HomeMy WebLinkAboutResolution No. 5165 RESOLUTION NO. 5165 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE FISCAL YEAR 1989 -90 BUDGET WITH IMPLEMENTING DOCUMENTS WHEREAS, the City Council has given careful consideration to the proposed budget recommended by the City Manager for the fiscal year 1989 -90. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. The City Manager is hereby authorized to expend, in accordance with the laws of the State of California, the Charter of the City of Downey and its ordinances, on behalf of the City Council, an amount of $51,163,869 for the City operations detailed below and in Exhibit "A" (Budget Report - 1989 -90) and Exhibit "B" (Capital Improvement Program - 1989 -90), together with any supplemental revisions or amendments hereto authorized by the City Council: General Government $ 2,786,572 Police 11,690,375 Fire 6,638,987 Public Works 10,355,328 Community Services 5,401,286 Community Development 3,073,064 Capital Outlay - Additions 414,297 Capital Projects 10,803,960 Total $51,163,869 SECTION 2. The amount of dollars specified above is hereby appropriated from the following funds: General Fund $30,712,158 Street Lighting Fund 851,907 Gas Tax Fund 3,524,500 Sewer Connection Fund 310,000 Capital Project Fund 1,743,221 Cultural Arts Fund 43,000 1913 Act Fund 10,000 State Grants Fund 2,876,500 Community Development Block Grant Fund 1,090,179 Water Fund 7,404,940 Golf Course Fund 1,416,971 Transit Fund 1,180,493 Total $51,163,869 Resolution No. 5165 Page Two SECTION 3. The amount of appropriated dollars specified above includes the following inter -fund transfers: TO: General Fund $ 1,241,064 CATV 105,000 Capital Project Fund 681,147 FROM: Gas Tax Fund $ 830,000 CDBG 69,555 General Fund 431,894 Water Fund 304,445 General Fund Capital Reserve 266,000 Capital Projects Fund 37,064 CATV 88,253 SECTION 4. The appropriations specified above shall constitute the maximum amounts authorized for each department in each fund. The City Manager is hereby authorized to make budgetary transfers within a department in a fund if, in his opinion, such transfers are necessary and proper to the effective operation of the City; provided, however, that (a) Appropriations for personnel costs cannot be transferred to supply and service accounts. (b) Any non - budgeted equipment, new or replacement, that costs more than $500 requires prior City Council approval. (c) The City Manager will inform the City Council of the purchase of non - budgeted equipment, new or replacement, that costs less than $500. (d) Authorized manpower levels as specified in Exhibit "A" are neither increased nor transferred without prior approval of the City Council. However, the City Manager may exceed authorized manpower levels on a temporary basis to provide for the effective training and orientation of new employees. (e) The City Manager is authorized to expend funds to deal with emergency situations, but will inform the City Council about any such expenditures and request supplemental appropriations if such is required. SECTION 5. The Administrative Services Director is hereby authorized to transfer monies between funds in such amounts and at such times during the fiscal year as he may determine necessary to the competent operation of the City; except no such transfer shall be made in contravention of State law or City ordinance or exceed in total amounts specified in Section 3. SECTION 6. That for the fiscal year ending June 30, 1990, the amount of General Fund revenues that exceed expenditures is appropriated to the Liability Reserve Account. The number and classification of employees as specified in Exhibit "A" and any amendments or revisions authorized by the City Council are hereby authorized for the fiscal year. SECTION 8.
