HomeMy WebLinkAboutMinutes - 04-10-12 Adjourned Regular Meeting MINUTES OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADJOURNED REGULAR MEETING April 10, 2012 The City Council of the City of Downey held an Adjourned Regular Meeting at 7:30 p.m., April 10, 2012, in the Council Chamber of the Downey City Hall, 11111 Brookshire Avenue, Downey, California, Mayor Roger C. Brossmer presiding. PRESENT: Council Members: Roger C. Brossmer Mayor David R. Gafin Mayor Pro Tem Mario A. Guerra Luis H. Marquez Fernando Vasquez ALSO PRESENT: Gilbert Livas, City Manager John Oskoui, Assistant City Manager /City Treasurer Yvette M. Abich Garcia, City Attorney Adria M. Jimenez, City Clerk Shannon DeLong, Assistant to the City Manager Lonnie Croom, Fire Chief Carl Charles, Police Captain John Michicoff, Finance Director Brian Saeki, Community Development Director Arlene Salazar, Interim Community Services Director Gladys Chavez, Secretary Other City Staff The Invocation was delivered by Rabbi Mehlman, Temple Ner Tamid. The Flag Salute was led by Susan Bouris, Library Advisory Board Chair. COUNCIL MEMBER ANNOUNCEMENTS; REQUESTS FOR FUTURE AGENDA ITEMS; AND CONFERENCE /MEETING REPORTS: Council Member Vasquez thanked Rabbi Mehlman for the Invocation; congratulated Mayor Brossmer for his State of the City Address; reported on illegal street vendors and requested the Police Department enforce City Ordinances; mentioned that residents living north of the 1 -5 freeway are concerned of the increase in home burglaries, and requested that police patrol the area. Council Member Guerra thanked Rabbi Mehlman for the Invocation; reported attending a Benefit Fair at the Downey Regional Medical Center; reported attending the Downtown Sub - Committee meeting; attended the Rancho's Amistad Gala; attended the Gangs Out of Downey (G.O.O.D) meeting and reported that the Gangs Out of Downey Luncheon (G.O.O.D) will be held April 18 announced that the Los Angeles County Sanitation District will be celebrating Earth Day on April 22 announced that April 21 is Keep Downey Beautiful clean -up day and, thanked Mayor Brossmer for his State of the City Address. Mayor Pro Tem Gafin thanked Rabbi Mehlman for the Invocation and Susan Bouris for her service on the Library Board. Mayor Brossmer reported attending the Downtown Sub - Committee meeting; announced that the Woman's Club of Downey will have a fundraiser on April 14 benefiting Autism Speaks. City Council Minutes — April 10, 2012 1 PRESENTATIONS: Mayor Brossmer recognized local Downey service men as part of the military banner program; Christopher James Goble, Lance Joseph Alcon, Alex Valdes, and Justin Andrew Aysse. Mayor Brossmer presented a Proclamation to Susan Bouris and proclaimed the week of April 16- 21, 2012, as National Library Week. Mayor Brossmer presented a Proclamation to Youth Commissioners Genesis Anguiano, Tiffany Ashton, Andray Cardoza, and Xitlalyc Cardenas proclaiming April 24, 2012, as Student Government Day. Mayor Brossmer presented a Proclamation to Diane George proclaiming April as National DMV /Donate Life California Month. Mayor Brossmer presented a Certificate of Appreciation to Bob Ciatti for his service on the Green Task Force, District 1. Mayor Brossmer presented a Certificate of Appreciation to Jeff Jeff McCaughan for his service on the Recreation and Community Services Commission. PUBLIC HEARINGS: None. CONSENT CALENDAR ITEMS REMOVED: None. CITY COUNCIL CONSENT CALENDAR: It was moved by Mayor Pro Tem Gafin, seconded by Council Member Guerra, and unanimously carried to approve the Consent Calendar. 1. APPROVED CITY COUNCIL MINUTES: Regular and Special Meetings of March 27, 2012: City Clerk. 2. APPROVED WARRANTS ISSUED: Warrant Nos. 266676 — 267063; Wire Nos. 30002623 — 30002632, and 869 — 872, in the total amount of $4,007,499.88: Finance. City Council Minutes — April 10, 2012 2 3. CASH CONTRACT 680 - RIO HONDO GOLF COURSE LIGHTING PROJECT - REJECTED BIDS RECEIVED: Public Works. 4. ADOPTED RESOLUTION NO. 12 -7329, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY APPOINTING STEVE PEREZ TO THE GREEN TASK FORCE, DISTRICT 1: Mayor Pro Tem Gafin. 5. INTRODUCED ORDINANCE NO. 12- , AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DOWNEY AMENDING SECTION 3186 OF THE DOWNEY MUNICIPAL CODE RELATING TO SPEED LIMITS ON COLUMBIA WAY: Public Works. 6. AUTHORIZED STAFF TO SUBMIT A GRANT REQUEST FOR THE EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG) PROGRAM - FY 2012 LOCAL SOLICITATION: Police. OTHER BUSINESS: None. ADMINISTRATIVE REPORTS: 7. FRANCHISE AGREEMENTS FOR POLICE TOWING AND STORAGE SERVICES: Police. A. ADOPTED RESOLUTION NO. 12 -7330, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY DECLARING ITS INTENTION TO GRANT FRANCHISE AGREEMENTS FOR POLICE TOWING AND STORAGE SERVICES, ESTABLISHING A FRANCHISE FEE RELATED THERETO, AND SETTING FORTH THE NOTICE OF THE TIME AND DATE FOR HEARING ANY OBJECTIONS; and, B. SET A PUBLIC HEARING FOR MAY 8, 2012 TO CONSIDER ANY OBJECTIONS AND GRANTING SUCH FRANCHISE AGREEMENTS. City Manager Livas mentioned that the California Vehicle Code allows the City to grant a Franchise Agreement for Police towing and storage and requires a fee in connection with the awarded contract. Adoption of the Resolution sets the date for a public hearing on May 8, 2012. Council Member Guerra requested staff provide the staff report in advance. It was moved by Council Member Guerra, seconded by Mayor Pro Tem Gafin, and unanimously carried to receive and file. STAFF MEMBER COMMENTS: None.
