HomeMy WebLinkAboutResolution No. 5022 RESOLUTION NO. 5022 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DOWNEY ADOPTING THE FISCAL YEAR 1988 -89 BUDGET WITH IMPLEMENTING DOCUMENTS WHEREAS, the City Council has given careful consideration to the proposed budget recommended by the City Manager for the fiscal year 1988 -89. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF DOWNEY DOES RESOLVE AS FOLLOWS: SECTION 1. The City Manager is hereby authorized to expend, in accordance with the laws of the State of California, the Charter of the City of Downey and its ordinances, on behalf of the City Council, an amount of $46,778,705 for the City operations detailed below and in Exhibit "A" (Budget Report - 1988 -89) and Exhibit "B" (Capital Improvement Program - 1988 -89), together with any supplemental revisions or amendments hereto authorized by the City Council: General Government $ 2,688,670 Police 10,803,660 Fire 6,138,288 Public Works 9,748,108 Community Services 5,229,450 Community Development 2,626,180 Capital Outlay - Additions 318,349 Capital Projects 9,226,000 Total $46,778,705 SECTION 2. The amount of dollars specified above is hereby appropriated from the following funds: General Fund $28,105,489 Street Lighting Fund 841,646 Gas Tax Fund 3,217,000 Sewer Connection Fund 280,000 Capital Project Fund 1,207,214 State Grants Fund 2,808,500 Community Development Block Grant Fund 1,121,306 Water Fund 6,407,002 Golf Course Fund 1,407,495 Transit Fund 1,383,053 Total $46,778,705 SECTION 3. The amount of appropriated dollars specified above includes the following inter -fund transfers: TO: General Fund $ 1,129,159 CATV 68,650 Capital Project Fund 604,414 Redevelopment 173,833 FROM: Gas Tax Fund $ 800,000 CDBG 69,609 General Fund 352,897 Water Fund 259,550 General Fund Capital Reserve 441,000 Cultural Arts Fund 43,000 SECTION 4. The appropriations specified above shall constitute the maximum amounts authorized for each fund. The City Manager is hereby authorized to make budgetary transfers within a fund if, in his opinion, such transfers are necessary and proper to the effective operation of the City; provided, however, that authorized manpower levels as specified in Exhibit "A" are neither increased or transferred without prior approval of the City Council. The City Manager may exceed authorized manpower levels on a temporary basis to provide for the effective training and orientation of new employees. Resolution No. 5022 Page Two SECTION 5. The Administrative Services Director is hereby authorized to transfer monies between funds in such amounts and at such times during the fiscal year as he may determine necessary to the competent operation of the City; except no such transfer shall be made in contravention of State law or City ordinance or exceed in total amounts specified in Section 3. -- SECTION 6. That for the fiscal year ending June 30, 1989, the amount of General Fund revenues that exceed expenditures is appropriated to the Liability Reserve Account. SECTION 7. The number and classification of employees as specified in Exhibit "A" and any amendments or revisions authorized by the City Council are hereby authorized for the fiscal year. SECTION 8. The City Clerk shall certify to the adoption of this Resolution. APPROVED AND ADOPTED this 28th day of June , 1988. Diane P.
