HomeMy WebLinkAboutResolution No. 5095 RESOLUTION NO. 5095 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ESTABLISHING PROCEDURE FOR THE ISSUANCE OF PERMITS FOR ON- STREET PARKING DURING STREET SWEEPING TINS . WHEREAS, the City Council of the City of Downey adopted Ordinance No. 576, restricting parking a vehicle on any street during a designated period of time to facilitate street sweeping; and P WHEREAS, it is the desire of the City Council to permit the issuance of parking permits to the public under hardship circumstances, and WHEREAS, notwithstanding the provisions of Ordinance No. 576, the City Council shall adopt a procedure to assist in the fair implementation of Downey Municipal Code Section 3175. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. The Director of Public Works is hereby authorized to issue said parking permits. SECTION 2. The permit applicant is expected to fully utilize garage, driveway, off -alley parking and any other parking legally available. If a "hardship" exists, a parking permit may be issued authorizing the residents to park on the street during restricted hours. Permits may not be obtained for boats, motor - homes, and other recreational vehicles. A permit does not allow for on- street storage of any vehicle. SECTION 3. The Department of Public Works staff will perform a field inspection of on -site parking to determine if a "hardship" exists. SECTION 4. Vehicles may be parked on the street only in front of the permit holder's residence. SECTION 5. Permit holders will be responsible for cleaning in front of their own property and the area of the adjacent property frontage on either side where the sweeper has been impeded. The permittee shall sweep subsequent to the sweeper within one week of the regular schedule. At the discretion of the City, if the cleaning and the timeliness of the cleaning is not in compliance with City standards, the permit may be revoked. The City will cause the property frontages to be cleaned at the expense of the permit holder. SECTION 6. Single - family residences may obtain two (2) permits per household. Apartment, condominium and multifamily dwellers may obtain one (1) permit per household. Requests for additional permits must be submitted to the Citizen Traffic Committee for review and approval. SECTION 7. Permits must be renewed annually and may be revoked by the Director of Public Works if the originally stated need no longer exists or if the resident fails to comply with the conditions of a permit issuance. SECTION 8. The City Clerk shall certify to the adoption of this Resolution and cause the same to be published in t manner equired by law. f �' A btrt .
