or kilovolt - amperes- reactive (KVAR).
Over 3 and not over 10, each
Over 10 and not over 50, each
Over 50 and not over 100, each
Over 100, each
(Note: 1. For equipment or appliances having more than
one motor, transformer, heater, etc., the sum
of the coabined ratings may be used.
2. These fees include all switches, circuit
breakers, contactors, thermostats, relays
and other directly related control equipment.)
Busways
For cable trays, trolly and plug -in type busways, each
100 feet or fraction thereof
Note: An additional fee will be required for light-
ing fixtures, motors and other appliances that are
connected to trolly and plug -in type busways. No fee
is required for portable tools.

For services, switchboards, switchboard sections,
motor control centers and panelboards of 600
volts or less and not over 200 amperes in

or less and over 200 amperes to 1,000 in rating, each . . . $35.00

Miscellaneous Apparatus,Conduits and Conductors
For electrical apparatus, conduits and conductors
for which a permit is required but for which
no fee is herein set forth
(Note: This fee is not applicable when a fee is
paid for one or more services, outlets, fixtures,
appliances, power apparatus, busways, signs or
other equipment.)
Other Inspections
For each extra inspection resulting from defective
workmanship or materials, each $60.00
For inspection of electrical equipment for which
no fee is herein set forth and for emergency
inspections for the time consumed, per hour $60.00
With a minimum charge of 1/2 hour or less $30.00

Plan Checking Fee
Said fee shall be equal to fifty percent (50%) of the required
electrical permit fee provided; however, the minimum fee shall
be $50.00.

3. Table 3 -C - MECHANICAL PERMIT FEES
For the installation, alteration or relocation of each
refrigeration compressor or absorption unit, and for each
fuel burning furnace, heater, boiler, and vented decor-
ative appliance including vents attached thereto:
Up to and including 100,000 BTU $12.00
More than 100,000 BTU and up to and including
1,000,000 BTU $24.00
More than 1,000,000 BTU $60.00
For each air inlet and air outlet served by any air con-
ditioning system $ 2.00
Or for each 1,000 square feet or fraction thereof of
conditioned area $17.00
NOTE: 1. When a permit is applied for and the total number
of air inlets and air outlets is unknown or the
system used perforated building material in lieu
of conventional inlets and outlets, the fees shall
be based on the square feet of conditioned area.
2. An air conditioning system includes heating and /or
cooling.
For the installation, relocation or replacement of each appli-
ance vent installed and not included in an appliance permit . . . $ 6.00
For the installation or alteration of each air handling unit
for air conditioning including ducts attached thereto:

Note: This fee shall not apply to an air handling unit
which is a portion of a factory assembled air
conditioning appliance for which a permit is
required elsewhere in this Code.
For each evaporative cooler other than portable type 510.00

For each required ventilation system which is not a portion of
any air conditioning system for which a permit is required

Note: 1. For a refrigeration system rating, one horsepower,
one ton or 12,000 BTU per hour shall mean the same
quantity.
2. For steam boilers rated in boiler horsepower, one
horsepower shall equal 50,000 BTU per hour.

PLAN CHECK FEE REQUIREMENTS
Chapter 8 - The Uniform Mechanical Code requires a plan check fee to be paid
at the time of submitting plans and specifications for the installation of
comfort heating and cooling systems, refrigerating and ventilating systems
and hoods for installations where the aggregate BTU input /capacity for either
comfort heating or comfort cooling is 1,000,000 BTU and over, food processing
establishments containing a commercial type hood, or installations containing
a single heating or comfort cooling air handling system with a capacity of
10,000 cubic feet per minute or more.
The plan check fee required is 50% of the permit fee shown below with the
following exceptions:
1. Identical appliances of 100,000 BTU or less, installed in a
single building.

2. When identical mechanical design is evident in more than one
building on a single project and the Chief Mechanical Inspector
so finds, plan. check fees may be waived for other than the

SECTION 2. The Building Official may authorize the refunding of
any fee paid hereunder which was erroneously paid or collected.
The Building Official may authorize an 80% refund of permit fees
paid over $15.00 when no work has been done under said permit.
The Building Official may authorize an 80% refund of plan review
fees paid over $15.00 when an application for a permit for which a plan
review fee has been paid is withdrawn or cancelled before any plan
reviewing has begun.
The Building Official shall not authorize the refunding of any fee
paid except upon written application filed by the original permittee not
later than 180 days after the date of payment.
SECTION 3. All previously established permit fees for the attached
fee tables are hereby rescinded.
SECTION 4. The City Clerk shall certify to the adoption of this
Resolution and provide for appropriate distribution thereof.
