A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING
GENERAL PLAN AMENDMENT GP -89 -2, AMENDING THE GENERAL PLAN
OF THE CITY OF DOWNEY AND ESTABLISHING A
GENERAL PLAN REVIEW AREA
THE CITY COUNCIL OF THE CITY OF DOWNEY HEREBY RESOLVES AS FOLLOWS:
SECTION 1. The City Council of the City of Downey hereby finds,
determines and declares that:
A. An application for a General Plan Amendment was filed
with the City to change the land use designation of the
property at the southwest corner of the intersection of
Montgomery and Orange Streets (Assessor's Parcel No.
6259 -010 -026) from "General Commercial" to "Low Medium
Density Residential ". Attached hereto as Exhibit "A"
and incorporated herein by reference, is an area map
showing the subject parcel's location.
B. A General Plan Report and General Plan Map were adopted
by the City Council on January 8, 1973, by Resolution
No. 2760, in conformance with the California Government
Code.
C. The General Plan is a long- range, comprehensive document
which serves as a guide for the orderly development of
Downey.
D. The General Plan by it very nature needs to be updated
and refined to meet current and future community needs.
E. The Planning Commission gave required notice and held
public hearings on General Plan Amendment GP -89 -2 on
September 6 and September 20, 1989 for the purpose of
considering recommending adopting the proposed General
Plan Amendment GP -89 -2.
F. The subject amendment proposes to change the land use
designation of the property located at the southwest
corner of the Montgomery Street /Orange Street
intersection.
G. Following said public hearings, the Planning Commission
gave careful consideration to testimony and all facts
and opinions offered at the aforesaid public hearings
and, by Resolution No. 1294, recommended to the City
Council that the Council amend the General Plan by
adopting General Plan Amendment GP -89 -2.

H. The City Council has fully reviewed and carefully
considered the Initial Study of Environmental Impacts
and Negative Declaration that were prepared for this
proposed amendment, including all information presented
at said public hearing, in making its decision on the
proposed amendment to the General Plan.
I. The City Council gave required notice and held a public
hearing on General Plan Amendment GP -89 -2, at which the
proposed amendment and General Plan Map were displayed
and explained.
J. The proposed General Plan Amendment is consistent with
the existing General Plan, and would create a
coordinated and balanced land use pattern capable of
effectively meeting the present and future needs and
desires of the community in a manner providing for
appropriate land use benefits and compatibility.
SECTION 2. The City Council of the City of Downey further finds,
determines and declares that an Initial Study of Environmental
Impacts and Negative Declaration have been prepared for General Plan
Amendment GP -89 -2, in accordance with the provisions of the
California Environmental Quality Act (CEQA), State CEQA Guidelines
and the City of Downey's Revised Environmental Procedures. Prior to
approving the proposed General Plan amendment, the City Council
considered the Initial Study and Negative Declaration, together with
comments received during the environmental document's public review
period. Based on the Initial Study and submitted comments, the City
Council hereby determines and declares there is no substantial
evidence the proposed General Plan amendment will have a significant
adverse effect on the environment. Therefore, the City Council
hereby adopts the Negative Declaration for General Plan Amendment GP-
89-2.
SECTION 3. NOW THEREFORE, BE IT DETERMINED, the City Council of
the City of Downey resolves that the Land Use Element of the General
Plan is hereby amended by the adoption of General Plan Amendment GP-
89-2, changing that certain real property shown and described on
Exhibit "A" from "General Commercial" to "Low Medium Density
Resolution ".
SECTION 4. NOW, THEREFORE, BE IT FURTHER DETERMINED, the City
Council establishes a General Plan Review Area comprised of that real
property which functions as the parking area for 12256 Paramount
Boulevard (Assessor's Parcel No. 6259- 020 -027) and the easterly one -
third of the parcel at 12270 Paramount Boulevard (Assessor's Parcel
No. 6259- 010 -029), targeting the Review Area for a land use study to
be prepared in conjunction with the upcoming Land Use Element

update to assess whether it is in Resolution of City Council
transition from one land use pattern to another. Attached hereto as
Exhibit "B" and incorporated herein by reference, is an area map
showing the subject General Plan Review Area.
SECTION 5. The City Clerk shall certify the adoption of this
Resolution.
